In an administrative development, IAS officer Amar Kushawha (IAS:2012:TN), currently serving as Deputy Secretary in the Department of Fertilizers, has been re-designated as Director in the same department.
According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (February 12, 2026), the competent authority approved the re-designation of the post from Deputy Secretary to Director with effect from the date of assumption of charge of the re-designated post. His tenure will continue for the balance period of the total admissible five-year tenure under the central staffing scheme.
Amar Kushawha began his central deputation tenure on February 19, 2025, when he assumed charge as Deputy Secretary in the Department of Fertilizers. Prior to proceeding on central deputation, he was serving in Tamil Nadu as Joint Secretary in the Food, Civil Supplies & Consumer Affairs Department.
In a significant administrative decision, the central government has approved an extension in the central deputation tenure of senior IAS officer Sunil Kumar Barnwal(IAS:1997:JH) as Chief Executive Officer of the National Health Authority (NHA) under the Department of Health and Family Welfare until December 2027.
According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (February 11, 2026), the Appointments Committee of the Cabinet cleared the proposal to extend his deputation tenure up to December 2, 2027, or until further orders, whichever is earlier.
Sunil Kumar Barnwal has been serving as CEO of the National Health Authority since September 1, 2025, when he was shifted from the Department of Higher Education, where he held the post of Additional Secretary. He had originally joined central deputation on December 3, 2020, after being appointed Joint Secretary in the Ministry of Home Affairs for a five-year tenure ending December 2, 2025. As he was not relieved at the end of the tenure, his deputation has now been retrospectively extended until December 2, 2027. Although, retrospective word is not mentioned in the DoPT order.

Nitesh Kumar Vyas has been serving in the Ministry of Home Affairs since October 26, 2024, when he was shifted from the Election Commission of India and appointed as Additional Secretary. Earlier, he had been posted in the Election Commission as Deputy Election Commissioner at the Joint Secretary level on May 31, 2021, for a five-year tenure that was originally scheduled to run until May 30, 2026.
In a significant development, the central government on Wednesday (February 12, 2026) approved a six-month extension in the service of Meghalaya Director General of Police Idashisha Nongrang (IPS:1992:AM) beyond May 19, 2026.
According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet cleared the proposal of the Ministry of Home Affairs to extend the tenure of the incumbent DGP in relaxation of Rule 16(1) of the AIS (DCRB) Rules, 1958, as a special case in public interest.
Notably, Idashisha Nongrang had taken charge as DGP on May 20, 2024, following the retirement of her predecessor LR Bishnoi (IPS:1991:AM) on May 19. Her regular two-year tenure was scheduled to conclude on May 19, 2026.
She holds the distinction of being the first woman Director General of Police of Meghalaya and belongs to the Khasi community.
As part of an Odisha IAS reshuffle, the state government on Wednesday (February 11, 2026) transferred and reassigned five Indian Administrative Service officers across important departments.
According to an official notification, the Odisha IAS reshuffle includes the transfer of D Prasanth Kumar Reddy as Managing Director of IDCO along with changes in several other departments.
Bhupendra Singh Poonia (IAS:2008:OR), currently serving as Commissioner-cum-Secretary of the Skill Development and Technical Education Department, has been allowed to continue holding the additional charge of Commissioner-cum-Secretary of the Sports and Youth Services Department.
D Prashanth Kumar Reddy (IAS:2009:OR), who was serving as Commissioner-cum-Secretary of the Micro, Small and Medium Enterprises Department along with the additional charge of IDCO Managing Director, has now been formally transferred and posted as Managing Director of IDCO.
Rashmita Panda (IAS:2010:OR), earlier appointed as Vice-Chairperson of the Bhubaneswar Development Authority with additional responsibilities in Bhubaneswar Smart City Limited and the Housing & Urban Development Department, has been posted as Commissioner-cum-Secretary of the Micro, Small and Medium Enterprises Department. Aboli Sunil Naravane (IAS:2015:OR), Director of Industries with additional charge of Odisha Small Industries Corporation and Odisha State Financial Corporation, has been entrusted with the additional responsibility of Managing Director of IPICOL.
In a significant administrative move, the Telangana government on Wednesday (February 11, 2026) approved the GHMC trifurcation, reorganising the existing civic structure into three separate municipal corporations to improve governance efficiency and public service delivery. The decision follows the earlier restructuring of the Greater Hyderabad Municipal Corporation into 12 zones and 60 circles in December 2025.
The newly created civic bodies are Cyberabad Municipal Corporation, Malkajgiri Municipal Corporation and the redefined Greater Hyderabad Municipal Corporation. Senior IAS officer Jayesh Ranjan(IAS:1992:TG), Special Chief Secretary of the Metropolitan Area & Urban Development Department, has been appointed Special Officer to supervise transitional arrangements in all three corporations until elected municipal bodies are formed.
As per the government order, Cyberabad Municipal Corporation will include Serilingampally, Kukatpally and Qutbullapur zones, while Malkajgiri Municipal Corporation will cover Malkajgiri, Uppal and LB Nagar zones. The remaining zones—Shamshabad, Rajendranagar, Charminar, Golconda, Khairatabad and Secunderabad—will continue under the Greater Hyderabad Municipal Corporation, with each corporation functioning as an independent legal entity.
Following the restructuring, several IAS officers linked to civic administration have been reassigned. RV Karnan (IAS:2012:TG) will continue as Commissioner of the Greater Hyderabad Municipal Corporation. G Srijana (IAS:2012:TG) has been posted as Commissioner of Cyberabad Municipal Corporation, and T Vinay Krishna Reddy (IAS:2013:TG) as Commissioner of Malkajgiri Municipal Corporation.
The state government also issued additional administrative postings. Dr Jyoti Buddha Prakash (IAS:2002:TG) has been appointed Chairman & Managing Director of Singareni Collieries Company Limited. The Appointments Committee of the Cabinet (ACC) on Tuesday (February 10, 2026) approved the empanelment of 151 officers of the Indian Revenue Service (Income Tax) for promotion to the grade of Commissioner of Income Tax (CIT) in Level 14 of the Pay Matrix for the panel year 2026. The promotions will take effect from the date the officers assume charge of their respective posts and will remain valid until further orders.

The assessment of Rajesh Kumar Dhanesta has been deferred for the 2026 panel year. The promotion case of Rupesh Agrawal to the CIT grade has also been deferred.
The Punjab and Haryana High Court expressed dismay at the differential transfer policy adopted by the Punjab police on Tuesday. The court asked the Punjab DGP, Gaurav Yadav (IPS:1992:PB), whether the transfer norms applicable to lower-rank police officers would be applied to higher-ranking officials as well.
The court directed the DGP to consider transferring police officers of the rank of inspector and above who have stayed in a particular district for three years at a stretch to other places.
The court said it is strange that such a policy is applicable to only lower-rank police officials, not to higher ranks. The court directed the DGP to file an affidavit in this regard.
The DGP informed the High Court that security arrangements for individuals currently being provided protection had been reviewed to ensure optimal deployment of personnel.
The court also examined developments related to the Mohali Court Complex incident. The Punjab Police informed the bench that a charge sheet had been filed against the accused on February 7, 2026. In an attempt to enforce transparency in the investigation, the court directed authorities to produce the case diary to reflect the progress made from the registration of the FIR to the filing of the charge sheet.
The court did not stop here and went on to direct the principal secretary of the prison to submit a status report on steps taken to strengthen prison security in compliance with earlier judicial directions.
The matter is listed for further hearing on February 18, 2026, with the court expecting detailed compliance reports from the concerned authorities.
The bench also took note of disciplinary action pending against the Senior Superintendent of Police (SSP) in connection with the 2022 security lapse during the Prime Minister’s visit to Punjab. The bench asked the state government to update it on the status of the disciplinary proceedings.
The High Court also inquired about the action taken in extortion complaints filed on the Punjab police helpline number. The DGP informed the High Court that the police had received 279 calls related to extortion and threats, on which the court directed him to provide details regarding the action taken in that regard and also to confirm whether any complainants faced physical harm after reporting such threats.
In a significant development, the Lucknow bench of the Allahabad High Court quashed the high-profile solar project bribery case, bringing relief to IAS officer Abhishek Prakash (IAS:2006:UP) and arrested accused Nikant Jain. The bench noted that the allegations against the duo lacked evidence and thus could not stand legal scrutiny. IAS officer Prakash, former Invest UP CEO, was placed under suspension in March 2025, following allegations of demanding a bribe for the project.
With this verdict the corruption case stands officially closed, clearing the path for Abhishek Prakash’s reinstatement.
The case had been filed in March 2025, following the allegations of bribery in a major solar manufacturing project worth nearly Rs 400 crore. It was alleged that a commission was demanded for clearing the project, but no evidence could be presented in the court.
The court observed that the charges of corruption framed under the Bharatiya Nyaya Sanhita (BNS) and the Prevention of Corruption Act did not constitute any actionable offence. In this way, the chargesheet filed in the case on May 15, 2025, has also been cancelled.
What came as a surprise is that the complainant himself informed the court that the complaint had been filed due to a misunderstanding, adding that the complaint made to the Chief Minister’s Office (CMO) was not correct and had stemmed from confusion.
The Special Task Force (STF) had been constituted following a complaint, and an investigation was launched, resulting in action against the accused. But the High Court’s verdict has now overturned the proceedings.
In a gesture of goodwill, the Union Govt. brought in an important amendment to the Ex-servicemen (Re-employment in Central Civil Services & Posts) Rules on February 9, granting ex-servicemen benefits to former Military Nursing Service (MNS) officers. This amendment makes them eligible for re-employment in central civil services from this year.
The purpose of the amendment is to clarify and expand the definition of ex-servicemen’s eligibility for re-employment in central government. This change in rule comes under Article 309 of the Constitution.
The amendment virtually resolves the previous ambiguities involving the status of Military Nursing Service (MNS) officers. These officers previously faced ambiguity in accessing second-career opportunities after their military service.
The MNS personnel have now been officially included within the ambit of ex-servicemen, no matter whether they served as combatants or non-combatants.
According to the notification, ex-servicemen now explicitly lists the ‘Military Nursing Service of the Indian Union’ alongside the Regular Army, Navy, and Air Force.
The new rule is applicable to all, irrespective of the rank they served and the nature of their duties. This official recognition is believed to create a pathway for a broader group of former defence personnel to access post-retirement rehabilitation measures and government employment.
This amendment grants them access to benefits like reservation and age relaxation. Now MNS personnel are eligible for 10% reservation in Group ‘C’ posts and 20% in Group ‘D’ posts under central government jobs.
Apart from reservation, the amendment also provides for age relaxation, according to which eligible candidates can now deduct their years of military service, plus an additional three years, from their actual age while applying for civil employment, in line with existing benefits for other ex-servicemen.
The new provision thus provides a level playing field for MNS officers so that the time they spent in service does not become a barrier to their employment prospects.
The former MNS officers will also be able to get new benefits and employment priority as the rules bring MNS personnel on an equal footing with other ex-servicemen in examinations conducted by the Union Public Service Commission (UPSC) and Staff Selection Commission (SSC).
The notification said that the amendment to Rule 2 took effect immediately upon publication.
This change is meant for strengthening the prospects of rehabilitation and second-career advancement for the MNS community.
This latest amendment brings with it the assurance of equal treatment and support to all eligible former defence staff—including those from the Military Nursing Service—to seek re-employment in Central Civil Services.
