Sanjiv Kumar Singh appointed CMD of Hindustan Copper Limited

Sanjiv Kumar Singh, Director (Mining), Hindustan Copper Limited (HCL) has been appointed as the Chairman-cum-Managing Director (CMD) by the Appointments Committee of the Cabinet (ACC) until the date of his superannuation, i.e. June 30, 2026.

The Public Enterprises Selection Board (PESB) had recommended his name to the Appointments Committee of the Cabinet (ACC) on December 18, following an interview process involving 7 candidates.

Abhinav Agrawal appointed Deputy Secretary in Election Commission of India

Abhinav Agrawal (IRS-IT:2014), who was recommended for central deputation by the Department of Revenue, has been selected for appointment as Deputy Secretary in the Election Commission of India, Delhi, for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (21.03.2025), Mr Agrawal will serve in the post under the central staffing scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

ACC approves appointments of 35 officers at Joint Secretary level

In a major administrative rejig on Friday (21.03.2025), the Appointments Committee of the Cabinet (ACC) has approved a number of appointments of officers at the Joint Secretary/ Joint Secretary equivalent level posts in various departments.

The names of the officers and their postings are as follows:

  1. Muktanand Agarwal (IAS:2008:RJ) has been appointed as as CEO (JS level), Pradhan Mantri Fasal Bima Yojna (PMFBY), Department of Agriculture & Farmers Welfare, for an overall tenure of 5 years upto November 06, 2027 or until further orders whichever is earlier. He replaces Ritesh Chauhan (IAS:2005:HP).
  2. Ms. Prajakta L Verma (IAS:2001:MH) has been appointed as Joint Secretary, Department of Atomic Energy, for an overall tenure of 5 years upto March 23, 2027, or until further orders, whichever is earlier vice Ajay Ramesh Sule (IDAS:1993).
  3. Lakhpat Singh Choudhary (IRSS:1997) has been appointed as Joint Secretary, Ministry of Coal, for a tenure upto the date of his superannuation on December 31, 2029, or until further orders, whichever is earlier. He replaces Nagaraju Maddirala (IAS:1993).
  4. Saket Kumar (IAS:2009:BH) has been appointed as Joint Secretary, Department of Commerce, for a combined tenure of 7 years upto August 16, 2025 or until further orders, whichever is earlier.
  5. Satinder Kumar Bhalla (ITS:1992) has been appointed as Secretary (JS level), North Eastern Council Secretariat under the Ministry of Development of North Eastern Region, for a tenure upto the date of his superannuation on July 31, 2028, or until further orders, whichever is earlier. He replaces K Moses Chalai (IAS:1990:MN).
  6. Madhup Vyas (IAS:2000:AGMUT) has been appointed as Deputy Election Commissioner (DEC), Election Commission of India, for a tenure of five years, or until further orders, whichever is earlier vice Nitesh Kumar Vyas (IAS:1996:MP).
  7. Ajay Kumar (IP&TA&FS:1993) has been appointed as Joint Secretary, Department of Ex-Servicemen Welfare, for a tenure upto the date of his superannuation on July 31, 2029 or until further orders, whichever is earlier. He succeeds Hariprasad Pudi (IRAS:1994).
  8. Devesh Deval (IAS:2004:MN) has been appointed as Joint Secretary, Ministry of Food Processing Industries, for a tenure of five years, or until further orders, whichever is earlier.
  9. Raghav Langer (IAS:2009:UD) has been appointed as Secretary, National Medical Commission (NMC) (JS level), under the Department of Health & Family Welfare, for a combined tenure of 7 years upto October 03, 2025 or until further orders, whichever is earlier. He replaces Sandhya Bhullar (IAS:2003:GJ).
  10. Jyoti Yadav (IAS:2009:UD) has been appointed as Joint Secretary, National Health Authority (NHA), under the Department of Health & Family Welfare for a combined tenure of 7 years upto June 13, 2026, or until further orders, whichever is earlier.
  11. Prem Chandra Maurya (IRS-IT:1995) has been appointed as Joint Secretary, Ministry of Heavy Industries for a tenure upto the date of his superannuation on January 31, 2028, or until further orders, whichever is earlier vice Mukta Shekhar (IRAS:1994).
  12. Armstrong Pame (IAS:2009:MN) has been appointed as Joint Secretary, Department of Higher Education, for an overall tenure of 5 years upto April 17, 2027 or until further orders, whichever is earlier vice Neeta Prasad (IInfoS:1991).
  13. Prasana R (IAS:2004:CG) has been appointed as Joint Secretary, Ministry of Home Affairs for a tenure of five years, or until further orders, whichever is earlier vice Ashutosh Agnihotri (IAS:1999:AM).
  14. Sushma Chauhan (IAS:2009:AGMUT) has been appointed as Joint Secretary, Ministry of Home Affairs for an overall tenure of 5 years upto December 07, 2027, or until further orders, whichever is earlier vice B C Joshi (IOFS:1992).
  15. Samir Kumar (IRTS:1999) has been appointed as Joint Secretary, National Human Rights Commission (NHRC) under the Ministry of Home Affairs for a tenure of five years, or until further orders, whichever is earlier. He replaces Anita Sinha (IRS-IT:1990).
  16. M Ramachandrudu (IAS:2009:BH) has been appointed as Director (Census Operations) (JS level), Bihar, O/o Registrar General and Census Commissioner, India, under the Ministry of Home Affairs, for an overall tenure upto December 31, 2025, or until further orders, whichever is earlier.
  17. T Mithra (IAS:2009:KL) has been appointed as Director (Census Operations) (JS level), Kerala, O/o Registrar General and Census Commissioner, India, under the Ministry of Home Affairs, for an overall tenure upto December 31, 2025.
  18. Pradeep KumarJha (IAS:2006:MN) has been appointed as Joint Secretary, Ministry of Housing and Urban Affairs for a tenure of five years, or until further orders, whichever is earlier vice Rahul Kapoor (IRAS:2002).
  19. Isha (IAS:2009:PB) has been appointed as Joint Secretary, Ministry of Housing and Urban Affairs an overall tenure of 5 years upto July 30, 2028, or until further orders, whichever is earlier.
  20. Ashish Kumar (IOFS:1996) has been appointed as Joint Secretary, Department of Investment & Public Asset Management for a tenure upto the date of his superannuation on January 31, 2029, or until further orders, whichever is earlier. He replaces Rahul Jam (IAS:2005:MP).
  21. Satya Pratap Singh (IDAS:2003) has been appointed as Joint Secretary, Department of Justice, for a tenure of five years, or until further orders, whichever is earlier. He replaces Pravash Prashun Pandey (IRPS:1992).
  22. Vatsalya Saxena (IRS-IT:1994), Chief Executive Officer (CEO) (JS level), Khadi and Village Industries Commission (KVIC) under the Ministry of Micro, Small and Medium Enterprises, has been prematurely repatriated to his parent cadre.
  23. Javvadi V Naga Subramanyam (IAS:2009:AM) has been appointed as Joint Secretary, Ministry of New and Renewable Energy, for an overall tenure of 7 years upto September 25, 2026, or until further orders.
  24. Rajesh Kuihari (IRSEE:1996) has been appointed as Joint Secretary in the Ministry of New and Renewable Energy, for a tenure upto the date of superannuation on July 31, 2029 or until further orders, whichever is earlier vice Ajay Yadav (IAS:2005:BH).
  25. Kamala Kant Tripathy (IES:1999) has been appointed as Joint Secretary, Economic Advisory Council to the Prime Minister (EAC-PM), NITI Aayog for a tenure five years, or until further orders, whichever is earlier vice Pawan Kumar Sam (IAS:2005:AGMUT).
  26. Mukta Shekhar (IRAS:1994) has been appointed as Joint Secretary in the Ministry of Panchayati Raj for a tenure upto the date of her superannuation on March 31, 2029, or until further orders, whichever is earlier. She replaces Vikas Anand (IAS:2002:AGMUT).
  27. Sushil Mansing Khopde (IPS:1995:BH) has been appointed as Add. DG (JS level), Directorate General of Shipping under the Ministry Ports, Shipping & Waterways for a tenure upto the date of his superannuation on September 30, 2029, or until further orders, whichever is earlier vice Kumar Sanjay Bariar (IP&TA&FS:1993).
  28. Venkatesapathy S (IAS:2009:KL) has been appointed as Joint Secretary (Shipping), Ministry Ports, Shipping & Waterways, for an overall tenure of 5 years upto May 01, 2028, or until further orders, whichever is earlier.
  29. Aditi Singh (IAS:2009:UD) has been appointed as Joint Secretary, Department of Rural Development, for an overall tenure of 5 years upto July 30, 2028, or until further orders, whichever is earlier. She replaces Charanjit Singh (IFoS:1990:MP).
  30. Prabhat Tyagi (IFoS:1995:AGMUT) has been appointed as CMD, National Scheduled Castes Finance & Development Corporation (NSFDC) under the Department of Social Justice & Empowerment, for a tenure upto the date of his superannuation on October 31, 2028, or until further orders, whichever is earlier. He will succeed Rajnish Kumar Jenaw (IP&TA&FS:1992).
  31. H Kam Suanthang (CSS) has been appointed as Joint Secretary, National Commission for Scheduled Castes (NCSC) under the Department of Social Justice & Empowerment for a tenure of five years, or until further orders, whichever is earlier. He succeeds Rajeev Kumar Tiwari (IFoS:1993:JK).
  32. Padmini Singla (IAS:2002:AGMUT) has been appointed as Joint Secretary, Ministry of Textiles, for a tenure of five years, or until
    further orders, whichever is earlier vice Prajakta L Verma (IAS:2001:MH).
  33. Anant Prakash Pandey (IFoS:1999:HY) has been appointed as Joint Secretary, Ministry of Tribal Affairs, for a tenure of five years, or until further orders, whichever is earlier vice Naval Jit Kapoor (IRS-IT:1992).
  34. Karan Singh (IRTS:1999) has been appointed as Joint Secretary, Department of Water Resources, RD & GR for an overall tenure of 5 years upto August 1 2027, or until further orders, whichever is earlier.
  35. Sanjeev Kumar Sharma (ITS:1990) has been appointed as Member Secretary (JS level), National Commission for Protection of Child Rights (NCPCR) under the Ministry of Women & Child Development for a tenure upto the date of his superannuation on August 31, 2028.

Shruti Singhal re-designated as Director in National Recruitment Agency

Shruti Singhal (IRAS:2011), currently serving as Deputy Secretary in the National Recruitment Agency, has been re-designated as Director. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (20.03.2025), the competent authority has approved the proposal to re-designate Ms. Singhal ’s post to Director level with effect from the date of assumption of charge of the re-designated post, and for a period up to May 23, 2028 i.e. total tenure of five years under central staffing scheme.

It is noteworthy that Shruti Singhal began her central deputation tenure on May 24, 2023.

Masroor Ahmad appointed Director in D/o Economic Affairs

Masroor Ahmad (IA&AS:2015), who was recommended for central deputation by the Office of Comptroller and Auditor General of India, has been selected for appointment as Director in the Department of Economic Affairs, for four years.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (20.03.2025), Mr. Ahmad will serve in the post under the central staffing scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

Salil Kumar appointed Director in Ministry of Youth Affairs

Salil Kumar (IOFS:2007), who was recommended for central deputation by the Department of Defence Production, has been selected for appointment as Director in the Ministry of Youth Affairs, Delhi.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (20.03.2025), Mr. Kumar will serve in the post under the central staffing scheme for a period upto November 20, 2027 (i.e. combined admissible tenure of five years at Director level including CSS and Ex-cadre posts put together) or until further orders, whichever is earlier.

IAS P Siva Sankar appointed Director in D/o Rural Development

IAS officer P Siva Sankar (IAS:2011:MH) has been appointed as Director in the Department of Rural Development, Delhi, for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (20.03.2025), the competent authority has approved appointment of Mr Shankar to the post under the central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.

IAS Praveen Singh Adhayach appointed PS to Union Minister Shivraj Singh Chouhan

IAS officer Praveen Singh Adhayach (IAS:2012:MP) has been appointed as Private Secretary to Shivraj Singh Chouhan, Minister for Agriculture and Farmers Welfare and Rural Development, for five years. His appointment specifically pertains to Ministry of Rural Development.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (20.03.2025), the Appointments Committee of the Cabinet has approved the appointment of Mr. Adhayach for a period of five years from the date of taking over charge of the post or on co-terminus basis or till he ceases to function as Private Secretary to Minister or until further orders, whichever is earlier.

He will assume the role at Deputy Secretary level.
