Race for RERA Chairman: HP Chief Secretary, CIC in the fray

Himachal Pradesh Chief Secretary Prabodh Saxena (IAS:1990:HP), who is set to retire on March 31, 2025, along with nearly half a dozen other serving and retired bureaucrats, has applied for the post of the state Real Estate Regulatory Authority (RERA) Chairman.

Applications were sought by Thursday for the RERA Chairman’s post, as well as for two vacant Member positions. Sources say that apart from Saxena, former Chief Secretary RD Dhiman (Retd.IAS:1988:HP), currently serving as the Chief Information Commissioner (CIC), has also applied for the post. RERA Chairman’s post laying vacant since December 12, 2024, when Dr. Shrikant Baldi (Retd.IAS:1988:HP) concluded his tenure.

The term of the previous RERA Chairman, Shrikant Baldi, ended on December 12, 2024. Baldi, who had previously served as Chief Secretary, was appointed to the RERA post by the previous BJP-led government. The selection committee for the RERA posts is headed by the HP High Court Chief Justice, with the Secretary (Urban Development) and the Secretary (Law) as its members. The appointment process is expected to take more than a month, according to a senior official.

Saxena became Chief Secretary on January 2, 2023. Dhiman, who was appointed CIC in December 2022 after his retirement as Chief Secretary, still has nearly a year left in his term but appears to be vying for a fresh three-year term as RERA Chairman.

If Saxena is appointed to any of the RERA positions, Himachal Pradesh will need to appoint a new Chief Secretary before his retirement. In the race for the position are Sanjay Gupta (IAS:1988:HP), the senior most officer in the cadre, currently serving as the Chief Managing Director of Himachal Pradesh State Electricity Board. Kamlesh Kumar Pant (IAS:1993:HP) follows Gupta in seniority. Anuradha Thakur (IAS:1994:HP), who is currently on Central deputation as Additional Secretary in the Ministry of Corporate Affairs, is next in line. Onkar Sharma (IAS:1994:HP) is also being speculated as a potential candidate for the Chief Secretary post.

UP govt approves VRS of IPS officer Alankrita Singh

The Uttar Pradesh government has lifted the suspension of 2008-batch IPS officer Alankrita Singh and approved her voluntary retirement (VRS). Her resignation will now be forwarded to the Union Ministry of Home Affairs for approval, with the President of India expected to accept it soon.

Singh was under suspension since April 2022 on charges of negligence and indiscipline. Investigations revealed that she had traveled to London without official permission while serving as Superintendent of Police (SP) in the Women and Child Safety Organisation. Notably, she had been absent from duty since October 20, 2021, when she informed her senior officer via WhatsApp that she was in London.

Singh had been on central deputation since March 2017, serving as Deputy Director at the Lal Bahadur Shastri National Academy of Administration, Mussoorie, until April 25, 2021. Upon returning to her parent cadre in Uttar Pradesh, she took leave for one and a half months. She was later posted as SP in the Women and Child Safety Organisation on June 10, 2021.

However, by October 2021, Singh stopped attending her office. On October 19, 2021, she called her senior, Additional Director General (ADG), via WhatsApp and informed them that she was in London. Since October 20, 2021, she has not reported for duty. An inquiry was subsequently initiated by the state government, leading to her suspension in late April 2022.

Meanwhile, Singh applied for VRS, which has now been approved by the state government.

Alankrita Singh’s husband, Vidya Bhushan, a 2008-batch IAS officer, also took VRS in March 2023. During his career, he held key positions, including District Magistrate of Amethi, Pratapgarh, and Etawah, and Managing Director of Purvanchal Vidyut Vitran Nigam in Varanasi. Bhushan sought VRS on medical grounds, which was approved by the state government.

Both Singh and Bhushan have relocated to London, where they are reportedly employed at a university. Officials suggest that Singh’s decision to opt for VRS stems from aspirations for a better future in the private sector.

Andhra grappling with uncertainty over appointment of new DGP

Differences within bureaucrats

Andhra Pradesh is grappling with uncertainty over appointment of the new police chief for the state. The confusion confounds as there is just a week left for the current Andhra DGP, Dwaraka Tirumala Rao (IPS:1989:AP), to attain superannuation on January 31, yet the process has reportedly not been started for appointment of the new chief of the state police force.

Finding Rao’s successor is crucial as, apart from being the DGP, he also the Managing Director of Andhra Pradesh State Road Transport Corporation (APSRTC).

Senior IPS officers vying for the top slot are Madireddy Pratap (IPS:1991:AP), Harish Kumar Gupta (IPS:1992:AP), Ravi Shankar Ayyanar (IPS:1994:AP) and Kumar Vishwajeet (IPS:1994:AP), apart from few others. Madireddy Pratap heads Fire Services as the present DGP, Harish Kumar Gupta is the DGP, Vigilance and Enforcement, Kumar Vishwajeet is the Principal Secretary, Home and Dr. Ravi Shankar is the DGP, Crime Investigation Department(CID).

Our sources has informed us that Harish Kumar Gupta is the frontrunner for the post. As per rules, the State government should submit the list of the DGP rank IPS officers, who have at least six months of service remaining, which should be sent to the Union Public Service Commission (UPSC) three months before the retirement of the present DGP.

The UPSC has to short list three candidates based on the seniority and merit out of which the State government can appoint one of the short-listed officers as the DGP of the state. It remains to be seen if the state government decides to appoint DGP on ad-hoc basis once again.

74 IRS-IT officers promoted to PCIT grade

The Appointments Committee of the Cabinet on Wednesday (22.01.2025) approved the promotion of several officers in the Indian Revenue Service (Income Tax) to the grade of Principal Commissioner of Income Tax (PCIT), Level 15 of the Pay Matrix.

The officers have been empanelled for the panel year 2024.

Tamil Nadu: Three IPS officers shifted

The Tamil Nadu government on Thursday (23.01.2025) issued transfer and posting orders for three IPS officers.

The names of the officers and their postings are as follows;

  1. Vishwesh Balasubramaniam Shastri, Superintendent of Police, Chennai is transferred and posted as the Deputy Commissioner of Police, Traffic, North, Greater Chennai Police, Chennai.
  2. P Kumar, Deputy Commissioner of Police, Traffic, North is transferred and posted as Deputy Commissioner of Police, Traffic, South.
  3. S Vijayakumar, Superintendent of Police is been posted as the Deputy Commissioner of Police, Tirunelveli.

NMPA CVO Padmanabhachar K gets two years extension

The deputation tenure of Padmanabhachar K (IOFS:2008) as Chief Vigilance Officer (CVO), New Mangalore Port Authority (NMPA), Mangaluru, has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (22.01.2025), the competent authority has approved the proposal to extend the deputation tenure of Padmanabhachar K for further period of two years beyond April 26, 2025 i.e. upto April 26, 2027 or until further orders, whichever is earlier.

Union Minister Manohar Lal’s PS B Vijay Datta re-designated as Director

B Vijay Datta (IAS:2011:MP), currently serving as the Private Secretary to Minister for Housing and Urban Affairs & Power, Manohar Lal, at the Deputy Secretary level, has been re-designated as Director in Ministry of Housing and Urban Affairs.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (23.01.2025), the competent authority has approved the proposal to re-designate Mr. Datta’s post to Director level with effect from the date of assumption of charge of re-designated post and for a period upto January 19, 2027 or on co-terminus basis with the Minister or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is earlier.

It is noteworthy that B Vijay Datta began his central deputation tenure on January 20, 2022.

Six Additional Directors appointed in Enforcement Directorate

The central government on Wednesday (22.01.2025) appointed six Additional Directors in Enforcement Directorate.

They are:

  1. Abhyuday Anand (IRS-IT:2009)
  2. Ravi Tiwari (IRS-C&IT:2009)
  3. Rakesh Suman (IRS-IT:2009)
  4. Avnish Tiwari (IRS-IT)
  5. Mayank Pandey (IRS-IT:2009)

Five Special Directors appointed in Enforcement Directorate

The central government on Wednesday (22.01.2025) appointed five Special Directors in the Enforcement Directorate (ED) from various services. With these appointments, all five vacancies for the position of Special Director in the ED have now been filled.

They are:

  1. Viplav Kumar Choudhary (IPS:1997:AGMUT)
  2. Rajnishdeb Burman (IRS-IT: 1999)
  3. Manu Tentiwal (IRS-IT: 2003)
  4. T Shankar (IRS-IT)

Odisha: 6th State Finance Commission formed, AK Panda appointed Chairman

Odisha government enacts bureaucratic reshuffle

The Odisha government on Wednesday (22.01.2025) constituted the 6th State Finance Commission with the appointment of a Chairman and four Members.

Retired IAS Arun Kumar Panda (IAS:1984:OR) has been appointed as the Chairman of the 6th State Finance Commission. Prof. Asit Ranjan Mohanty of XIMB, Prof. Amaresh Samantray of Department of Economics at Pondicherry University and Dr. Bibhu Prasad Nayak, a professor at TISS, have been appointed as the Members of the Finance Commission.

Finance Department Additional Secretary Dr. Satya Priya Rath (IAS:2014:OR) will be the Member Secretary of the commission.

The chairman and other members of the commission will hold office for a period of 6 months.

The commission will make recommendations for distribution of taxes, duties, tolls and fees leviable by the state between the Odisha government, 3-tier Panchayati Raj institutions and Urban Local Bodies (ULBs), said the Finance Department.

The 5th State Finance Panel was formed in 2018.
