Telangana: 21 IPS officers shifted, Anil Kumar is new ADGP (Personnel)

In a major reshuffle in the police administration, the Telangana government on Friday (07.03.2025) issued transfer and posting orders for 21 IPS officers across the state.

The names of the officers and their postings are as follows;

  1. Dr. Anil Kumar (IPS:1996:TG), DG, Telangana Special Protection Force, Hyderabad, has been transferred and posted as ADGP (Personnel), O/o DPG, Telangana, Hyderabad with full additional charge DG, Telangana Special Protection Force, Hyderabad.
  2. M Srinivasulu (IPS:2006:TG), Commissioner of Police, Ramagundan, has been transferred and posted as IGP, CID.
  3. Ambar Kishore Jha (IPS:2009:TG), Commissioner of Police, Warangal, has been transferred and posted as Commissioner of Police, Ramagundan.
  4. Sunpreet Singh (IPS:2011:TG), SP, Suryapet, has been promoted to DIG rank and posted as Commissioner of Police, Warangal.
  5. Chetna Mylabhutala (IPS:2013:TG), DCP, Peddapalli, Ramagundam Commissionerate, has been transferred and posted as SP, Women Safety Wing, Telangana, Hyderabad.
  6. Ch. Sindhu Sarma (IPS:2014:TG), SP, Kamareddy, has been transferred and posted as SP, Intelligence.
  7. M Rajesh Chandra (IPS:2015:TG), DCP, Yadadri Bhongir, Rachakonda, has been transferred and posted as SP, Kamareddy.
  8. Potharaju Sai Chaitanya (IPS:2016:TG), SP, Telangana Anti Narcotics Bureau, Hyderabad, has been transferred and posted as Commissioner of Police, Nizamabad.
  9. Gaush Alam (IPS:2017:TG), SP, Adilabad, has been transferred and posted as Commissioner of Police, Karimnagar.
  10. Akhil Mahajan (IPS:2017:TG), SP, Rajanna Sircilla, has been transferred and posted as SP, Adilabad.
  11. Chennuri Rupesh (IPS:2017:TG), SP, Sangareddy, has been transferred and posted as SP, Telangana Anti Narcotic Bureau, Hyderabad.
  12. Akshansh Yadav (IPS:2019:TG), DCP, Central Zone, Hyderabad City, has been transferred and posted as DCP, Yadadri Bhongir, Rachakonda.
  13. Paritosh Pankaj (IPS:2020:TG), OSD, Kothagudem, has been transferred and posted as SP, Sangareddy.
  14. Gite Mahesh Babasaheb (IPS:2020:TG), OSD, Mulugu, has been transferred and posted as SP, Rajanna Sircilla.
  15. Ankit Kumar Sahkhwar (IPS:2020:TG) has been posted as DCP, Warangal East.
  16. A Bhaskar (IPS:2020:TG) has been posted as DCP, Mancherial, Ramagundam.

Amitava Mukherjee appointed CMD of NMDC

Amitava Mukherjee on Thursday (06.03.2025) formally assumed charge as Chairman and Managing Director (CMD) of state-owned miner NMDC. Prior to this appointment, he had been serving as Director (Finance) at NMDC since November 2018 and had held additional charge of the CMD post since March 2023.

The Union Steel Ministry issued the order confirming his appointment on March 6. His selection was recommended by the Public Enterprises Selection Board (PESB) in November 2024.

In addition to his role at NMDC, Mukherjee also serves as the Chairman of NMDC Steel and Legacy Iron Ore.

A seasoned professional, Mukherjee is a cost accountant and a senior officer from the 1996 batch of the Indian Railway Accounts Service (IRAS). Over the years, he has held key positions within the Government of India, making significant contributions to the country’s industrial and economic development.

M/o Coal Additional Secretary Vismita Tej repatriated to parent cadre

Vismita Tej (IRS-IT:1990), currently serving as Additional Secretary in the Ministry of Coal, has been repatriated to her parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (06.03.2025), the competent authority has approved the repatriation of Ms. Tej to her parent cadre for availing the benefit of promotion.

ACC clears empanelment of 34 IRS-IT officers for Pr. CCIT grade

The Appointments Committee of the Cabinet on Friday (06.03.2025) granted approval for the empanelment of 34 IRS-IT officers belonging to assume the Principal Chief Commissioner of Income Tax rank within the Indian Revenue Service. This designation places them in Level 17 in the Pay Matrix for the panel year 2025.

The officers empanelled for the Principal Chief Commissioner of Income Tax rank are as follows:

IAS officer’s key posting raises concerns amid disciplinary demands

In an unusual development, IAS officer Parag Harshad Gavali (IAS:2013:OR) has been appointed as Deputy Secretary in the Ministry of Housing and Urban Affairs, despite Union Minister for Tribal Affairs Jual Oram recommending disciplinary action against him to the Department of Personnel and Training (DoPT).

Gavali had reportedly been on ‘unauthorized’ leave for nearly two weeks, prompting the minister to call for disciplinary proceedings. However, the government proceeded with his appointment, citing a lack of tangible evidence to justify action against him.

Previously, Gavali was serving as the minister’s Private Secretary. In response to the situation, the minister also requested the state’s Chief Secretary to include his letter in Gavali’s personal file and Annual Performance Appraisal Report (APAR) for 2024-25.

Supreme Court asks Centre to resolve IFS officers’ grievance over IAS-led appraisal

The Supreme Court has directed the Union government to address the issue raised by Indian Forest Service (IFS) officers regarding their performance appraisal being conducted by Indian Administrative Service (IAS) officers. The issue was raised from a Madhya Pradesh government order (June 29, 2024) that allows District Collectors and Divisional Commissioners to evaluate the performance of IFS officers.

The IFS Association is of the opinion that IAS officers don’t have the expertise in forest conservation and their evaluations contradict a 2000 Supreme Court that authorizes appraisal by senior officers within the Forest Department. Justice B.R. Gavai also pointed out that IAS officers often assert their dominance over IFS and IPS officers. A bench comprising Justices Gavai and A.G. Masih was hearing a challenge to the Madhya Pradesh government’s order dated June 29, 2024, which introduced a new mechanism for the Performance Appraisal Report (PAR) of forest officers. The order stated that the performance of DFOs, Conservators, and Chief Conservators posted at the district level and engaged in field activities would be assessed separately by District Collectors and Divisional Commissioners.

Solicitor General Tushar Mehta assured the court that the government would work towards bringing a resolution through discussions with stakeholders. However, the Madhya Pradesh government says that its order complies with existing laws, affirming that IAS officers will only provide additional reports on welfare schemes and not core forest management. With the Supreme Court’s intervention in this regard, the Centre now has to find a balanced resolution to the dispute.

CBDT reassigns responsibilities following Harinder Bir Singh Gill’s retirement

The Central Board of Direct Taxes (CBDT) has redistributed responsibilities among its members following the retirement of Harinder Bir Singh Gill (IRS-IT: 1987) on February 28. Gill had been serving as Member (Taxpayer Services and Revenue) with the additional charges of Member (Systems and Faceless Services) and Member (Income Tax).

As per the new allocations, Prabodh Seth (IRS-IT:1989), currently Member (Administration) and In-charge of West Zone (Mumbai, Pune and Nagpur), has been given additional charges of Member (Systems and Faceless Services) and In-charge of Kerala and Tamil Nadu as well as Member (Taxpayer Services and Revenue) with charge of East Zone (West Bengal & Sikkim, Bihar and Jharkhand, Odisha and NER).

Meanwhile, Ramesh Narain Parbat (IRS-IT:1989), Member (Legislation) and In-charge of North Zone (Delhi, UP-East, UP-West and Uttarakhand and NWR) with additional charge of Member (Audit and Judicial) along with zonal charge of Rajasthan, Gujarat, Madhya Pradesh, and Chhattisgarh, has been given additional charge of Member (Income Tax) along with zonal charge of Karnataka & Goa Region and AP & Telangana.

SC collegium recommends transfer of Justice Atul Sreedharan to MP High Court

The Supreme Court Collegium has recommended repatriation of Justice Atul Sreedharan, Judge of Jammu & Kashmir and Ladakh High Court, to his parent High Court, the Madhya Pradesh High Court. The decision was taken at a meeting of the Collegium held on March 06, 2025.

Notably, On March 28, 2023, the Supreme Court collegium had recommended that Justice Atul Sreedharan be transferred from MP High Court to J&K and Ladakh HC. Justice Atul Sreedharan has sought his transfer on the grounds that his elder daughter was set to begin practicing law the following year and would be appearing before the District Court and the Indore Bench of the High Court.

Subsequently, the Union government on April 27, 2023, notified his transfer to Jammu & Kashmir and Ladakh HC.

SC collegium recommends three Permanent Judges for Jammu & Kashmir and Ladakh HC

The Supreme Court Collegium has recommended elevating three Additional Judges of the Jammu & Kashmir and Ladakh High Court as Permanent Judges. The decision was taken at a meeting of the Collegium held on March 05, 2025.

They are;

  1. Justice Wasim Sadiq Nargal
  2. Justice Rajesh Sekhri
  3. Justice Mohammad Yousuf Wani

SC Collegium recommends Justice Harish Tandon as Chief Justice of Orissa HC

The Supreme Court Collegium on Thursday (06.03.2025) recommended the appointment of Justice Harish Tandon, a Judge of Calcutta High Court, as the Chief Justice of Orissa High Court.

The recommendation was made to fill the Vacancy that has emerged following the retirement of Justice Chakradhari Sharan Singh on January 19.

Justice Harish Tandon was appointed as a Judge of Calcutta High Court on April 13, 2010.

Justice Tandon graduated in law from Calcutta University in 1983. He then extensively practised in Calcutta High Court after he was enrolled as an advocate in 1989.
