New Delhi: The Public Enterprises Selection Board (PESB) has recommended Rathin Mitra, General Manager (Coordination) at Coal India Limited, for appointment as Director (Personnel) of Western Coalfields Limited (WCL).
The recommendation was made at the PESB selection meeting held on October 27, 2026. His name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for approval.
The post has been vacant since May 9, 2026, when the incumbent, Hemant Sharad Pande, assumed charge as Chairman-cum-Managing Director (CMD) of WCL. Since then, Bikram Ghosh, Director (Finance), has been holding the additional charge of Director (Personnel).
PESB advertised the vacancy on July 17, 2026, inviting eligible candidates to apply for the post.
A total of 12 candidates appeared before the PESB selection panel for the post. They were:

- Suvankar Parida, General Manager (HR), Manpower/EE, SECL Headquarters, South Eastern Coalfields Limited.
- Ajay Behera, General Manager (HR), South Eastern Coalfields Limited.
- Jobi V P, General Manager (HR), Central Coalfields Limited.
- Durga Prasad Samal, General Manager (HR), Coal India Limited.
- Sukadev Seth, General Manager (HR/Security), Mahanadi Coalfields Limited.
- Pankaj Kumar, Executive Director (Human Resources), NLC India Limited.
- Rajender Singh Sajwan, Executive Director (HR), Hindustan Copper Limited
