The newly-formed TVK government in Tamil Nadu has reconstituted the state Law Commission and appointed Justice D Krishnakumar as its Chairperson. Justice Krishnakumar is a legal luminary who has served as the Chief Justice of the Manipur High Court. There has been a delay in its reconstitution, as the previous commission’s tenure expired on June 18.
According to the notification issued on Aug 7, the Commission will have a three years tenure from the date on which the Chairman assumes charge.
The newly-constituted body will have former Madras High Court judge Justice R M T Teekaa Raman, former Additional Chief Secretary (ACS) T. K. Ramachandran, and former Law Secretary A Arunagiri as its full-time members, besides retired district judges P Mohan Doss and R Govindarajan as part-time members, with a law secretary-cadre officer as the full-time member-secretary.
The Commission bears the responsibility of suggesting modifications or amendments to existing laws and recommending social and economic legislative measures. More importantly, it also has to suggest amendments not only to state laws but also to central laws applicable to Tamil Nadu, besides recommending rationalisation of acts and laws in the state.
Further, besides making recommendations for judicial and administrative reforms aimed at improving and expediting procedures, the Commission has also to suggest ways and means for inter-state relations and centre-state relations.
In addition, the Commission will also consider references made by the govt on legislation involving more than one department and matters relating to law and judicial administration.
