The Odisha government has allowed Chief Secretary Manoj Ahuja (IAS:1990:OR) to continue holding the additional charge of Chief Resident Commissioner, Government of Odisha, New Delhi.
The General Administration and Public Grievance Department of the Odisha Government has issued a notification in this regard.
“Manoj Ahuja, Chief Secretary, Odisha with the additional charge of Chairman, SJTA, Puri is allowed to remain in additional charge of Chief Resident Commissioner, Government of Odisha, New Delhi,” the notification said.
The Odisha government on Monday (27.01.2025) appointed retired IAS officer Madhusudan Padhi (IAS:1991:OR) as new State Election Commissioner.
“In pursuance of clause (1) of Article 243-K of the Constitution of India, the Governor of Odisha is pleased to appoint Shri Madhusudan Padhi, IAS(Retd.) as State Election Commissioner, Odisha,” reads a notification issued by the Panchayati Raj & Drinking Water Department.
Padhi will succeed retired IAS Aditya Prasad Padhi (IAS:1983:OR) as the State Election Commissioner, Odisha.
Madhusudan Padhi served the Odisha Government on different capabilities. He occupied prominent positions as Transport Commissioner, Principal Secretary in E&IT Department. He superannuated in October 2022.
In a significant development, the Odisha government on Monday (27.01.2025) appointed former Director General of Police (DGP) and Bharatiya Janata Party (BJP) leader Prakash Mishra (IPS:1977:OR) as Advisor to Chief Minister Mohan Charan Majhi.
As per a notification issued by the General Administration & Public Grievance (GA&PG) Department, the Odisha government appointed Prakash Mishra as the Advisor to the CM in the rank of a Cabinet Minister.
Mishra held the post of the DGP from 2012 to 2014. He retired in 2016 from the post of Director General (DG) of the Central Reserve Police Force (CRPF). During his central deputation, he also had headed the National Disaster Response Force (NDRF) and having stints at the National Investigation Agency (NIA) and the Union Home Ministry.
Following his retirement, he joined the Bharatiya Janata Party (BJP) ahead of the Lok Sabha and Assembly elections in the state in 2019 and unsuccessfully contested as BJP candidate from Cuttack Lok Sabha constituency in 2019 elections.
Jivan Kautikrao Bachhav (IRS-IT:2011) has been appointed as the Private Secretary to Prataprao Jadhav, Minister of State(Independent Charge) of the Ministry of Ayush. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (27.01.2025), the Appointments Committee of the Cabinet has approved appointment of Mr. Bachhav to the post for a period upto 05.02.2028 (i.e. for the balance period of her five years central deputation tenure) or or on a co-terminus basis with the Minister, or until her service as Private Secretary to the Minister concludes, or until further orders, whichever is earlier.
It’s worth noting that prior to this appointment, Mr. Bachhav was serving as Deputy Secretary in the Ministry of Culture under the central staffing scheme. However, his tenure in this role was curtailed due to his new appointment as the Private Secretary to Minister of State (I/C) Prataprao Jadhav. He will assume charge of the post at Director level.
The government of India has announced the vacancy for the post of the Securities and Exchange Board of India (SEBI) Chairperson. It is looking for a new SEBI chief as its current incumbent Madhabi Puri Buch’s tenure is concluding on February 28, 2025. The government has invited applications for it and the deadline for submitting applications is February 17, 2025.
The SEBI chairperson is typically appointed for three years, although extensions have been granted in the past. The selection is done on the basis of candidates’ expertise in finance, markets, and regulation.
Buch, the first woman to lead the regulatory body, assumed the role of SEBI chairperson on March 2, 2022, with a three-year term.
Buch’s tenure has been marked by controversies with even a parliamentary committee questioning her leadership over the NSE co-location scam. But the most damaging allegations came from the US-based Hindenburg Research, though now non-existent.
But the fact remains that despite these issues, the government decided she would complete her term.
She joined SEBI as a whole-time member in April 2017. Her five-year tenure as a whole-time SEBI member paved the way for her appointment as chairperson. Before joining SEBI she held leadership roles at ICICI Bank and served as the CEO of ICICI Securities.

The Union Government is soon going to embark on a hiring spree for independent director positions in Central Public Sector Enterprises (CPSEs), as the number of vacancies is getting alarming. As of December 2024, 86% of independent director positions in central public sector enterprises (CPSEs) were vacant. Filling these vacancies urgently is crucial, as independent directors act as custodians of the most exacting standards of corporate governance and protectors of stakeholders’ interests.
The vacancy rose by 27% in the last two months, prompting the government to accelerate the hiring process. A reliable source points out that urgent efforts are being made to fill the 200 such vacancies on the boards of 64 listed CPSEs.
According to the latest official data, as many as 648 of about 750 independent or non-official director positions on the CPSE boards were vacant at the end of December. The vacancies swelled to 441 at the end of October, as the tenures of many of them expired in recent months.
The government is exploring options to fast-track the appointment process. It also includes extending the tenure of non-official directors to fill in the vacancies.
As per report, CPSEs and their administrative ministries are engaged in talks with the departments of personnel and training (DoPT) and public enterprises and the corporate affairs ministry to fill in the positions urgently.
Such directors are usually appointed for a period of three years, with a provision for an extension of three years in the same CPSE. Beyond that, the directors can’t serve on the board of the same CPSE.
As per norms, at least one-third of a listed company’s directors must be the independent ones. An unlisted public company, beyond a stipulated size, needs to have at least two.
There are 389 CPSEs, including subsidiaries, in India, of which 70 are listed, which account for more than 8% of the total market capitalisation of BSE firms.
The Karnataka government has recently ( January 24) issued transfer and posting orders for 10 IAS officers and giving concurrent charge to two IAS officers.
