IPS Amit Lodha’s suspension must have some solid reasons: Former DGP

Bihar cadre IPS officer Amit Lodha (IPS:1998:B) has been suspended after a case was registered against him on charges of corruption and for allegedly entering into a commercial agreement with Netflix while being on a government post. Legendofficers.com spoke exclusively with BJP Rajya Sabha MP and former DGP of Uttar Pradesh Brijlal (Retd.IPS:1977:UP), about the case, where he said that there must have been serious allegations of corruption against IPS officer Amit Lodha, otherwise, the case, entering into a commercial agreement with Netflix, may not have been so sensitive. Former IPS officer said that often, in lieu of books and films, one gets monetary benefits. But an officer must inform the government in advance regarding commercial benefits from any kind of association. Every year, government officials are required to declare their assets in January. In accordance with standard practice, they are also required to inform the government beforehand of their commercial engagement with other sources. Therefore, it appears that the state government must have some solid grounds for registering a case against him. So it is not true that he has been falsely implicated or wrongly accused.

SC Collegium recommends three Addl. Judges of Kerala HC as Permanent Judges

The Supreme Court Collegium has recommended appointing three Additional Judges of the Kerala High Court as Permanent Judges of that High Court. The decision was taken at a meeting of the Collegium held on December 09, 2022.

They are :

  1. Justice Abdul Rahim Musaliar Badharudeen
  2. Justice Viju Abraham
  3. Justice Mohammed Nias CP

Further, the Collegium has also recommended the appointment of Justice Abhay Ahuja as Additional Judge of the Bombay High Court for a fresh term of one-year w.e.f. March 4, 2023.

Assam: Two IAS officers transferred

The Assam government on Wednesday (07.12.2022) issued transfer and posting orders for two IAS officers.

The names of the officers and their postings are as follows :

  1. Narayan Konwar (IAS:2010:AM), Higher Education Department and Registrar, Cooperative Societies has been given additional charges of MD, RUSA and Director, Official Implementation, Assam.
  2. Anant Lal Gyani (IAS:2011:AM), Director, Agriculture has been transferred and posted as Secretary, Agriculture Department.

Rajasthan: Hemant Kumar Gera gets addl. charge of DG, HCM RIPA

Hemant Kumar Gera (IAS:1997:RJ), Principal Secretary, Department of Personnel has been given additional charge of Director General, Harish Chandra Mathur Rajasthan State Institute of Public Administration (HCM RIPA) and ex-officio Additional Chief Secretary, Training, Rajasthan.

Haryana: Phool Chand Meena gets additional charge of MD, Uttar Haryana Bijli Vitran Nigam

Phool Chand Meena (IAS:2004:HY), Managing Director, Dakshin Haryana Bijli Vitran Nigam Ltd. and Director General/Secretary, Archaeology & Museums has been given additional charge of Managing Director, Uttar Haryana Bijli Vitran Nigam Ltd.

Dharmdeo Rai returns to parent cadre

Dharmdeo Rai (IFoS:2006:WB), Director, National Zoological Park, New Delhi (DIGF level) in the M/o Environment, Forests and Climate Change has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (09.12.2022), the competent authority has approved the proposal of M/o Environment, Forests and Climate Change to repatriate Mr. Rai to his parent cadre.

Prasad Arvind Chaphekar appointed as Deputy Secretary, M/o New and Renewable Energy

Prasad Arvind Chaphekar (IRS-IT:2012) has been selected for appointment as Deputy Secretary in the Ministry of New and Renewable Energy for a period of four years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (09.12.2022), the central government appointed Mr. Chaphekar to the post for a period of four years under the central staffing scheme from the date of taking over charge of the post or until further orders, whichever is earlier.

Roohi Khan appointed as Deputy Secretary in National Health Authority

Roohi Khan (IAS:2013:MP) has been appointed as Deputy Secretary in the National Health Authority under the M/o Health and Family Welfare for a period of four years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (08.12.2022), the competent authority has approved the appointment of Ms. Khan to the post under the central staffing scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Nav Ratan Gupta selected as Director (Finance), BRCIL

Nav Ratan Gupta has been selected for the post of Director (Finance), Bridge & Roof Company (India) Ltd. (BRCIL) at a Public Enterprises Selection Board (PESB) meeting held on December 09, 2022. Presently, he is working as Chief General Manager, Grid Controller of India Limited (Grid-India).

He will be appointed to the post of Director (Finance) after receiving vigilance clearances and an approval from the Appointments Committee of the Cabinet.

The following 4 applicants were interviewed in the selection meeting :

  1. Debasish Ghosh, General Manager, MECON Limited
  2. Nav Ratan Gupta, Chief General Manager, Grid Controller of India Limited (Grid-India)
  3. Ravi Kumar Gupta, General Manager, Hindustan Copper Limited (HCL)
  4. Nikhil Kumar Nath, Assistant General Manager, National Aluminium Company Limited

Telangana: Race is on for DGP post; Anjani, Ravi, Anand are front-runners

Telangana’s top police echelons are abuzz about who will succeed M Mahender Reddy (IPS:1986:TG) as Director General of Police (DGP)? Reddy is set to retire on 31 December 2022. In the race for the top police position, Anjani Kumar, Ravi Gupta, and CV Anand are among the front-runners.

Reliable sources said, that the government is most likely to send the names of five senior IPS officials to the Union Public Service Commission for the new state police chief.

They are;

  1. Omesh Sharaf (IPS:1989:TG)
  2. Anjani Kumar (IPS:1990:TG)
  3. Ravi Gupta (IPS:1990:TG)
  4. CV Anand (IPS:1991:TG)
  5. Rajiv Ratan (IPS:1991:TG)

Omesh Sharaf who is the current Director General of the Special Protection Group (SPG) is retiring from the services in July next year, so his name is not likely to be considered by UPSC. After Umesh Sharaf, two 1990 batch officers — ACB Director General Anjani Kumar and Principal Secretary of Home Department Ravi Gupta are in line. Hyderabad City Police Commissioner CV Anand (IPS: 1991:TG) and Rajiv Ratan (IPS:1991:TG) are in Additional Director General (ADG) rank. Both these officers are likely to get DG rank promotion in December itself.

Taking all these into consideration, the State government is likely to send the names of Umesh Sharaf, Ravi Gupta, Anjani Kumar, Rajiv Rathan, and CV Anand to the UPSC soon. The race is likely to be between Anjani Kumar and CV Anand, who are said to be on good terms with the powers that be. Ravi Gupta, however, cannot be ruled out.
