UPSC to forward panel for DGP appointment shortly to UP govt

The UPSC will forward the panel of three officers to the state govt shortly, after which the state govt will make the final selection after seeking vigilance clearance.

The appointment process of a permanent DGP in Uttar Pradesh moved ahead after the Union Public Service Commission (UPSC) held its Empanelment Committee Meeting in Delhi on Tuesday to shortlist three names eligible for the post.

According to reliable sources, UP’s Chief Secretary SP Goyal and Additional Chief Secretary (Home) Sanjay Prasad attended the crucial meeting held with the commission’s authorities to finalise a panel of three top-ranking IPS officers from the state based on seniority and eligibility criteria.

Sources said the UPSC will forward the panel of three officers to the state govt. shortly, after which the state govt will make the final selection after seeking vigilance clearance reports of the shortlisted officers. Chief Minister Yogi Adityanath is supposed to take a final call on the appointment.

The three names most likely to be included in the UPSC’s panel are IPS officers Renuka Mishra (IPS:1990:UP)Piyush Anand (IPS:1991:UP), and acting DGP Rajiv Krishna (IPS:1991:UP). However, it is almost certain that acting DGP Rajiv Krishna will be appointed as the permanent DGP.

So far as the seniority list is concerned, Renuka Mishra is at the top, but due to the constable recruitment paper leak case, she is considered to be out of the reckoning. Piyush Anand is currently on central deputation as DG NDRF. So Rajiv Krishna becomes the most plausible name for the post.  

It’s worth mentioning here that UP hasn’t had a permanent DGP since Mukul Goyal was removed from the post in May 2022.

Rajeev Krishna has been serving as the acting DGP since May 31 last year following the retirement of former acting DGP Prashant Kumar.

The entire process of appointing a regular DGP was initiated after the Supreme Court slammed states for continuing with acting DGP arrangements and directed them to expedite the process to appoint regular police chiefs through the UPSC empanelment process within the prescribed framework.
