HP: Gopal Sharma appointed OSD to CM Sukhvinder Singh Sukhu

Retired IAS officer Gopal Sharma has been appointed as Officer on Special Duty (OSD) to Chief Minister Sukhvinder Singh Sukhu on a co-terminus basis. An official notification regarding this was issued on Saturday. Sharma joined the HAS cadre in the year 1994 and was promoted to IAS in 2009.

Gopal Sharma has served as SDM in Badsar, Dehragopipur, and Chamba including Nadaun of District Hamirpur. Has been ADM in Chamba, Bharmour and Shimla. Has served as Joint Commissioner in Municipal Corporation Shimla and Managing Director of State Cooperative Bank.

Gopal Sharma has retired from the post of Special Secretary of Education. He has obtained 15 degrees in various subjects. He has also visited 20 countries including various states of India. Gopal Sharma is originally a resident of Arki in District Solan.

ACC clears appointment of 2 Members & 2 DGs in Railway Board

The Appointment Committee of the Cabinet (ACC) on Saturday issued orders notifying the long-awaited Board level appointments at Level 17 (Ex-officio Secretary to the Govt of India) and the empanelment of officers at Level 17 posts under Indian Railway Management Service (IRMS).

The newly appointed Members and DGs are as follows:

  1. Anil Kumar Lahoti (IRSE:1984) has been appointed as Member, Infrastructure. Presently, he is GM of Central Railway.
  2. Naveen Gulati (IRSEE:1986) has been appointed as Member, Traction & Rolling Stock, Presently, he is GM, Integral Coach Factory (ICF), Chennai.
  3. Braj Mohan Agarwal (IRSME:1986) has been appointed as DG, Safety. Presently, he is GM, Modern Coach Factory, Rae Bareli.
  4. Mohit Sinha (IRAS:1986) has been appointed as DG, HR. Presently, Additional Member (Revenue), RB

The list of officers empaneled for holding Level 17 posts under IRMS are as follows:

  2. Roop N Sunkar (IRSE:1985)
  3. Mohit Sinha (IRAS:1986)

Anjali Goyal (IRAS:1985) and Jaya Varma Sinha (IRTS:1986) appear to have paid the price for late filing of Annual Immovable Property Returns (AIPRs) and the denial of vigilance clearance, which resulted in their denial of inclusion in Level 17 panels. Furthermore, 81 officers were denied enlistment for Level 17 posts in the IRMS. 

MP: Senior IAS officer Dr. Manohar Agnani gets VRS

Dr. Manohar Agnani (IAS:1993:MP) has been granted VRS and he will retire from service on January 6, 2023. Presently, he is working in the Govt of India as an Additional Secretary in the Ministry of Health & Family Welfare. Now, the consent has been obtained, so he will retire over 20 months earlier than he would have otherwise. In order to apply for VRS, an IAS officer must inform the government three months in advance. However, Mr. Agnani applied for VRS on December 6, and the government granted him an exception.

Bihar: R S Bhatti appointed as new DGP

The Bihar government on Sunday (18.12.2022) appointed senior IPS officer Rajwinder Singh Bhatti (IPS:1990:BH) as the new Director General of Police (DGP) of the state. He will replace incumbent DGP SK Singhal (IPS:1988:BH), who is retiring on 19 December. Currently, Mr. Bhatti is the ADG of the Eastern Command of the Border Security Force (BSF).

Odisha: Usha Padhee posted as Principal Secretary, Technical Education & Skill Development

The Odisha government on Friday effected a minor bureaucratic reshuffle by appointing IAS officer Usha Padhee (IAS:1996:OR) as Principal Secretary of the Technical Education and Skill Development Department. She is allowed to remain in additional charge of Principal Secretary, Commerce & Transport Department.

Assam: Two IPS officers transferred, Diganta Barah posted as CP of Guwahati

The Assam government on Tuesday (13.12.2022) issued transfer and posting orders for two Indian Police Service (IPS) officers.

The names of the officers and their postings are as follows :

  1. Harmeet Singh (IPS:1992:AM), Commissioner of Police, Police Commissionerate, Guwahati has been transferred and posted as Special Director General of Police (Administration), Assam, Ulubari, Guwahati. He will continue to be substantively posted as Special Director General of Police (Border), Assam.
  2. Diganta Barah (IPS:2004:AM), Commissioner/Secretary, Home & Political and Information & Public Relations Departments is transferred and posted as Commissioner of Police, Police Commissionerate, Guwahati.

Sikkim: Two IFS officers shifted

The Sikkim government on Wednesday (14.12.2022) issued transfer and posting orders for two Indian Forest Service (IFS) officers.

The names of the officers and their postings are as follows :

  1. Dr. Mukund Lall Srivastava (IFS:1989:SK), PCCF-cum-Addl. Chief Secretary, Forest & Environment Department with additional charge of Tourism & Civil Aviation Department is now transferred and posted as Additional Chief Secretary, Tourism & Civil Aviation Department.
  2. Pradeep Kumar (IFS:1995:SK), Additional PCCF, Forest & Environment Department is posted as Additional PCCF-cum-Secretary, Forest & Environment Department.

MP: 2 IAS officers get additional charges, one transferred, one order amended

The Madhya Pradesh government has issued transfer and posting orders for four IAS officers. Among them, two have been given additional charges, while one IAS officer’s posting order has been amended. In the fourth order, one IAS officer was transferred. All these orders were issued separately.

The names of the officers and their postings are as follows :

  1. Sanjay Kumar Shukla (IAS:1994:MP), Principal Secretary, Public Health Engineering Department has been given additional charge of MD, MP Jal Nigam.
