Union Secretary Arun Goel takes VRS

In a surprise move, Arun Goel (IAS:1985:PB), Secretary, Ministry of Heavy Industries, takes VRS six weeks before his retirement on 31.12.2022. After Goel’s VRS request was accepted Friday evening, the central government notified Kamran Rizwi (IAS:1991:UP) as Goel’s replacement, effective 19.11.2022. The Centre had appointed Rizwi as OSD in the Ministry of Heavy Industries on 19.10.2022 until Goel’s retirement (31.12.2022). The reasons behind Goel’s VRS are not known yet, but speculation about his next move has ensued.

Govt appoints 11 Judicial and 12 Administrative Members to AFT

The central government has approved the appointment of 11 judicial members and 12 administrative members to the Armed Forces Tribunal (AFT). They will be assigned to various benches across the country where many posts were vacant.

A memorandum from the Secretariat of the Appointments Committee of the Cabinet specifies that judicial and administrative members are appointed for a period of four years after they assume office or until they reach the age of 67, or until further orders, whichever is earlier.

They are;

  1. Justice (Retd) Ravindra Nath Kakkar, Judge, Allahabad High Court.
  2. Justice Ananda Kumar Mukherjee, Judge, High Court of Calcutta.

Goa: Nidhin Valsan posted as SP (North), Panji

Nidhin Valsan (IPS:2012:AGMUT) has been transferred and posted as Superintendent of Police (North), Panji, Goa with effect from 23.11.2022. He shall also hold the additional charge of Superintendent of Police (Crime) in addition to his own duties.

Goa: IPS officer Shobhit Saksena relieved from State Administration

Shobhit Saksena (IPS:2015:AGMUT), Superintendent of Police (North), Panaji, Goa has been relieved from the State Administration with effect from 22.11.2022 to join his new posting in Jammu and Kashmir.

Haryana: Pankaj Agarwal gets addl. charge of Commissioner & Secretary, Personnel

Pankaj Agarwal (IAS:2000:HY), Commissioner & Secretary, Food, Civil Supplies & Consumer Affairs Department, and Commissioner & Secretary, Irrigation & Water Resources Department, has been given additional charge of the post of Commissioner & Secretary, Personnel Department.

Tripura: Four IAS officers shifted

The Tripura government on Monday (14.11.2022) issued transfer and posting orders for four IAS officers across the state.

The names of the officers and their postings are as follows :

  1. Gitte Kirankumar Dinkarrao (IAS:2005:TR), Chief Electoral Officer and Secretary, Election, Public Works (including DWS) and Urban Development Departments is relieved from the charge of Public Works (including DWS) and Urban Development Departments.
  2. Abhishek Singh (IAS:2006:TR), Secretary, Co-operation), Education (SW&SE) and Labour (including ESMP) will also hold the charges of Public Works (including DWS) and Urban Development Departments in addition. He is relieved from the charge of Co-operation Department.
  3. Tapas Roy(IAS:2007:TR), Secretary, OBC Welfare, Minorities Welfare and Home (Jail) Departments will also hold the charge of Co-operation Department in addition.
  4. Sumit Kumar Pandey (IAS:2021:TR) (Probationer), Assistant Collector, office of the DM & Collector, Dhalai District, Ambassa is transferred and posted as Assistant Collector, Office of the D.M & Collector, North Tripura District, Dharmanagar.

Former bureaucrat CV Ananda Bose appointed West Bengal governor

Former bureaucrat Dr. CV Ananda Bose (Retd. IAS:1977:KL) has been appointed as the new governor of West Bengal, a communique from the Rashtrapati Bhavan said. His appointment will take effect on the date he assumes charge of his office, it said.

“The President of India is pleased to appoint Dr. C V Ananda Bose as regular Governor of West Bengal,” the communique said.

Manipur Governor La Ganesan had been holding the additional charge of West Bengal since July after the former Governor, Jagdeep Dhankhar, became India’s Vice President.

Mr. Bose has served in various capacities as a bureaucrat and is best known for his housing project in Kerala— Nirmithi Kendra which promoted cost-effective and environment-friendly construction. The project had got international recognition.

Mr. Bose was chairman of a working group that prepared the development agenda for Prime Minister Narendra Modi’s government. His concept of “affordable housing for all” was adopted by the government.

ED Chief Sanjay Kumar Mishra gets another one-year extension

The Modi government gave a fresh one-year extension in service to the Director of the Enforcement Directorate (ED) Sanjay Kumar Mishra (IRS-IT:1984). According to an issued by the Department of Personnel and Training on Thursday (17.11.2022), he would be in office till November 18, 2023. This is the third extension given to the officer.

Mishra was first appointed as Director of ED for a stipulated period of two years on 19 November 2018. Later, the central government modified the appointment letter retrospectively on November 13, 2020, and his term was increased to three years. The government last year brought an ordinance mandating that the tenure of the directors of the ED, and the Central Bureau of Investigation (CBI) could be extended up to three years after the mandated term of two years.

Yogender Singh returns to parent cadre

Yogender Singh (IRS-C&CE:2004), Director, Ministry of Housing and Urban Affairs has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (17.11.2022), the competent authority has approved the proposal of the Ministry of Housing and Urban Affairs to repatriate Mr. Singh to his parent cadre on the grounds of availing benefits of promotion in the cadre.

Ms. Rashi Sharma returns to parent cadre

Ms. Rashi Sharma (IPoS:2003), Director, Department of School Education & Literacy has been prematurely repatriated to her parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (17.11.2022), the competent authority has approved the proposal of the Department of School Education & Literacy to repatriate Ms. Sharma to his parent cadre on the grounds of availing benefits of promotion in the cadre.
