Odisha IPS officer Pandit Rajesh Uttamrao to remain suspended for 60 more days

Odisha cadre IPS officer Pandit Rajesh Uttamrao (IPS:2007:OR) will remain suspended for 60 more days with effect from January 26. The Home Department of the Odisha government has issued an order extending his suspension period for 60 more days.

Pandit had been suspended on July 30 last year for grave misconduct under the All India Services (Discipline and Appeal) Rules, 1969.

The decision to extend his suspension was reportedly taken after a high- level committee led by Chief Secretary Manoj Ahuja reviewed it on January 22. After going through the relevant documents and considering the material facts placed before it, the Review Committee had recommended the state government to extend the Pandit’s suspension for 60 more days with effect from January 26.    

    The state government had reviewed his suspension on September 27, 2024 and decided to extend the disciplinary action for further 120 days.

    Two PSUs under Indian Railways to get Navratna status

    There is good news for the Indian Railways as two Public Sector Units (PSUs) affiliated to Ministry of Railways — Indian Railways Catering & Tourism Corporation (IRCTC) and Indian Railway Finance Corporation (IRFC) – are all set to get Navratna status. They presently have Miniratna status. This change in status is likely to be announced this week, highly placed sources revealed. 

    The government is reported to have assessed their strength before giving them the new status. 

    Under the Navratna plan, launched in 1997, government-owned enterprises (CPSEs) with outstanding financial and market performance are selected for this status to give them more financial and operational freedom and enable them to make faster decisions.

    Navratna status brings big dividends ensuring greater autonomy, more room for investments without government approval, and an opportunity to form joint ventures or alliances and set up overseas subsidiaries.

    Apart from it, these PSUs can invest up to 30% of their net worth in a year, with a cap of Rs 1,000 crore, and assign investments of up to Rs 1,000 crore to projects without government approvals.

    UPSC candidates must submit documents before prelims; new rule mandates

    The Union Public Service Commission (UPSC) has come out with a significant reform for its Civil Services Examination. Now, candidates applying for the Civil Services Examination need to submit proofs of age, category, and other claims before the preliminary exam. This change is effective from the 2025 cycle itself.

    Earlier process required candidates to provide documentary proofs of claims after clearing the prelims.

    This policy shift seems to have been decided by the UPSC in order to preempt any unsavoury controversy like the one involving sacked IAS trainee Puja Khedkar, who was accused of fraudulently using OBC and disability quotas to secure her position. She is now fighting legal battle. This incident underscored the need for stricter upfront verifications.

    The commission hopes to minimize disputes and bolster the integrity of the examination by verifying claims at the application stage. According to the new guidelines, candidates applying for this year prelims as well have to upload supporting documents online for claims like date of birth, reservation category (SC/ST/OBC/EWS/PwBD/ex-servicemen), educational qualifications, and service preferences. Failure to do so will result in automatic disqualification.

    The UPSC says, this move aims to enhance transparency and streamline the selection process.

    Richa Mishra gets extension as JS&FA in DoWR, RD & GR

    The central deputation tenure of Richa Mishra (IDAS:1996) as Joint Secretary & Financial Advisor (JS&FA), Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD & GR), has been extended. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (24.01.2025), the Appointments Committee of the Cabinet has approved the proposal of the Department of Water Resources, River Development & Ganga Rejuvenation to extend the deputation tenure of Ms. Mishra for a period from 20.01.2025 to 31.03.2025 or until further orders, whichever is earlier.

    MNRE Joint Secretary Lalit Bohra repatriated to parent cadre

    Lalit Bohra (IRTS:1998), Joint Secretary in the Ministry of New & Renewable Energy (MNRE), has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (24.01.2025), the competent authority has approved the proposal of Ministry of New & Renewable Energy to his parent cadre on personal grounds with imposition of extended cooling off condition.

    Roopa Mishra gets extension one year as JS in MoHUA

    The central deputation tenure of Roopa Mishra (IAS:2004:OR) as Joint Secretary in the Ministry of Housing and Urban Affairs (MoHUA), has been extended for a period of one year. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (24.01.2025), the Appointments Committee of the Cabinet has approved the proposal of the Ministry of Housing and Urban Affairs to extend the deputation tenure of Ms. Mishra for a period of one year beyond 02.02.2025 or until further orders, whichever is earlier.

    Ishwar Singh Yadav appointed as Second Secretary (Hindi & Culture), High Commission of India, Suva

    Ishwar Singh Yadav, currently serving as Deputy Director (Hindi) in the Bureau of Indian Standard (BIS), has been appointed as Second Secretary (Hindi & Culture) at High Commission of India, Suva, for three years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (24.01.2025), the Appointments Committee of the Cabinet has approved the appointment of Mr Yadav to the post on the deputation basis for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier.

    Namrata S Kumar appointed India’s envoy to Latvia

    Namrata S Kumar (IFS: 1997) was on Friday (24.01.2025) appointed as the next Ambassador of India to Latvia. Presently, she is serving as Ambassador of India to Slovenia and is expected to take up the assignment shorty.

    In a statement, the MEA said,” Ms. Namrata S. Kumar (IFS: 1997), presently Ambassador of India to Slovenia, has been appointed as the next Ambassador of India to the Republic of Latvia.”

    “She is expected to take up the assignment shortly,” the statement added.

    Jitender Pal Singh appointed India’s envoy to Israel

    Jitender Pal Singh (IFS: 2002) was on Friday (24.01.2025) appointed as the next Ambassador of India to the State of Israel. Presently, he is serving as Joint Secretary in the Ministry of External Affairs and is expected to take up the assignment shorty.

    In a statement, the MEA said, “Shri. Jitender Pal Singh (IFS: 2002), presently Joint Secretary in the Ministry of External Affairs, has been appointed as the next Ambassador of India to the State of Israel.”

    “He is expected to take up the assignment shortly,” the statement added.

    He will replace Sanjeev Singla (IFS:1997), who served as the envoy from 2019 to 2024. In October 2024, Singla was appointed as the Ambassador of India to France.

    Gujarat: Pankaj Joshi appointed new Chief Secretary

    The Gujarat government on Friday (24.01.2025) appointed senior IAS officer Pankaj Joshi (IAS:1989:GJ) as new Chief Secretary of the state. He will replace the outgoing Chief Secretary Raj Kumar (IAS:1987:GJ), who is retiring from the service on January 31. Presently, Joshi is serving as Additional Chief Secretary in the Chief Minister’s Office (CMO).
