SC Collegium recommends Calcutta HC Judge Joymalya Bagchi’s elevation to Apex Court

The Supreme Court collegium on Thursday (06.03.2025) recommended the elevation of Calcutta High Court Judge, Justice Joymalya Bagchi, to the Supreme Court, which currently has two vacancies in its sanctioned strength of 34 Judges.

If approved by the government, Justice Bagchi could become the Chief Justice of India (CJI) following the retirement of Justice K.V. Viswanathan on May 25, 2031. However, his tenure as CJI would be brief, lasting a little over four months, before his retirement on October 2, 2031.

The collegium, comprising Chief Justice of India Sanjiv Khanna and Justices Bhushan R. Gavai, Surya Kant, Abhay S. Oka, and Vikram Nath, selected Justice Bagchi after evaluating the judgments and judicial acumen of multiple judges and Chief Justices of High Courts who were under consideration for elevation to the Supreme Court. Notably, Justice Bagchi is ranked 11th in the combined all-India seniority of High Court judges, including Chief Justices.

Justice Bagchi was first appointed as a Judge of the Calcutta High Court in June 2011. He was transferred to the Andhra Pradesh High Court in January 2021 before being repatriated to the Calcutta High Court in November of the same year. With over 13 years of experience as a High Court Judge, he has expertise in various fields of law.

The collegium also pointed out that since the retirement of Justice Altamas Kabir as CJI in 2013, no judge from the Calcutta High Court has held the position. At present, Justice Dipankar Datta is the only Judge from the Calcutta High Court serving on the Supreme Court bench.

Minu Shukla Pathak appointed Secretary in NCCT

Minu Shukla Pathak (IRS-IT:2009) has been appointed as Secretary (Director level) in the National Council for Cooperative Training (NCCT) for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.03.2025), the Appointments Committee of the Cabinet has approved the appointment of Ms Pathak to the post for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.

Dheeraj Mittal appointed Dy Secretary in D/o Food & Public Distribution

Dheeraj Mittal (IFoS:2012:GJ) has been appointed as Deputy Secretary in the Department of Food & Public Distribution. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.03.2025), the Appointments Committee of the Cabinet has approved the appointment of Mr Mittal for a period up to 26.07.2026 (i.e. combined admissible tenure of four years at Deputy Secretary level including non-CSS and CSS posts put together) or until further orders, whichever is earlier.

Pradeep Singh gets extension as Director in D/o Drinking Water & Sanitation

The central deputation tenure of Pradeep Singh (IFoS:2005:GJ) as Director in the Department of Drinking Water & Sanitation has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.03.2025), the Appointments Committee of the Cabinet has approved the proposal of Department of Drinking Water & Sanitation to extend his deputation tenure for a period of two years beyond 09.02.2025 and upto 09.02.2027, or until further orders, whichever is earlier.

Ajay Bhadoo appointed as CEO, GeM

In a key bureaucratic appointment, senior IAS officer Ajay Bhadoo (IAS: 1999: GJ) has been named the Chief Executive Officer (CEO) of the Government e-Marketplace (GeM). He will lead the platform while continuing in his current role as Additional Secretary in the Department of Commerce, as per an official announcement on Wednesday.

Bhadoo takes over from L Satya Srinivas (IRS-C&IT: 1991), who had been holding the additional charge of GeM CEO while serving as Additional Secretary in the Department of Commerce. Srinivas was assigned the post with ex-post facto approval on November 12, 2024, for a six-month tenure effective from October 7, 2024.

The GeM portal, launched on August 9, 2016, serves as the central government’s premier online procurement platform, promoting transparency, efficiency, and accountability in public procurement.

MoI&B Director Anurima Sharma repatriated to parent cadre

Anurima Sharma (IRS-C&IT:2010), currently serving as Director in the Ministry of Information & Broadcasting (MoI&B), has been prematurely repatriated to her parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (06.03.2025), the competent authority has approved the proposal of Ministry of Information & Broadcasting to prematurely repatriate Ms Sharma to her parent cadre on personnel and grounds with the provision of extended cooling off.

MoRTH Dy Secretary Laxminarayan Mishra repatriated to parent cadre

Laxminarayan Mishra (IAS:2012:MH), currently serving as Deputy Secretary in the Ministry of Road Transport & Highways (MoRTH), has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT), the competent authority has approved the proposal of MoRTH to prematurely repatriate Mr Mishra to his parent cadre on personnel and grounds with the provision of extended cooling off.

RBI appoints Dr Ajit Ratnakar Jha as new ED

Reserve Bank of India

The Reserve Bank of India (RBI) on Wednesday (05.03.2025) appointed Dr. Ajit Ratnakar Jha as Executive Director (ED) with effect from March 3, 2025. As the new Executive Director, he will oversee the Department of Statistics and Information Management (DSIM) and Financial Stability Department.

Before his promotion, Dr. Jha served as the Principal Adviser in the DSIM. He has over 30 years of experience in statistics, information technology, and cyber risk management. He has also been a faculty member at the Institute of Development and Research in Banking Technology (IDRBT), Hyderabad.

Additionally, he has contributed to multiple committees and working groups related to macroeconomic statistics and policy matters.
