Four IAS officers (2009 batch) empanelled as Joint Secretary in GoI

Joint Secretary Empanelment

The Appointments Committee of the Cabinet on Monday (24.03.2025) announced the empanelment of 4 senior Indian Administrative Service (IAS) officers from the 2009 batch for appointment to Joint Secretary or equivalent posts in the Government of India. Their empanelment was initially deferred.

They are;

  1. Raman Kumar (IAS:2009:BH)
  2. Sharandeep Kaur Brar (IAS:2009:HY)
  3. D Prasanth Kumar Reddy (IAS:2009:OD)
  4. Milind Dharmrao Ramteke (IAS:2009:TR)

It is noteworthy that on March 10, 2025, 16 senior IAS officers from the 2009 batch had already been empanelled for Joint Secretary or equivalent positions in the central government.

Himanshu Gunawat appointed M/o Skill Development & Entrepreneurship

Himanshu Gunawat (IRSME:2014), who was recommended for central deputation by the Ministry of Railways, has been selected for appointment as Director in the Ministry of Skill Development & Entrepreneurship, Delhi. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (25.03.2025), Mr. Gunawat will serve in the post under the central staffing scheme for a period up to 11.12.2026 (i.e. combined admissible tenure of four years at Deputy Secretary level) or until further orders, whichever is earlier.

Atul Kumar appointed Director in DIPAM

Atul Kumar (IRS-IT:2011), who was recommended for central deputation by the Department of Revenue, has been selected for appointment as Director in the Department of Investment and Public Asset Management (DIPAM), Delhi, for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (25.03.2025), Mr. Kumar will serve in the post under the central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.

Amit Kumar Singh appointed in D/o Land Resources

Amit Kumar Singh (IOFS:2011), who was recommended for central deputation by the Department of Defence Production, has been selected for appointment as Director in the Department of Land Resources, Delhi, for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (25.03.2025), Mr. Singh will serve in the post under the central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.

Vibhav Chandrakant Ghamle appointed Director in D/o Health & Family Welfare

Vibhav Chandrakant Ghamle (ICAS:2011), who was recommended for central deputation by the Department of Expenditure, has been selected for appointment as Director in the Department of Health & Family Welfare, Delhi, for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (25.03.2025), Mr. Ghamle will serve in the post under the central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.

Shainky Rastogi appointed Deputy Secretary in CVC

Central Vigilance Commission

Shainky Rastogi (IOFS:2013), who was recommended for central deputation by the Department of Defence, has been selected for appointment as Deputy Secretary in the Central Vigilance Commission (CVC), Delhi, for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (25.03.2025), Mr. Rastogi will serve in the post under the central staffing scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Telangana IPS officer gets relief from HC in cadre dispute

An IPS officer of 2010 batch, Abhishek Mohanty, embroiled in the cadre dispute between Andhra Pradesh and Telangana, finally got relief from the Telangana High Court. The court has directed Mohanty to continue in the Telangana service until the Central Administrative Tribunal (CAT) delivers its verdict in the case.

The Central government had earlier ordered Mohanty to join the Andhra Pradesh cadre but he moved the CAT against it. After failing to get any immediate relief from the CAT allowing him to remain in Telangana, he filed a petition in the High Court. Mohanty continued to serve in Telangana on the basis of the state’s Government Order.

Additional Solicitor General Narasimha Sharma, appearing on behalf of the Central government, feigned ignorance about the Telangana government’s GO allowing him to remain in the state. Citing a previous CAT ruling, Mohanty’s lawyer argued that the GO was still in effect and hence, Mohanty be allowed to continue in Telangana. He further added as the officer was the resident of Hyderabad, he should be allocated to Telangana cadre.

Discontent simmers between services within railways

A bitter discontent is simmering between the various services within the railways, thanks to the policy of merger and demerger announced in 2020 and 2024 respectively. There is no secret that officers from the civil services and the engineering services have long been at loggerheads. The seed of discontent was sowed with engineering service officers holding key positions, which were earlier occupied by the civil services officers, like the Railway Board Chairman and the head of the Operations and Business Development vertical.

The fresh reason for resentment was provided after the finance ministry approved the creation of 157 additional gazetted posts in the electrical engineering cadre of the Indian Railways Management Service (IRMS). Officers of the civil services feel this move has increased the representation of engineering service officers at the expense of civil services.

Railway Minister Ashwini Vaishnaw’s recent speech in Parliament only added fuel to the fire. Vaishnaw’s repeated emphasis on the “hyper-technical” nature of the railways, was detested by those from the civil services in the railways. According to an officer requesting anonymity, civil servants have traditionally managed key posts but a ‘hyper- technical approach’ is driving the railways away from the people it serves.

IAS officer’s appointment fuels allegation of nepotism in UP

The appointment of 2012 batch IAS officer Prashant Sharma as the General Manager (Region)Food Corporation of India (FCI)Lucknow, for three years has led IAS circles in Uttar Pradesh getting abuzz with allegations of ‘nepotism’ and ‘favouritism’. It is, understandably, a routine appointment made on March 18 by the Department of Personnel and Training (DoPT). What has fuelled the allegation is the eligibility criteria set by the DoPT for the post according to which, only a director-level officer, requiring 14 years of experience, was eligible to apply. However, Sharma has only 13 years of experience.

What has lent credence to the allegation of nepotism is the IAS officer’s bureaucratic background. His mother-in-law is a serving IAS officer from the 1989 batch UP cadre, while his father-in-law is a retired IAS officer.

Prior to this assignment, Prashant Sharma was serving as Special Secretary to Govt of UP Energy Department.

Punjab: Five IAS officers shifted, Alok Shekhar posted as ACS Home

The Punjab government on Monday (24.03.2025) issued transfer and posting orders for five IAS officers.

The names of the officers and their posting are as follows;

  1. Alok Shekhar (IAS:1994:PB), Additional Chief Secretary (ACS), Jails with additional charge of ACS, Justice and ACS-cum-Financial Commissioner, Cooperation, has been transferred and posted as ACS-cum-Finance Commissioner, Cooperation, with additional charge of ACS, Home Affairs.
  2. Jaspreet Talwar (IAS:1995:PB), ACS, Planning with additional charge of ACS-cum-Finance Commissioner, Taxation, has been transferred and posted as ACS, Planning with additional charge of ACS, Mines & Geology, ACS, Jails and ACS, Justice.
  3. Ajit Bala Joshi (IAS:2003:PB), Administrative Secretary, Rural Development & Panchayats, has been given additional charge of Administrative Secretary, Taxation.
  4. Basant Garg (IAS:2005:PB), Secretary, Finance, has been transferred and posted as Secretary, Agriculture & Farmers’ Welfare.
  5. Dilraj Singh (IAS:2005:PB), Administrative Secretary, Parliamentary Affairs with additional charge of Secretary, Health and Family Welfare and Commissioner. Food & Drug Administration, has been given additional charge of Commissioner, Gurudwara Elections.
