Assam: Two IAS officers shifted, Javir Rahul Suresh posted as JS, Home & Political

The Assam government on Wednesday (30.11.2022) issued transfer and posting orders for two IAS officers.

The names of the officers and their postings are as follows :

  1. Javir Rahul Suresh (IAS:2018:AM), Additional Deputy Commissioner, Rangiya is transferred and posted as Joint Secretary, Home & Political Department.
  2. Rahul Kumar Gupta (IAS:2019:AM), Under Secretary, Home & Political Department is transferred and posted as Sub-Divisional Officer (Civil), Rangiya.

West Bengal: Two IAS officers assigned additional charges, another transferred

The West Bengal government on Wednesday (30.11.2022) assigned additional responsibilities to its two IAS officers and transferred another.

The names of the officers and their postings are as follows :

  1. Dr. P Ulaganathan (IAS:2006:WB), Secretary, P&RD Department will also hold the charge of Secretary, Self-Help Group and Self Employment Department in addition to his normal duties.
  2. Dr. Vijay Bharti (IAS:2005:WB), Commissioner, Burdwan Division will also hold the charge of Commissioner, Presidency Division in addition to his normal duties.
  3. Dr. Preeti Goyal (IAS:2013:WB), Additional District Magistrate, North 24 Parganas has been transferred and posted as Additional District Magistrate, North 24 Parganas with headquarters at Basirhat.

Telangana: Major reshuffle in bureaucracy is expected soon

Chief Minister K. Chandrashekar Rao has reportedly completed the exercise for a major reshuffle of senior bureaucracy to address a slew of issues. Orders are expected to be issued at any time. Sources say the Chief Minister held a series of meetings with Chief Secretary Somesh Kumar to discuss transfers and administrative matters. As per reports, Kumar drafted the list of officers to be transferred and suggested key postings for approval by the CM.

The CM is eager to form an ‘election team’, led by efficient officials to ensure that developmental programmes and welfare schemes are implemented as quickly and effectively as possible ahead of the Assembly elections in 2023.

A reshuffle of IPS officers is also expected either simultaneously or soon after IAS transfers.

The last major reshuffle was on February 3, 2020, when the government transferred 50 IAS officers at one go, including collectors to various districts.

IB and CBI chiefs to get salaries at par with Secretary-rank IAS officers irrespective of seniority

The central government has cleared the decks for Directors of the Intelligence Bureau (IB) and the Central Bureau of Investigation (CBI) to receive salaries at par with Secretary-rank Indian Administrative Service (IAS) officers. As of now, only 11 IPS officers on central deputation qualify for the apex scale salary, regardless of their post. According to the order, the two top police posts will receive the highest salaries.

IB chief Tapan Kumar Deka (IPS:1988:HP), who assumed office in July after superseding senior officers, was not entitled to an apex scale salary even though he leads the country’s domestic intelligence wing. Mr. Deka who is not among the 11 most senior IPS officers was receiving Level 16 pay.

CBI Director Subodh Kumar Jaiswal (IPS:1985:MH) is entitled to the apex scale by virtue of his seniority. The apex scale salary or Level 17 comes to ₹2.25 lakh per month without allowances. It will be helpful for future IB and CBI chiefs even if they are not among the most senior officers.

Railways’ freight earnings up by 16 % YoY to Rs 1,05,905 crore

Indian Railways’ freight earnings so far this fiscal have reached Rs 1,05,905 crore, which is around 16 percent higher than the total freight earnings in the financial year 2021-22. The railways earned Rs 105905 crore between April and November 2022, compared to Rs 91127 crore the previous year.

On a cumulative basis from April –Nov. 22, freight loading of 978.72 MT was achieved against last year’s loading of 903.16 MT during the same period, an improvement of 8 percent.

In November 2021, originating freight loading was 116.96 MT; in November 2022, it was 123.9 MT. The increase over last year is 5 percent. Freight revenue of Rs 13,560 crore was achieved as compared to Rs 12,206 crore in October 2021, an increase of 11 percent.

In November 2022, Railways generated freight revenues of Rs 13,560 crore, up from Rs 12,206 crore a year earlier.

REC Limited signs MoU with PFC for FY 2022-23

A Memorandum of Understanding was signed between REC Limited and PFC on 29th November 2022, in accordance with the DPE Performance Evaluation System for CPSEs for FY 2022-23. Vivek Kumar Dewangan, CMD, REC signed the MoU with Ravinder Singh Dhillon, CMD, PFC in the presence of Ajoy Choudhury, Director(Finance), REC, V.K. Singh, Director(Technical), REC, Manoj Sharma, Director(Commercial), PFC, RR Jha, Director(Projects), PFC, T.S.C. Bosh, Executive Director, REC and other senior officials from REC & PFC.

Cabinet Secretary Rajiv Gauba launches Approach Paper on Annual Capacity Building Plans under Mission Karmayogi

In line with the Hon’ble Prime Minister Shri Narendra Modi’s vision to improve the Human Resource Management practices in the Government through “Mission Karmayogi”, Cabinet Secretary, Shri Rajiv Gauba interacted with Secretaries of all Ministries/Departments on creation of Annual Capacity Building Plans of each Ministry/Department, during a workshop organised by the Capacity Building Commission (CBC) at Vigyan Bhawan today. An Approach paper on Annual Capacity Building Plans prepared by CBC was also launched on the occasion.

At the launch of the Approach Paper for creation of Annual Capacity Building Plans for Ministries/Departments, Shri Rajiv Gauba, Cabinet Secretary appreciated the initiatives of CBC and said that, the basic idea of “Mission Karmayogi” is to fulfil the mandate of democratising knowledge across all verticals and levels. He mentioned that within a short span of time, with the help of the Commission, over 1 lakh personnel of M/o Railways and Police forces have been trained under Mission Karmayogi. Over 200 contractual personal staff of several Union Ministers have also been trained.

Shri Gauba stated that Ministries / Departments under GoI have made considerable progress to move closer towards the vision of Hon’ble Prime Minister to focus on citizen centricity and national priorities. He appreciated various Ministries / Departments for taking up the initiative to start working on developing an Annual Capacity Building Plan.

Hailing efforts of various ministries and departments, Shri Gauba said that Ministries are doing a marvellous work in streamlining the functioning of the government through structured training and enhancing access to learning opportunities, optimising learning ecosystem and inculcating future-readiness from top to bottom level staff.

Shri Gauba echoed the words of the Hon’ble Prime Minister that there is a need to completely transform the government’s capacity building system. The Capacity Building Commission is moving along these lines and making positive impact for the Civil Service fraternity. He added that capacity building plans of the Ministries / Departments should enable officers to acquire overall competency in all spheres of their work. Shri Gauba stressed on the need to replicate best practices of one Ministry to other Ministries.

Shri Gauba also lauded the training module developed by Capacity Building Commission on ‘Stress Management’, calling it as an essential tool for the work force of Government. He favoured deep immersion method and suggested that it should be mainstreamed.

He emphasised the need for Annual Capacity-building plans (ACBPs) for all the Ministries, Departments, Organizations (MDOs) to overcome the challenges that India faced in the past. The Commission is mandated to facilitate the preparation of the Annual Capacity Building Plan for all Government of India Ministries, Departments and Organizations.

Delhi: Three IAS officers shifted, Ashwini Kumar posted as Principal Secretary, Home

The Delhi government on Wednesday (30.11.2022) issued transfer and posting orders for three IAS officers.

The names of the officers and their postings are as follows :

  1. Ashwini Kumar (IAS:1992:AGMUT) has been posted as Principal Secretary, Home with additional charges of Principal Secretary Revenue cum Divisional Commissioner; Inspector General (Registration); Special officer (MCD); Chief Nodal Officer for SRDC.
  2. Madhup Vyas (IAS:2000:AGMUT) has been appointed as Commissioner cum Secretary, Industries with additional charges of Secretary, Labour; Secretary, L&B; Nodal officer for Single Use Plastic; Nodal Officer of Delhi Government for liaison with Northern Railway Authority regarding the redevelopment of New Delhi Railway Station.
  3. Niharika Rai (IAS:2005:AGMUT) has been appointed Secretary, Finance with additional charges of Secretary, Planning; Secretary, Tourism; MD, DT&TDC.

10 IPS officers empanelled as IG in Government of India

The Appointments Committee of the Cabinet has cleared the empanelment of 10 IPS officers from 1995 to 2001 batches for holding Inspector General and equivalent rank posts in the Government of India.

They are;

Deepak Tripathi selected as Director(Technical), RITES Limited

Deepak Tripathi has been selected for the post of Director(Technical), RITES Limited at a Public Enterprises Selection Board (PESB) meeting held on November 30. Presently, he is working as Chief Mechanical Engineer, Konkan Railway Corporation Ltd. (KRCL).

He will be appointed to the post of Director(Technical), after receiving vigilance clearances and an approval from the Appointments Committee of the Cabinet.
