UP: Laxmi Singh becomes first woman to serve as Commissioner of Police

In a move that marked the first woman to run a police commissionerate in Uttar Pradesh, senior IPS officer Laxmi Singh (IPS:2000:UP) took charge of Gautam Buddh Nagar (Noida) Police Commissioner on Wednesday, nearly three years after the state established its first police commissionerates in Gautam Budh Nagar and Lucknow.

She is the second Police Commissioner of Noida and replaces Alok Singh (IPS:1995:UP), who has been shifted to the DGP’s office in Lucknow as the Additional Director General of Police.

Prior to her appointment as CP of Noida, she served as Inspector General (IG), Lucknow Range. With a BTech in mechanical engineering and a Masters in Sociology, she has served as SP/SSP in Varanasi, Chitrakoot, Gonda, Farrukhabad, Baghpat, and Bulandshahar. In 2013 and 2018, she was promoted to the rank of DIG and IG, respectively.

Her campaigns against organized crime and the mafia have often put her in the limelight. Impressed with her flamboyance, UP Chief Minister Yogi Adityanath gave Singh the responsibility of the IG, Lucknow Range in 2019.

In the past, Ms. Singh served as the DIG of the Special Task Force in Gautam Buddha Nagar. It was however only for a very short time, from January to March of 2018.

She was adjudged the finest probationer at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad. She was awarded the Prime Minister’s silver baton and the Home Minister’s pistol during her training. Another in her collection of medals includes the UP chief minister’s excellence in police service, awarded to her last year.

She is the wife of Uttar Pradesh BJP MLA Rajeshwar Singh, who previously served as a Joint Director in the Enforcement Directorate.

The state government, last week, announced three new police commissionerates in three districts of Ghaziabad, Agra and Prayagraj. This was in addition to four existing ones in Lucknow, Gautam Buddh Nagar (Noida), Varanasi and Kanpur.

Maharashtra: Tukaram Mundhe transferred from Health Department

The Maharashtra government on Tuesday abruptly transferred senior IAS officer and National Health Mission director and Health Service Commissioner Tukaram Mundhe (IAS:2005:MH) from his post. The post was filled by him in October.

In an official transfer order, Mundhe was directed to hand over his charge to the State Health Department’s Principal Secretary Sanjay Khandare (IAS:1996:MH) and wait for further instructions. According to records, this is Mundhe’s ninth transfer in six years. Just a week ago, Munde hauled some government doctors who were not reporting to work at public health centers. These doctors were instead found working in private clinics.

Senior IAS officer, Mundhe recently asked the deputy health directors from eight circles to prepare a list of such doctors. He also asked them to deduct pay for the days they have not reported for their government jobs from November salaries.

Furthermore, the officer ordered biometric attendance monitoring of doctors and staff at rural hospitals and health centers across the state, saying absenteeism would result in pay cuts. To ensure swift response to emergency cases, doctors were also instructed to stay within the hospital complex or within 2 kilometers of the care center. Mundhe had ordered that doctors staying beyond the recommended distance would not be paid the rent component of their salaries.

Mundhe also launched video calls with health officers every Monday to ask them to conduct surprise inspections at hospitals to check absenteeism.

Centre to examine separate IAS/ IPS cadre for Meghalaya

As part of an effort to bring northeastern states on par with other states in terms of administrative representation, Prime Minister Narendra Modi has reportedly assured to look into the demand for separate IAS and IPS cadres in Meghalaya and Assam. Currently, both states have a common Cadre of All India Services (AIS).

Chief Minister Conrad K Sangma said, “I took up the matter (of separate IAS/IPS cadres) with Prime Minister Narendra Modi a number of times. He has assured of look into the matter.”

The Meghalaya government will continue to push the Centre to create separate IAS and IPS cadres as it is in both states’ long-term interests.

FSIB recommends Tarun Sharma’s name as Dy MD, EXIM Bank

The Financial Services Institutions Bureau (FSIB) on Saturday (26.11.2022) recommended Tarun Sharma as the Deputy Managing Director of Export Import Bank of India (EXIM Bank).

The headhunter for state-owned banks and financial institutions selected DMD for EXIM Bank after interviewing 5 shortlisted candidates on November 26, 2022. The final decision on the recommendation of FSIB would be taken by the Appointments Committee of the Cabinet, headed by Prime Minister Narendra Modi.

Rajeev Kumar Gupta selected as Director(Rail & Metro Business), BEML Limited

Rajeev Kumar Gupta has been selected for the post of Director(Rail & Metro Business), BEML Limited at a Public Enterprises Selection Board (PESB) meeting held on November 29. Presently, he is working as General Manager, Bharat Heavy Electricals Limited (BHEL).

He will be appointed to the post of Director(Rail & Metro Business), after receiving vigilance clearances and an approval from the Appointments Committee of the Cabinet.

Former Health Secretary Preeti Sudan appointed UPSC member

Former Health Secretary Preeti Sudan (Retd.IAS:1983:AP) has been appointed as a member of the Union Public Service Commission (UPSC). She retired as health secretary in July 2020. She also served in the Women and Child Development and Defence Ministries. In her cadre state Andhra Pradesh, she handled finance and planning, disaster management, tourism, and agriculture.

The UPSC is headed by a chairperson and can have a maximum of 10 members. The UPSC conducts civil services examinations annually in three stages — preliminary, main, and interview.

Andhra Pradesh: KS Jawahar Reddy named as next Chief Secretary

The Andhra Pradesh government has named Dr. KS Jawahar Reddy (IAS:1990:AP) as the next Chief Secretary of the state. Presently, he is serving as a Special Chief Secretary to the Chief Minister. In his current assignment, Dr. Reddy is considered a full-time team leader for the administration in the Chief Minister’s Office.

He will assume charge as CS on December 01, 2022, as the incumbent Chief Secretary Dr. Sameer Sharma (IAS:1985:AP) will retire on November 30. Earlier the state government gave Dr. Sharma two extensions after being appointed as the CS in 2021.

Previously, Reddy also worked at Tirumala Tirupati Devasthanams (TTD) as a Chief Executive Officer. As CS he may have a term up to June 2024.

The decision to name Reddy as the next state chief secretary also surprised many. This is because he is junior to other state cadre IAS officers including Dr. Giridhar Arimane (IAS:1988:AP), Neerabh Kumar Prasad (IAS:1987:AP), Poonam Malakondaiah (IAS:1988:AP), and Karikal Valaven (IAS:1989:AP). Union Defence Secretary Giridhar Aramane was the frontrunner for the post. On Saturday, he also met Andhra Chief Minister YS Jagan Mohan Reddy at his camp office in Vijayawada. In the meantime, Andhra CM YS Jagan Mohan Reddy cleared Jawahar Reddy’s name for the top position after due diligence.

UP: Three new commissionerates get police commissioners

In a major police reshuffle late on Monday, the Uttar Pradesh government appointed new Police Commissioners in Ghaziabad, Agra, and Prayagraj. IG Ajay Mishra (IPS:2003:UP) will take over as Police Commissioner of Ghaziabad while IG (Prisons) Preetinder Singh (IPS:2004:UP) has been named as the Police Commissioner of Agra. IG Bareilly, Ramit Sharma (IPS:1999:UP) was appointed Police Commissioner of Prayagraj.

On Friday, the Uttar Pradesh Cabinet approved the implementation of the police commissionerate system in these three cities. The decision has been taken due to the increase in population and to provide better policing to maintain law and order.

The Uttar Pradesh on Monday approved transfer of 16 IPS officers in the state. The three newly created commissionerates in Ghaziabad, Agra and Prayagraj now have their first police commissioners, while Banaras, Noida, Mathura, and Kashi also now have new police commissioners.

Ajay Mishra (IPS:2003:UP) has been appointed Police Commissioner of Ghaziabad, Preetinder Singh (IPS:2004:UP) of Agra, and Ramit Sharma (IPS:1999:UP) of Prayagraj.
