With the tenure of the incumbent Director General of Police (DGP) of Bihar S K Singhal (IPS:1988:BH) ending on December 19, the state government is all set to announce a new incumbent to the top post as the Union Public Service Commission (UPSC) has sent back to the state government a panel of three IPS officers to choose from for the new police chief.
A list of 11 names of DG rank IPS officers was submitted by the Bihar government to the UPSC for the post of state police chief, after which UPSC compiled a panel of three IPS officers and sent it back to the Bihar government.
According to the sources, Alok Raj (IPS:1989:BH), RS Bhatti (IPS:1990:BH), and Shobha Ahotkar (IPS:1990:BH) are in the race for the top post. Raj and Bhatti will retire in December 2025 and September 2025, respectively while Ahotkar will retire in June 2026. The appointment of DGP is critical in view of successive elections in 2024 and 2025.
The Jharkhand government on Thursday (15.12.2022) issued transfer and posting orders for eighteen IAS officers across the state.
The names of the officers and their postings are as follows :
Ajay Kumar Singh (IAS:1995:JH), Rural Work Department with additional charge of Principal Secretary, Finance has been given additional charge of Panchayat Raj Department.
Rajesh Kumar Sharma (IAS:2003:JH), Secretary, Transport Department with additional charge Transport Commissioner has been transferred and posted as Secretary, Labour, Planning, Training and Skill Development.
Praveen Kumar Toppo (IAS:2003:JH), Secretary, Labour, Planning, Training and Skill Development with additional charge of Labour Commissioner has been transferred and posted as Divisional Commissioner, South Chotanagpur Division, Ranchi.
K Srinivasan (IAS:2005:JH), Secretary, Scheduled Tribes, Schedule Castes, Minorities and Backward Classes Department has been given additional charges of Secretary, Transport Department and Labour Commissioner.
Kamleshwar Prasad Singh (IAS:2008:JH), Excise Commissioner with additional charge of MD, Jharkhand Beverage Corporation, Ranchi has been transferred and posted as Special Secretary, Labour, Planning, Training and Skill Development.

Rajat Kumar Saini (IAS:2007:TG) has been appointed as Director in the Department of Promotion of Industry and Internal Trade (DPIIT) for a period of five years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (15.12.2022), the competent authority has approved the appointment of Mr. Saini to the post for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.
After more than one year, the Karnataka government has approved the voluntary retirement scheme (VRS) of former Indian Police Service (IPS) officer and Additional Director General of Police Bhaskar Rao (IPS:1990:KN).
A government notification, dated December 13, stated that the competent authority has accepted the voluntary retirement notice of Rao under Rule 16(2) of All India Services 9 (DCRB) Rules, 1958 from the IPS with effect from April 2, 2022. Rao applied for VRS in September last year.
In April this year, he joined the Aam Admi Party (AAP) in Karnataka after quitting the uniformed service after more than three decades. The AAP appointed Rao as Karnataka’s Vice-President in June.
Tata Power secured shareholder approval to appoint former Union home secretary Rajiv Mehrishi (Retd.IAS:1978:RJ) as an independent director on its board. According to a regulatory filing on Tuesday, the special resolution for Mehrishi’s appointment as an independent director passed with the required majority.
Mehrishi is a retired IAS officer belonging to the Rajasthan cadre and has a wide experience of over 42 years.
He has served in various key posts in Union and Rajasthan governments. Among other positions, he has served as Union home secretary, was also the 13th Comptroller and Auditor General of India (C&AG).
The Punjab government has sent a panel of three IPS officers to Chandigarh administration for the post of SSP (UT), which is a Punjab cadre post.

Garg is currently SSP Mohali while IPS Bhagirath Singh Meena is the SSP SBS Nagar. Dr Akhil Chaudhary is posted as AIG, Personnel, in the Punjab police headquarters Sector 9.
SSP Kuldeep Singh Chahal (IPS:2009:PB) was repatriated to Punjab and relieved from Chandigarh with immediate effect following the allegation of ‘misconduct’ on December 12. The UT Administrator, Banwarilal Purohit, had urged the Punjab government to send a panel of IPS officers at the earliest.
In the midst of the ongoing controversy over the transfer of Chandigarh Senior Superintendent of Police, Chief Minister Bhagwant Mann on Thursday announced that everything had been cleared up and a penal of IPS officers has been sent for the post. The development came after Punjab Governor Banwarilal Purohit slammed Mann saying he should ascertain facts before writing to him.
Notably, Bhagwant Mann earlier on Tuesday wrote a letter to Governor Banwarilal Purohit over Chandigarh Senior Superintendent of Police Kuldeep Singh Chahal’s transfer. Governor responded to the Chief Minister’s letter by saying that he was not informed of the issue by his top officials. Further, the governor said Mann unnecessarily made it a Punjab-Haryana issue.
Accusing violation of laid precedent, CM Bhagwant Mann in his letter to Punjab Governor said, “The post of Senior Superintendent of Police, Union Territory, Chandigarh has traditionally been occupied by a Punjab Cadre IPS Officer and that of Deputy Commissioner, Chandigarh by a Haryana Cadre IAS Officer.”
“However, I am surprised to learn that Kuldeep Singh Chahal IPS has been repatriated to Punjab prematurely and the charge of this post has been given to a Haryana Cadre IPS Officer. This is going to disturb the balance among the States in running the affairs of UT, Chandigarh,” the letter added.
Union Minister Jitendra Singh on Wednesday informed the Lok Sabha that there are 979,327 vacancies in the central government for different posts and departments.
As per the Annual Report of Pay Research Unit of Department of Expenditure, the number of vacant posts under various Ministries/ Departments of the Central Government, as on March 1, in Group A, B and C are 23584, 118807 and 836936, respectively, Union Minister of State for Personnel Jitendra Singh said in a written reply.
He added that there is an overall shortage of officers in the grade of Section Officers of Central Secretariat Service (CSS). In a written reply in Rajya Sabha, the Personnel Minister said that as of July 2022, over 8000 Central Secretariat Service (CSS), Central Secretariat Stenographers Service (CSSS) and Central Secretariat Clerical Service (CSCS) officers have been promoted, and pendency since 2013 have been cleared paving way for promotions at a large scale. Only vacancies that are subjudice, are pending and subject to final decision.
As part of Mission Recruitment, Rozgar Mela being held across the country, more than 1.47 lakh new appointees have been inducted across Central Ministries / Departments / PSUs / Autonomous bodies / Banks etc., so far.
In a written reply to another question on Rozgar mela, Dr. Singh informed Rajya Sabha that the Rozgar Melas being organized by Government of India are expected to act as a catalyst in further employment generation and provide meaningful opportunities to the Youth for their empowerment and participation in National Development directly.
Union Minister said that during the last five years, Staff Selection Commission (SSC) and Union Public Service Commission (UPSC) have recommended 1,74,894 and 24,256 candidates, respectively, in Group ‘A’, ‘B’ and ‘C’ services.
He said that occurrence and filling up of vacancies is a continuous process, as per the requirement of various Ministries/ Departments/ Organizations of Central Government. The Centre has already issued instructions to all Ministries/ Departments for timely filling up of the unfilled posts.
It appears that top-level administrative crunch will continue to pinch the key government policy push, as the number of vacant All India Services positions rises to 3393. A total of 1,472 Indian Administrative Service (IAS) officers, 864 Indian Police Service (IPS) officers, and 1,057 Indian Forest Service (IFS) officers are vacancies, the Lok Sabha was informed on Wednesday.
According to a written reply by Union Minister of State for Personnel Jitendra Singh, the sanctioned strength of IAS officers was 6,789, 4,984 of IPS officers and 3,191 for IFS officers as on January 1, 2022. In all, 5,317 IAS officers, 4,120 IPS officers and 2,134 IFS officers were in position, he said.
“Occurrence and filling up of vacancies is a continuous process. It is the endeavour of the central government to fill up vacant posts expeditiously. The Union Public Service Commission (UPSC) conducts examinations for filling up of vacancies on direct recruitment basis in IAS, IPS and IFS every year,” the minister said.
The government has increased the annual intake of IAS officers to 180 through civil services examination (CSE) till CSE-2021, he said.
Further, a committee has been constituted for recommending the intake of direct recruit IAS officers every year through CSE from CSE-2022 to CSE-2030, the minister said.
The intake of IPS officers through CSE has been increased to 200 from CSE-2020, Singh said, adding that the intake of IFS has been raised to 150 in 2022.
