Modi govt makes key appointments in ONGC, MDSL, and NFL

In a significant development, the Modi government announced three key appointments in Public Sector Undertakings (PSUs) on March 5. These appointments include leadership roles in Oil & Natural Gas Corporation Limited (ONGC), Mazagon Dock Shipbuilders Limited (MDSL), and National Fertilizers Limited (NFL).

Vikram Saxena, currently serving as Group General Manager at ONGC, has been appointed as Director (Technology & Field Services). He will hold the position until his retirement on July 31, 2027, or until further orders, whichever is earlier. The Public Enterprises Selection Board (PESB) had recommended his name to the Appointments Committee of the Cabinet (ACC) on December 2, following an interview process involving 10 candidates.

Additionally, Ruchir Agrawal, Executive Director at Indian Oil Corporation Limited (IOCL), has been appointed as Director (Finance) at Mazagon Dock Shipbuilders Limited (MDSL) for a period of five years or until further orders, whichever is earlier.

The third appointment is that of Mahesh Chander Gupta, currently serving as Chief General Manager (Business Development). He has been appointed as Director (Technical) at National Fertilizers Limited (NFL) until his retirement on September 30, 2027, or until further orders. PESB had recommended his name for the position on September 5, 2024, after interviewing 10 candidates.

Major changes in Delhi Police are expected soon

Delhi Police

A major reshuffle is expected in Delhi Police, as officers across all levels await official orders. With the new BJP government taking over in Delhi, the changing political landscape and emerging governance priorities require focused law enforcement to address key issues promised to the people. To align with these evolving challenges, the police administration must adapt accordingly.

The Ministry of Home Affairs is expected to release an updated list soon, with changes anticipated at all levels—from top-ranking officers to district-level positions. The reshuffle will not be limited to senior officers; some Special Commissioners of Police (CPs) may be transferred out of Delhi or sent on deputation. Additionally, several Joint CPs and Additional CPs assigned to different ranges and units are likely to be moved. Further, significant changes are expected in the postings of Deputy Commissioners of Police (DCPs) and Additional DCPs across various districts and units.

Uttarakhand: Anand Bardhan is likely to succeed Radha Raturi as Chief Secretary

With Uttarakhand Chief Secretary Radha Raturi’s (IAS:1988:UK) extended tenure set to expire on March 31, speculation about her successor has started making rounds. However, there is little room for uncertainty, as only one IAS officer in the cadre meets the prerequisite of having more than 30 years of experienceAnand Bardhan (IAS:1992:UK). The next senior-most officer, Ramesh Kumar Sudhanshu (IAS:1997:UK), is five years junior to him, making Bardhan the clear frontrunner.

Only two developments could change the equation. First, if Radha Raturi is granted a third extension, but this appears unlikely as repeated extensions are generally not approved by the Centre. Second, if Anand Bardhan moves to central deputation, though this, too, seems improbable since bureaucrats typically prefer being promoted as Chief Secretary over being appointed as a Union Government Secretary.

Should Anand Bardhan, widely regarded as one of the most honest and efficient officers in the cadre, take charge as Chief Secretary, he would have a tenure of over two years, as he is set to retire in June 2027.

Notably, Radha Raturi was appointed as Chief Secretary on January 31, 2024. Since she was originally set to retire on March 31, 2024, she was granted two six-month extensions, the second of which ends this month (March 2025).

Anand Bardhan is currently posted as Additional Chief Secretary, Finance. He also holds charges of several departments, including Watershed, Housing, Chief Administrator of Uttarakhand Housing and Urban Development Authority, Agriculture Production Commissioner, Chief Project Director (Watershed), and ACS, Personnel and Vigilance

For faster law enforcement, Odisha government grants SPs, DIGs, IGs executive magistrate powers under BNSS

State policing received a boost after the state government granted powers of the executive magistrate to SPs, DIGs and IGs under the newly-enacted Bharatiya Nagarik Suraksha Sanhita (BNSS).

A notification in this regard, signed by the Additional Chief Secretary, was issued on 6th March by the state Home department. Invoking section 15 of BNSS, the notification appoints SPs, DIGs and IGs as special executive magistrates in their respective jurisdiction.

Earlier, the powers of the executive magistrate were vested with senior officers of the Revenue and Disaster Management department only. Now the police no more have to depend on Revenue officials and get executable order immediately for urgent enforcement during law and order situation, preventive arrest or seeking bonds.

According to the notification, all the SPs in the state along with the commissioner and deputy commissioner of police for Bhubaneswar and Cuttack would have additional power as special executive magistrate for matters under sections 126, 127, 128, 129 and 163 of BNSS. The DIGs/IGs of Central, Eastern, Western, Northern, North-Central, Southern and South-Western police zones have been vested with the special executive magistrate powers under section 163 of BNSS to impose prohibitory orders.

It is to be noted that Section 126 of BNSS deals with preventive arrest for potential breach of peace or tranquillity whereas Section 127 empowers the executive magistrate to seek bonds for good behaviour. Section 128 allows action against person laying in wait to commit cognisable offence while Section 129 allows asking for security for good behaviour from habitual offenders and Section 163 deals with imposition of prohibitory orders.

According to reliable sources, during 2021-22 and 2022-23, the IICs of different police stations in Rourkela had urged Panposh and Bonai sub-collectors to apply the power of executive magistrate against around 280 habitual offenders but action was taken against only 31 of them.

Vikas Kaushal appointed as CMD of HPCL

In a significant move, the Modi government on Friday (07.03.2025) made a major shift by appointing Vikas Kaushal, Global Leader for Energy and Process Industries at Kearney, as Chairman and Managing Director (CMD) of Hindustan Petroleum Corporation Limited (HPCL) for a period of five years.

Kaushal’s appointment marks the first-ever lateral entry from the private sector into a top leadership position at a public sector oil and gas company.

The CMD position at HPCL has been vacant since August 1, 2024, following the retirement of Pushp Kumar Joshi. Since then, Director (Finance) Rajneesh Narang has held additional charge of the post. The government attempted to select Joshi’s successor through the Public Enterprises Selection Board (PESB) multiple times, starting in March last year. At least nine candidates appeared for selection interviews, but the PESB did not find a suitable candidate, ultimately recommending the search-cum-selection route, leading to Kaushal’s appointment.
