ACC clears appointment of 3 Railway Board Members and 3 General Managers

The Appointment Committee of the Cabinet (ACC) on Tuesday (24.01.2023) issued orders notifying the empanelment of officers at Level 17 posts under Indian Railway Management Service (IRMS) and the Board level appointments at Level 17 (Ex-officio Secretary to the Govt of India). In addition, the appointment of three General Managers was also cleared by the ACC.

The list of officers empaneled for holding Level 17 posts under IRMS are as follows:

  1. Ms. Anjali Goyal (IRAS:1985)
  2. Ms. Jaya Verma Sinha (IRTS:1986)

Previously, Ms. Goyal and Ms. Sinha were denied empanelment to hold Level-17 posts due to late filing of Annual Immovable Property Return (AIPR) and vigilance clearance. This time both of them got empanelled and appointed to the posts of Member, Railway Board.

The newly appointed Members are as follows:

  1. Roop N Sunkar (IRSE:1985) has been appointed as Member (Infrastructure), Railway Board.
  2. Ms. Anjali Goyal (IRAS:1985) has been appointed as Member (Finance), Railway Board.
  3. Ms. Jaya Verma Sinha (IRTS:1986) has been appointed as Member (Operations & Business Development), Railway Board.

Three senior officials were empanelled for holding (HAG+) posts and consequently, appointed as General Manager, Railways.

They are;

  1. Naresh Lalwani (IRSE:1985) has been appointed as GM, Central Railways.
  2. BG Mallya (IRSEE:1985) has been appointed as GM, Integral Coach Factory.
  3. Manoj Sharma (IRSE:1985) has been appointed as GM, East Coast Railways.

Kaushlendra Pratap Singh appointed Deputy Secretary in Ministry of Defence

Kaushlendra Pratap Singh (ITradeS:2011), who was recommended for central deputation by the Department of Commerce (Office of Directorate General of Foreign Trade), has been selected for appointment as Deputy Secretary in the Ministry of Defence for a period of four years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (24.01.2023), the central government appointed Mr. Singh to the post for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Three Additional Judges of Kerala HC made Permanent Judges

The Union government on Monday (23.01.2023) notified the appointment of three Additional Judges of the Kerala High Court as Permanent Judges of that High Court with effect from the date they assume charge of their respective offices.

These two judges are ;

  1. Abdul Rahim Musaliar Badharudeen
  2. Viju Abraham
  3. Mohammed Nias Chovvakkaran

The Supreme Court Collegium had approved the proposal for appointing the three Additional Judges of Kerala High Court as Permanent Judges of the Court vide notification dated December 09, 2022.

Two Additional Judges appointed to Karnataka HC

The Union government on Saturday (21.01.2023) notified appointment of two Judicial Officers as Additional Judges of the Karnataka High Court. They have been appointed for a period of two years with effect from the date they assume charge of their respective offices.

Their names are ;

  1. Ramachandra Dattatray Huddar
  2. Venkatesh Naik Thavaryanaik

The Supreme Court collegium on January 10 approved the proposal to elevate two Judicial Officers as Additional Judges of the Karnataka High Court and sent the recommendations to the President.

Justice Sabina is acting Chief Justice of Himachal Pradesh HC

The Union government on Friday (20.01.2023) appointed Justice Sabina, the senior-most Judge of the Himachal Pradesh High Court as Acting Chief Justice with effect from January 21 as consequent upon the retirement of Himachal Pradesh High Court Chief Justice Justice Amjad Ahtesham Sayed.

She was born on April 20 in 1961 and was unanimously selected Joint Secretary of the Bar Association of the Punjab and Haryana High Court in the year 1986. Thereafter, she joined as Additional District Judge on January 21 in 1997.

Subsequently, she became Sessions Judge in September 2004 and was elevated as an Additional Judge of Punjab and Haryana High Court on March 12 in 2008, and Permanent Judge on February 23, 2010. She was transferred to Rajasthan High Court and assumed the office of a Judge of Rajasthan High Court on April 11 in 2016.

Haryana: IAS officer Ashok Khemka writes to CM; seeks Vigilance Department posting to ‘root out corruption’

Senior IAS officer Ashok Khemka (IAS:1992L:HY) has written to Haryana Chief Minister Manohar Lal Khattar and offered “to root out corruption” with a stint in the Vigilance department. In his letter to Khattar, Khemka said he sacrificed his service career in his zeal to end corruption.

While there is not enough work in his present posting — the Archives department — some officers are overloaded with multiple charges and departments due to which they are always fire-fighting. In the letter Khemka wrote “A lopsided distribution of work does not serve public interest. The Civil Services Board must be allowed to function as per the Statutory Rules and make prior recommendations to you, taking into account the integrity, competence, and intellect of each officer,”.

He mentioned that he has always been at the forefront in the fight against graft and Vigilance is the main arm of the government to root out corruption. “Towards the end of my service career, I offer my services to head the Vigilance department to root out corruption. If given an opportunity, I assure you there would be real war against corruption and no one however high and mighty will be spared,” wrote Khemka.

The Haryana government transferred Khemka on January 9, his 56th posting in about 31 years. Khemka, who was at the time Additional Chief Secretary in the Science and Technology department, has been posted as Additional Chief Secretary in the Archives department. This is the fourth time that Khemka has been posted to the Archives department.

He mentioned in his letter that the Archives department’s annual budget is a meagre Rs 4 crore i.e. less than 0.0025 percent of the total state budget and the time required in the Archives is not more than one hour a week.

Punjab: 7 IPS officers promoted to DGP rank, count now all-time high to 13

The Punjab Government on Monday promoted seven Additional Director Generals of Police (ADGPs) (1993 batch) to the rank of DGP. The state government’s decision took the number of DGPs to 13, an all-time high in the state. It was 12 in 2017.

The names of the officers promoted to DGP rank;

  1. Gurpreet Deo, ADGP, Community Affairs Division (CAD) & Women Affairs.
  2. Varinder Kumar, Chief Director Vigilance Bureau.
  3. Ishawar Singh, ADGP, Human Resource Development
  4. Jitendra Kumar Jain, ADGP, PSPCL.
  5. Satish Kumar Asthana, ADGP, Policy & Rules.
  6. Shashi Prabha Dwivedi, ADGP, Railways.
  7. RN Dhoke, ADGP, Internal Security.

ADGP law and order Arpit Shukla is the only 1993-batch IPS officer whose elevation has been kept pending due to a case in the Punjab and Haryana high court.

10 IPS officers of the state are already serving in the rank of DGP out of which four- Samant Goyal (IPS:1984:PB) (RAW Chief), Dinkar Gupta (IPS:1984:PB) (NIA Chief), Parag Jain (IPS:1989:PB) (Additional Secretary), and Harpreet Sidhu (IPS:1992:PB) are serving on central deputation. VK Bhawra (IPS:1987:PB) (Chairman, Punjab Police Housing Corporation), Prabodh Kumar (IPS:1988:PB) (DGP Human Rights), Sanjeev Kalra (IPS:1989:PB) (Special DGP Home Guards), Sharad Satya Chauhan (IPS:1992:PB) (MD, Punjab Police Housing Corporation), Gaurav Yadav (IPS:1992:PB) (Acting DGP), and Kuldeep Singh (IPS:1992:PB) (Special DGP STF against drugs) are serving in the state.

SC directs Nagaland govt to issue appointment order of IPS officer Rupin Sharma as DGP

The Supreme Court on Monday directed the Nagaland government to appoint Rupin Sharma (IPS:1992:NL) as the state’s Director General of Police (DGP). In rejecting Nagaland’s plea that the Union Public Service Commission (UPSC) be asked to ease the 30-year service requirement for the empanelment of IPS officers to 25 years, the Supreme Court instructed the state government to appoint Sharma as Director General of Police within one week.

The state government argued that it is facing difficulties in finding three senior IPS officers with 30 years of experience in small states like Nagaland for the purpose of empanelment by the UPSC. As part of the selection process, the UPSC, state government, and other stakeholders prepare a list of three senior police officers, and the state can appoint any one of them as DGP.

During the hearing, the Apex court said that if the eligibility criteria were relaxed, an officer junior by five years could become the state’s DGP. Therefore, the issue associated with the relaxation of 30 years’ of service criteria to 25 years for IPS officers should be left to the UPSC and Ministry of Home Affairs.

The bench was hearing a plea by the Nagaland Law Students Federation, seeking a direction to recall the order granting extension to Nagaland DGP T.J. Longkumer (IPS:1991:CG) after his superannuation. Longkumer resigned earlier this month.

Srinivas Muppaala appointed Development Commissioner of Visakhapatnam SEZ

Srinivas Muppaala (IRSME:1994) has been appointed as Development Commissioner (JS level), Visakhapatnam Special Economic Zone (VSEZ) for a period of five years. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (21.01.2023), the Appointments Committee of the Cabinet approved the proposal of the Department of Commerce to appoint Mr. Muppaala to the post for a period of five years from the date of assumption of charge to the post or until further orders, whichever is earlier.

Vishwesh Negi appointed Joint Secretary in Ministry of Defence

Vishwesh Negi (IFS:2002) has been appointed as Joint Secretary in the Ministry of Defence. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (21.01.2023), the Appointments Committee of the Cabinet has approved the appointment of Mr. Negi to the post for an overall tenure of three years upto 14.11.2025 or until further orders, whichever is earlier.
