Amrit Agrahari (IRS-IT:2011) has been selected for appointment as Deputy Secretary in the Department of Economic Affairs, Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (30.11.2022), the central government has approved the Department of Revenue to appoint Mr. Agrahari to the post for a period upto 29.02.2024 (i.e. till G-20 Secretariat is functional), which is further extendable up to admissible tenure under the central staffing scheme or until further orders, whichever is earlier.
Shiv Kumar appointed as Private Secretary to Union Minister Nityanand Rai
The Appointments Committee of the Cabinet on Wednesday (30.11.2022) approved appointment of Shiv Kumar (IAS:2008:AGMUT) as Private Secretary to Nityanand Rai, Minister of State for Home. He has been given the new assignment after the curtailment of his tenure as Deputy Secretary in the Ministry of Home Affairs.
According to an order issued by the Department of Personnel & Training (DoPT), he has been appointed to the post for period up to 02.12.2026 (i.e for a balance period of his five years central deputation tenure under the central staffing scheme) or on co-terminus basis with the Minister or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is earlier.

Praveen Vashista gets extension as Additional Secretary in Ministry of Home Affairs
The central deputation tenure of Praveen Vashista (IPS:1991:BH) as Additional Secretary in the Ministry of Home Affairs has been given extension for a period of one year. According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved to extend deputation tenure of Mr. Vashista for a period of one year beyond 14.01.2023 i.e. up to 14.01.2024 or until further orders, whichever is earlier.
Arun Baroka gets addl. charge of Secretary, Department of Pharmaceuticals
Arun Baroka (IAS:1990:AGMUT), Secretary, Department of Chemicals & Petrochemicals has been given additional charge of the post of Secretary, Department of Pharmaceuticals. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (30.11.2022), the competent authority has approved the assignment of additional charge of the post to Mr. Baroka from 01.12.2022 to 31.12.2022 during the period of absence on leave of Ms. S Aparna (IAS:1988:GJ).
Swagat Das gets addl. charge of Secretary (Security), Cabinet Secretariat
Swagat Das (IPS:1987:CG), Special Secretary (Internal Security), Ministry of Home Affairs has been given additional charge of the post of Secretary (Security), Cabinet Secretariat. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (30.11.2022), the competent authority has approved the assignment of additional charge of the post to Mr. Das upon the superannuation of VSK Kaumudi (IPS:1986:AP) on 30.11.2022 and till the appointment of a regular incumbent or until further orders, whichever is earlier.
Andhra Pradesh: Poonam Malakondaiah appointed Spl Chief Secretary to CM
The Andhra Pradesh government has appointed senior IAS officer Poonam Malakondaiah (IAS:1988:AP) as the new Special Chief Secretary to Chief Minister YS Jagan Mohan Reddy. She will head the administration in the Chief Minister’s Office (CMO).

The appointment of Dr. Poonam follows after the state government sidestepped seniority and named Dr. KS Jawahar Reddy (IAS:1990:AP) as the new Chief Secretary. As per government records, Dr. Poonam is senior to Jawahar Reddy and was in contention for the chief secretary post.

Another interesting appointment was announced. Praveen Prakash (IAS:1994:AP), who had recently returned from New Delhi, was named the new Principal Secretary of School Education. Praveen Prakash had virtually run the CMO before he was shunted to New Delhi following a series of controversial decisions last year.

Maharashtra: Six IAS officers shifted, V N Suryawanshi posted as Excise Commissioner
The Maharashtra government on Tuesday (29.11.2022) issued transfer and posting orders for six IAS officers.
The names of the officers and their postings are as follows :
- V N Suryavanshi (IAS:2006:MH), Additional Commissioner, Mumbai Metropolitan Region Development Authority (MMRDA) has been transferred and posted as the Maharashtra Excise Commissioner.
- Sunil S Chavan (IAS:2007:MH) has been posted as Commissioner, Agriculture, Pune.
- Vinay Sadashiv Moon (IAS:2011:MH), Chief Executive Officer of Bhandara Zilla Parishad, has been now posted as Chief Executive Officer of Parbhani Zilla Parishad.

MP: Chief Secretary Iqbal Singh Bains gets six months extension
Madhya Pradesh Chief Secretary Iqbal Singh Bains (IAS:1985:MP) has been given a six-month extension. According to an order issued by the Union Ministry of Personnel, Public Grievance and Pension, Bains, who was set to retire on November 30, will continue in the post until May 31, 2023.

The order refers to a letter written by Chief Minister Shivraj Singh Chouhan on November 9, 2022, requesting an extension for Bains. The extension of Bains’s term comes at a time when the state is preparing for an Assembly election in November 2023.

Bains was appointed chief secretary within 24 hours of the Shivraj Singh Chouhan-led BJP government returning to power in March 2020.
Chief Minister Chouhan’s visit to Delhi two days ago and the fact that no officer was appointed as an officer of special duty (OSD) in the Chief Minister’s Office (CMO) boosted speculation of Bains getting an extension.

UP: Laxmi Singh becomes first woman to serve as Commissioner of Police
In a move that marked the first woman to run a police commissionerate in Uttar Pradesh, senior IPS officer Laxmi Singh (IPS:2000:UP) took charge of Gautam Buddh Nagar (Noida) Police Commissioner on Wednesday, nearly three years after the state established its first police commissionerates in Gautam Budh Nagar and Lucknow.
She is the second Police Commissioner of Noida and replaces Alok Singh (IPS:1995:UP), who has been shifted to the DGP’s office in Lucknow as the Additional Director General of Police.

Prior to her appointment as CP of Noida, she served as Inspector General (IG), Lucknow Range. With a BTech in mechanical engineering and a Masters in Sociology, she has served as SP/SSP in Varanasi, Chitrakoot, Gonda, Farrukhabad, Baghpat, and Bulandshahar. In 2013 and 2018, she was promoted to the rank of DIG and IG, respectively.
Her campaigns against organized crime and the mafia have often put her in the limelight. Impressed with her flamboyance, UP Chief Minister Yogi Adityanath gave Singh the responsibility of the IG, Lucknow Range in 2019.

In the past, Ms. Singh served as the DIG of the Special Task Force in Gautam Buddha Nagar. It was however only for a very short time, from January to March of 2018.
She was adjudged the finest probationer at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad. She was awarded the Prime Minister’s silver baton and the Home Minister’s pistol during her training. Another in her collection of medals includes the UP chief minister’s excellence in police service, awarded to her last year.

She is the wife of Uttar Pradesh BJP MLA Rajeshwar Singh, who previously served as a Joint Director in the Enforcement Directorate.
The state government, last week, announced three new police commissionerates in three districts of Ghaziabad, Agra and Prayagraj. This was in addition to four existing ones in Lucknow, Gautam Buddh Nagar (Noida), Varanasi and Kanpur.
