Foreign Secretary Vinay Kwatra gets 16-month extension

Foreign Secretary Vinay Mohan Kwatra (IFS:1988), who was set to retire on December 31 this year, has been given an extension until April 30, 2024. According to an order issued by the Department of Personnel and Training on Saturday (26.11.2022), the Appointments Committee of the Cabinet has approved extension in service to Mr. Kwatra as Foreign Secretary beyond the date of his superannuation on December 31, 2022, up to April 30, 2024 or until further orders.

Mr. Kwatra took charge in May this year as the 34th Foreign Secretary of India, succeeding Harsh Vardhan Shringla (IFS:1984). He had earlier served as India’s Ambassador to Nepal.

An expert on India’s relations with the United States, China and Europe, Mr Kwatra’s extension in service as Foreign Secretary comes at a crucial time with India having recently assumed the G20 presidency. The next G20 Summit will be held in New Delhi in September 2023.

Vishwanath Suresh selected as Director(Commercial), NMDC Ltd

Vishwanath Suresh has been selected for the post of Director(Commercial), NMDC Ltd at a Public Enterprises Selection Board (PESB) meeting held on November 28. Presently, he is working as Executive Director, Steel Authority of India Ltd (SAIL).

He will be appointed to the post of Director(Commercial), after receiving vigilance clearances and an approval from the Appointments Committee of the Cabinet.

The following 07 applicants were interviewed in the selection meeting :

Suneel Kumar Arora prematurely repatriated to parent cadre

Suneel Kumar Arora (IDES:1988), Director, Department of Water Resources, River Development and Ganga Rejuvenation has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (28.11.2022), the competent authority has approved the premature repatriation of Mr. Arora to his parent cadre on the grounds of availing benefits of promotion in the cadre.

Bhakti Prasad Sonowal re-designated as Regional Director (Deputy Secretary level), SSC, NER, Guwahati

The post of Bhakti Prasad Sonowal (CWES:2008) as Regional Director (Deputy Secretary level) in the Staff Selection Commission (SSC), NER, Guwahati has been re-designated as Regional Director (Director level). According to an order issued by the Department of Personnel and Training (DoPT) on Monday (28.11.2022), the competent authority has approved the proposal to re-designate Mr. Sonowal as Regional Director (Director level) with effect from the date of assumption of charge of the re-designated post and for a period up to 15.03.2027 i.e. total five years tenure under the central staffing scheme.

Four ISS officers prematurely repatriated from Central deputation

The Government of India on Monday (28.11.2022) approved the premature repatriation of four Indian Statistical Service officers from Central Deputation to their parent cadre to avail the benefits of promotion.

They are;

  1. Alok Kumar Verma (ISS:2000)
  2. Nitika Gupta (ISS:2001)
  3. Samarendra Prakash Srivastava (ISS:2004)
  4. Navin Kumar Vidyarthi (ISS:2004)

NITI Aayog Director Shubhrata Prakash returns to parent cadre

Shubhrata Prakash (IRS-IT:2002), Director, NITI Aayog has been prematurely repatriated to her parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (28.11.2022), the competent authority has approved the premature repatriation of Ms. Prakash to her parent cadre on the grounds of availing benefits of promotion in the cadre.

Karnataka: ECI orders suspension of 2 IAS officers

The Election Commission of India ordered the immediate suspension of BBMP special commissioner S Rangappa (IAS:KN) and Bengaluru Urban District deputy commissioner K Srinivas (IAS:2012:KN) on Friday due to allegations of electoral roll manipulation. They also ordered the 100 percent verification of electoral rolls in Shivajinagar, Chickpet, and Mahadevapura Assembly districts.

As part of its investigation, the ECI ordered a departmental inquiry against Rangappa, who is also serving as Additional District Election Officer for BBMP (Central) in Shivajinagar and Chickpet assembly constituencies, as well as K Srinivas, who serves as Additional District Election Officer for Mahadevapura assembly.

ECI took this action after receiving complaints about Chilume Educational Cultural and Rural Development Trust collecting voter information with its members posing as government officials in some cases in BBMP areas.

In Shivajinagar, Chickpet, and Mahadevapura Assembly constituencies, the ECI ordered a 100 percent check on all deletions and additions (special summary revision-SSR) after January 1, 2022. To enable the public to file objections in the three constituencies, the claim and objection period under SSR has been extended from 9.12.22 until 24th December, 2022.

The electoral rolls revised after 1/1/2022 in the three constituencies will be shared with recognised political parties to enable them to file objections.

ACC effects bureaucratic reshuffle at Joint Secretary level

In a major administrative rejig on Saturday (26.11.2022), the Appointments Committee of the Cabinet (ACC) approved a number of appointments of officers at the Joint Secretary/ Joint Secretary equivalent level.

They are;

  1. Solomon Arokiaraj (IAS:2000:AP) has been appointed as Joint Secretary in the Department of Economic Affairs for a period of five years. He will replace Peeyush Kumar (IAS:1997:AP).
  2. Manoj Kumar Sahoo (IAS:2006:AGMUT) has been appointed as Deputy Election Commissioner, Election Commission of India for an overall tenure of seven years upto 16.12.2023.
  3. Ankita Mishra Bundela (IAS:2001:AGMUT) has been appointed as Joint Secretary, Department of Health & Family Welfare for a tenure of five years. She will replace V Hekali Zhimomi (IAS:1996:UP).
  4. Sanjeet (IRAS:1998) has been appointed as Joint Secretary & FA, Ministry of Housing and Urban Affairs for a tenure of five years vice Shyam Sunder Dubey (ICAS:1989).
  5. M Janaki (IAS:2005:AP) has been appointed as Additional Secretary, Central Vigilance Commission, Department of Personnel & Training for an overall tenure of seven years upto 11.09.2023 in place of Sudhir Kumar (IAS:1999:AGMUT).
  6. Puneet Yadav (IAS:1999:WB) has been appointed as Additional Secretary, Union Public Service Commission, Department of Personnel & Training for an overall tenure of five years. He will replace Dhananjay Kumar (IDAS:1993).
  7. Sujata Sharma (IAS:2006:AP) has been appointed as Joint Secretary, Ministry of Petroleum & Natural Gas for a combined tenure of seven years upto 02.12.2026. She will replace Amar Nath (IAS:1994:AGMUT).
  8. Varsha Sinha (CSS) has been appointed as Secretary, Oil Industry Development Board under the Ministry of Petroleum & Natural Gas for a tenure of five years. He replace Niranjan Kumar Singh (IFoS :1987:GJ).
  9. Sanjay Roy (llnfoS:1997) has been appointed as Joint Secretary, Ministry of Steel for a combined tenure of seven years upto 23.05.2025 vice Ms. Rasika Choube (IDAS:1986).

M Sree Abhinav appointed as Assistant Director, National Police Academy, Hyderabad

M Sree Abhinav (IPS:2014:TN) has been appointed as Assistant Director in Sardar Vallabhbhai Patel National Police Academy (SVPNPA), Hyderabad for a period of five years. According to an order issued by the Ministry of Home Affairs on Thursday (24.11.2022), the competent authority has approved the appointment of Mr. Abhinav to the post on deputation basis for a period of five years from the date of assumption of the charge of the post or until further orders, whichever is earlier.

Patil Ketan Baliram appointed as SSP, NHRC

Patil Ketan Baliram (IPS:2010:PB) has been appointed as Senior Superintendent of Police (SSP) in National Human Rights Commission (NHRC) for a period of five years. According to an order issued by the Ministry of Home Affairs, the competent authority has approved the appointment of Mr. Baliram to the post on deputation basis for a period of five years from the date of assumption of the charge of the post or until further orders, whichever is earlier.
