Odisha: 6th State Finance Commission formed, AK Panda appointed Chairman

Odisha government enacts bureaucratic reshuffle

The Odisha government on Wednesday (22.01.2025) constituted the 6th State Finance Commission with the appointment of a Chairman and four Members.

Retired IAS Arun Kumar Panda (IAS:1984:OR) has been appointed as the Chairman of the 6th State Finance Commission. Prof. Asit Ranjan Mohanty of XIMB, Prof. Amaresh Samantray of Department of Economics at Pondicherry University and Dr. Bibhu Prasad Nayak, a professor at TISS, have been appointed as the Members of the Finance Commission.

Finance Department Additional Secretary Dr. Satya Priya Rath (IAS:2014:OR) will be the Member Secretary of the commission.

The chairman and other members of the commission will hold office for a period of 6 months.

The commission will make recommendations for distribution of taxes, duties, tolls and fees leviable by the state between the Odisha government, 3-tier Panchayati Raj institutions and Urban Local Bodies (ULBs), said the Finance Department.

The 5th State Finance Panel was formed in 2018.

Why don’t IAS officers want to be BEST’s GM?

With the position of General Manager (GM) lying vacant for almost a month, a leadership crisis has gripped Mumbai’s Brihanmumbai Electric Supply and Transport (BEST) undertaking. The vacancy arose after the transfer of previous GM Anil Diggikar (IAS:1990:MH) about a month ago. The lack of a full-time boss is affecting several activities, especially those related to long-term policies. To exacerbate the situation, not many IAS officers want to become the GM of BEST due to tricky financial complications. 

It is not that the government didn’t try to fill the vacancy. Rather, after Diggikar’s transfer, the government appointed senior IAS officer Harshdeep Kamble (IAS:1997:MH) as the BEST’s General Manager, but his posting order was surprisingly cancelled before he could assume the role. Sources say Kamble was reportedly reluctant to take charge as the BEST’s GM.

Sources reveal that the financial challenges faced by BEST have made the GM position unattractive to many IAS officers. BEST, a loss-making organization, is plagued by a severe shortage of funds, increasing operational and staff costs, and mounting financial losses. Addressing these challenges requires a visionary leader capable of implementing transformative strategies—an immense responsibility that deters potential candidates.

The situation is further complicated by the lack of new capital for buying new buses.  Further, despite rising operational costs, the failure to increase bus fares for several years has resulted in a heavy reliance on funds from the Brihanmumbai Municipal Corporation (BMC).

Odisha: Two IAS officers promoted to ACS rank

The Odisha government on Wednesday (22.01.2025) promoted two IAS officers to Additional Chief Secretary rank i.e. Apex Grade, Level-17 of the Pay Matrix.

They are;

  1. Hemant Sharma (IAS:1995:OR), and
  2. Ranjana Chopra (IAS:1994:OR) (Proforma Promotion)

Presently, Hemant Sharma is serving as the Principal Secretary in the Department of Industries, Odisha. Meanwhile, Ranjana Chopra is on central deputation, serving as Additional Secretary & Financial Advisor in the Ministry of Culture.

Viplav Kumar Choudhary appointed as Special Director in ED

Senior IPS officer Viplav Kumar Choudhary (IPS:1997:AGMUT), from the Jammu and Kashmir segment of the AGMUT cadre, has been appointed as the Special Director of Enforcement (SDE) in the Enforcement Directorate (ED). Presently, he is serving as Special CP, Vigilance in Delhi Police.

He recently returned from central deputation in late September 2024, after serving for seven years. His tenure included a stint as Joint Director in the Central Bureau of Investigation (CBI) from March 2019 and, before that, a posting in the National Investigation Agency (NIA) starting in September 2017.



Sruti Pathak appointed as Second Secretary (Hindi & Culture) at High Commission of India, Port Louis

Sruti Pathak, currently serving as Assistant Director (Official Language), AFHQ, Ministry of Defence, has been appointed to the post of Second Secretary (Hindi & Culture) at High Commission of India, Port Louis (Mauritius). According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (22.01.2025), the Appointments Committee of the Cabinet has approved the appointment of Ms. Pathak to the post on deputation basis under the Ministry of External Affairs for three years from the date of assumption of charge of the post or until further orders, whichever is earlier.

Pankaj Sharma gets extension as Joint Secretary in DFS

The central deputation tenure of Pankaj Sharma (ICAS:2000) as Joint Secretary in the Department of Financial Services (DFS) has been extended for six months. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (22.01.2025), the Appointments Committee of the Cabinet has approved the proposal of Department of Financial Services to extend the deputation tenure of Mr. Sharma for a period of six months beyond 31.12.2024 or until further orders, whichever is earlier.

Two Additional Judges of Gauhati HC made Permanent

The Union government on Friday (17.01.2025) notified the appointment of two Additional Judges of the Gauhati High Court as Permanent Judges of that High Court.

These judges are ;

  1. Justice Kardak Ete, and
  2. Justice Mridul Kumar Kalita

The Supreme Court Collegium had approved the proposal for appointing the two Additional Judges of Gauhati High Court as Permanent Judges of the Court vide notification dated January 7, 2025.

Controversial J’khand IAS officer Pooja Singhal back in action

Controversial IAS officer of Jharkhand cadre, Pooja Singhal (IAS:2000:JH), is back in action. She was relieved of suspension on Tuesday after more than two years. She had been suspended and put behind bars after her name came up in the MNREGA scam (MGNREGA). She was arrested and suspended on 11 May 2022 on charges of money laundering. That time she was the Mines Secretary. Pooja walked out of jail last month.

Her suspension was revoked on Tuesday after a committee, headed by the Chief Secretary, recommended it. Pooja has now been instructed to report to the personnel department for duties.

She has served as Secretary of many departments. Before her suspension, she was Industries Secretary, Mines and Geology Department Secretary and Managing Director of Jharkhand State Mineral Development Corporation Limited.

Pooja was a meritorious student all through her academic career. Hailing originally from Dehradun, she had cleared the UPSC examination in the very first attempt in 1999 and became an IAS at the age of just 21 years.

But, unfortunately, her professional career got blemished after her name came up in the MNREGA scam and her house was raided. She was later suspended and arrested on 11 May 2022 in the course of the investigation. Since then, Pooja Singhal was in jail.

Fortunately, Section 479 of the new law BNS (Bharatiya Nyay Sanhita) came to her rescue. Under this Act, an accused that has committed the first offence and has spent one-third of the maximum punishment under that section in jail, is entitled to bail.

Amandeep Garg gets addl. charge of Chairman, CPCB

Amandeep Garg (IAS:1999:HP), currently serving as Additional Secretary in the Ministry of Environment, Forest & Climate Change (MoEF&CC), has been given additional charge of Chairman, Central Pollution Control Board (CPCB). According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (22.01.2025), the Appointments Committee of the Cabinet has approved the assignment of additional charge of the post to Mr Garg till appointment of regular incumbent or until further orders, whichever is earlier.

SC recommends appointing ad-hoc judges in High Courts to clear backlog

In an attempt to deal with the huge pendency of criminal appeals, the Supreme Court has recommended the appointment of ad-hoc judges in High Courts. But it also clarified that no ad-hoc judge should be appointed in a High Court if it was functioning with 80% sanctioned strength of judges.

A special bench, comprising Chief Justice of India (CJI) Sanjiv Khanna and Justices BR Gavai and Surya Kant, went to the extent of saying that it could partly modify the 2021 judgement to ensure ad-hoc judges were appointed to decide criminal appeals by division benches presided over by sitting high court judges.

During the hearing, the CJI shared his feelings by saying; he listed the case keeping in mind the “acute pendency of criminal appeals in some high courts”. The apex court referred to the data on pendency of criminal cases in several high courts.

The CJI said in the Jharkhand High court the figure stood at 13,000, and similarly 20,000, 21,000, 8,000 and 21,000 criminal cases were pending in high courts at Karnataka, Patna, Rajasthan and the Punjab and Haryana respectively.

While hearing a 2019 case known as Lok Prahari v. Union of India, the apex court had passed a crucial verdict on April 20, 2021, directing retired High Court judges to be appointed as ad-hoc ones for a period of two to three years to clear the backlog of cases.

The Article 224A of the Constitution deals with the appointment of ad-hoc judges in High Courts.

The top court also laid down guidelines to regulate the appointments of ad-hoc judges.
