In a significant development involving railway employees, the Railway Board has barred Group C employees from taking up deputation to ex-cadre posts under state governments and Union Territories (UTs). According to the circular, no Group C employees will now be permitted for deputation to even their public sector undertakings, autonomous bodies, statutory bodies, universities or local bodies.

The new directive has been issued to General Managers and principal financial advisers of all Indian Railways and production units, including the Research Designs and Standards Organisation, to ensure strict compliance.

This decision virtually modifies the existing deputation guidelines and applies specifically to deputation to ex-cadre posts under state govts and UT administrations and their specified organisations.

The Railway Board has also made it clear that the decision was taken following the Department of Personnel and Training (DoPT)’s office memorandum dated September 24, 2024, concerning deputation of Group C railway employees to ex-cadre posts under state and UT administrations.

The circular also refers to the DoPT’s consolidated deputation guidelines issued in June 2010. The Board adopted it the same year and subsequently amended from time to time.
