Three officers empanelled as Secretary or Secretary Equivalent in GoI

The Modi government on Monday announced empanelment of 03 senior officers for holding Secretary or Secretary-equivalent level posts in the Government of India.

The Department of Personnel and Training (DoPT) issued the empanelment list on November 14.

Officers empanelled as Secretary or Secretary Equivalent are as follows :

  1. Pragya Sahay Saksena (IRS-IT:1987)
  2. Pankaj Kumar Mishra(IRS-IT:1989)

Officer empanelled as Secretary Equivalent is as follows:

  1. Rajinder Kumar Kashyap(IPoS:1989)

Presently, Pragya Sahay Saxena is a Member of CBDT and Pankaj Kumar Mishra works as Director, Financial Intelligence Unit under the Department of Revenue. Rajinder Kumar Kashyap is working as Additional Secretary, Department of Justice

None selected for the post of MD, Central Warehousing Corporation

The Public Enterprises Selection Board (PESB) has failed to find a suitable candidate for the post of Managing Director, Central Warehousing Corporation at a selection meeting held on November 14, 2022. The PESB interviewed only one candidate, Sanjay Swarup, Director (International Marketing & Operations), Container Corporation of India Limited (CONCOR) for the job following which it advised the administrative Ministry/Department to choose an appropriate course of action for selection including the search cum selection committee (SCSC) or as deemed appropriate with the approval of the competent authority.

Manoj Tandon selected as Director(Projects Operations & Maintenance), RailTel Corporation

Manoj Tandon has been selected for the post of Director(Projects Operations & Maintenance), RailTel Corporation of India Ltd (RCIL) at a Public Enterprises Selection Board (PESB) meeting held on November 14, 2022. Presently, he is working as Group General Manager, RCIL.

He will be appointed to the post of Director(Projects Operations & Maintenance), after receiving vigilance clearances and an approval from the Appointments Committee of the Cabinet.

The following 07 applicants were interviewed in the selection meeting :

  1. Suresh Kumar, Executive Director, RailTel Corporation of India Ltd (RCIL)
  2. Ashutosh Vasant, General Manager, RailTel Corporation of India Ltd (RCIL)
  3. Manoj Tandon, Group General Manager, RailTel Corporation of India Ltd (RCIL)

ACC approves appointments of 13 officers at Joint Secretary level

In a major administrative rejig on Monday (14.11.2022), the Appointments Committee of the Cabinet (ACC) has approved a number of appointments of officers at Joint Secretary/ Joint Secretary equivalent level.

They are ;

  1. Asangba Chuba Ao (IAS:2003:BH) has been appointed as Joint Secretary, Ministry of Civil Aviation for a tenure of five years. She will replace Ms. Usha Padhee (IAS:1996:OR)
  2. Ajit Bhalchandra Chavan (CSS) has been appointed as Addi. CEO, GeM SPV, Department of Commerce for a tenure of five years. He will replace Deepak Kapoor (lA&AS:1998).
  3. Vishwesh Negi (IFS:2002) has been appointed as OSD (Joint Secretary level), Department of Defence for a tenure of three years vice Somnath Ghosh (IFS:1997).
  4. Jayant Kumar (IRSME:1995) has been appointed as Joint Secretary in the Department of Defence Production for a combined tenure of seven years up to 02.10.2024. He will replace Puneet Agarwal (IAS:1998:TR).
  5. Shalabh Tyagi (IRSEE:1997) has been appointed as Joint Secretary, Department of Defence Production for a tenure of five years. He will replace Chandraker Bharti (IAS:1996:AGMUT).
  6. Sanjog Kapoor (IRS-IT:1999) has been appointed as Joint Secretary & Financial Adviser, Ministry of Education for an overall tenure of five years upto 20.10.2026. He will replace Ms. Darshana Momaya Dabral (IP&TA&FS:1990).
  7. Vinit Kumar (IRSEE:1994) has been appointed as CEO, Khadi & Village Industries Commission (KVlC), Mumbai under the Ministry of Micro, Small & Medium Enterprises for a combined tenure of seven years up to 08.10.2024.He will relace Ms. Preeta Verma (IPS:1991:BH) consequent on completion of her tenure on 20.11.2022.
  8. Ms. Indu Rani Dubey (IRTS:1994) has been appointed as Joint Secretary in the Ministry of Minority Affairs for a tenure of five years. She replace Ms. Nigar Fatima Husain (IDES:1996).
  9. Som Dutt Sharma (CSS) has been appointed as Joint Secretary, Department of Personnel & Training for a tenure of five years with additional charge of the post of Director, lSTM.
  10. P Manoj Kumar (ISS:1998) has been appointed as DG, Petroleum Planning & Analysis Cell (PPAC) under the Ministry of Petroleum & Natural Gas for a tenure of five years. He will replace Praveen Mal Khanooja (IA&AS:1994).
  11. R Lakshmanan (IAS:2004:BH) has been appointed as Joint Secretary, Ministry of Ports, Shipping and Waterways for an overall tenure of five years upto 14.02.2024. He will replace Vikram Singh (lRTS:1997).
  12. Ms. Hena Usman (IPoS:1999) has been appointed as Joint Secretary in the Ministry of Skill Development and Entrepreneurship for a tenure of five years vice A K Tiwari (IAS:1990:KN).
  13. Prem Kumar Jha (IFoS:1993:OR) has been appointed as Joint Secretary, Department of Sports for an overall tenure of five years upto 19.09.2026 vice Siddhartha Singh Longjam (IA&AS:1994).

Gaurav Dwivedi appointed as new CEO of Prasar Bharati

Senior IAS officer Gaurav Dwivedi (IAS:1995:CG) was on Monday (14.11.2022) appointed as the new Chief Executive Officer (CEO) of public broadcaster Prasar Bharati. He will have a five-year tenure from the date he assumes charge. Presently, he is serving as Chief Executive Officer of MyGovIndia.

Shashi Shekhar Vempati served as CEO of Prasar Bharti from 2017 to 2022. After Vempati completed his five-year tenure, Director General of Doordarshan Mayank Agrawal was given the additional charge of CEO Prasar Bharati in June this year.

Bihar moves Interpol, seeks red corner notice against absconding IPS officer Aditya Kumar

In more trouble for absconding IPS officer Aditya Kumar (IPS:2011:BH), the Bihar Economic Offences Unit (EOU) has approached Interpol seeking a red-corner notice against him.

According to the state government, the absconding IPS officer is accused of manipulating evidence to clear his name in a liquor case. Absconding for nearly a month, the IPS officer is believed to have fled abroad. Notice will likely be issued soon as the process of issuing it is already underway.

In the past, raids were conducted at the IPS officer’s residence in Patna and his ancestral home in Uttar Pradesh. The IPS officer is escaping arrest in a case relating to his alleged nexus with the liquor mafia while he was posted as senior superintendent of police of Gaya.

This comes after a reported call made by a conman Abhishek Agarwal posing as the Chief Justice of Patna High Court to Bihar DGP S K Singhal (IPS:1988:BH) asking him to close the case against the IPS officer. The state government later suspended the IPS officer after the entire episode came to light.

Political instability forces Maharashtra IPS officers to seek central deputation

As a result of Maharashtra’s political instability over the past two-three years, more IPS officers are seeking central deputation. Earlier this month, Mumbai City DCP N Ambika (IPS:2008:MH) was approved for central deputation. Headed to the Intelligence Bureau (IB), she is the 21st IPS officer from the Maharashtra cadre currently on central deputation. These 21 officers do not include Shirish Jain (IPS:1999:MH), who returned from central deputation last month.

This figure of 21 IPS officers is the highest in over a decade and a half. There are usually only 11-12 Maharashtrian officers on central deputation at a given time. Sources said that one or two requests of deputation are pending before the Union government and the number could go up.

As per the 2018 Union government notification, there are 172 senior duty posts in the state that are eligible for deputation. As per service rules, the maximum number of police personnel who can be sent for deputation from a state is 40 percent of the total officers, which in case of Maharashtra is 68.

Punjab: Rakhee Gupta Bhandari appointed as Principal Secretary to Governor

The Punjab government has appointed senior IAS officer Rakhee Gupta Bhandari (IAS:1997:PB) as the new Principal Secretary to Punjab Governor Banwarilal Purohit. She will replace the senior IAS officer J M Balamurugan (IAS:1994:PB), who has been serving as Secretary to the Punjab governor since June 2017. Presently, Ms. Bhandri is posted in Delhi as the Principal Resident Commissioner, Punjab Bhawan.

She has also served as Joint Secretary in the Ministry of Home Affairs.

Senior IAS officer Bhandari, known for her devotional singing on popular online platforms, was awarded the Women’s Power Award by the Union Minister of Women and Child Welfare in 2012.

Major reshuffle in Chandigarh administration

UT administrator Banwarilal Purohit on reshuffled the IAS, PCS, and HCS officers posted in the city.

The names of the officers and their postings are as follows :

  1. Yashpal Garg (IAS:2008:AGMUT), Secretary, Health, Medical Education & Research, Hospitality with additional charge of CEO, Chandigarh Housing Board has been given charge of Secretary, Vigilance.
  2. Hargunjit Kaur (IAS:2013:PB), Secretary, Industries with additional charges of Special Secretary, Finance, Special Secretary, Engineering, Special Secretary, House Allotment Committee, Director, Treasury & Accounts, Director, Local Audit, Director, Agriculture, Director, Tourism and Agriculture Census Commissioner has been given the charge of Secretary-cum-Director, Tourism.
  3. Akhil Kumar (DANICS:2010) has been appointed as CHB secretary.
  4. Harsuhinder Pal Singh Brar (PCS), was given the charges of director, hospitality.
  5. Harjeet Singh Sandhu (PCS) has been given the charges of chief general manager, CITCO.
  6. Amandeep Singh Bhatti (PCS) has been given the charge of project director Educity.
  7. Sorabh Kumar Arora (PCS) has been appointed director, sports.
  8. Palika Arora (PCS) has been given the charge of director, social welfare; and secretary, Chandigarh Commission for Protection of Child Rights in addition to her existing charges.
  9. Sumeet Sihag (HCS) has been given the charge of joint excise and taxation commissioner and deputy commissioner cum collector (excise).
  10. Sanyam Garg (HCS) has been appointed as joint secretary, cooperation.
  11. Paviter Singh (PCS) has been given the charge of the joint commissioner, municipal corporation.
  12. Rajiv Tewari AC (F&A) has been given the charge of agriculture census officer, nodal officer, state agriculture marketing board, assistant secretary, state agriculture marketing board, and assistant secretary, agriculture in addition to his existing charges.

TG cadre IAS officer Pratibha Singh to join UP cadre

IAS officer Pratibha Singh (IAS:2020:TG) will join the Uttar Pradesh bureaucracy. She has been allowed cadre change from Telangana to Uttar Pradesh in view of her marriage with Aditya Langeh (IPS:2016:UP). Chief Minister Yogi Adityanath has given an NoC for her to come to UP. Singh got married this year to IPS officer Aditya Langeh of Uttar Pradesh Carder 2016 batch. He is from Jammu and Kashmir. Presently, he is the SP of Amroha. Earlier, he has done a good job as DCP in Varanasi Police Commissionerate.
