The Tamil Nadu government seems to have taken a decisive move to discourage extended suspensions of police personnel facing disciplinary or criminal proceedings without conclusion of cases in the state. In an effort to enforce the government guidelines, Tamil Nadu DGP in-charge G Venkataraman (IPS:1994:TN) ordered officials on Friday to review all such cases. The DGP also instructed all unit officers to revoke eligible suspensions after review and submit reports before February 13.
As per a Government Order (G.O), issued on February 6, a total of 439 personnel were undergoing suspension across the state in vigilance, criminal, and departmental cases as of December 31, 2025. Of them, 202 have been under suspension for more than one year.
The order admonishes the high officials against resorting to suspension unless the competent authority records a reasoned conclusion after considering all relevant factors.
Accordingly, the DGP has directed unit officers to review suspension cases under their jurisdiction on a case-by-case basis and take a decision on revocation.
Taking into consideration the financial implications arising out of prolonged suspension, the order stressed that suspension should be exercised with care and caution and only in the public interest.
The order also favours prioritizing the revocation of suspension, according to which priority should be given to cases where there is no grave delinquency, where delays are not attributable to the personnel concerned, or where criminal cases involve complicated questions of law and fact that prevent early conclusion.
The controversial Karnataka IPS officer, Vartika Katiyar (IPS:2010:KN), is at the centre of a fresh controversy for allegedly threatening a lower-level official in Ballari even after her transfer from the post of Deputy Inspector General (DIG), Ballari range, on January 7. The latest controversy erupted after a video, which has been widely shared on social media, surfaced showing Katiyar threatening Ballari zonal administrator Basavaraj, asking him not to hand over documents to the newly posted DIG.
Virtually, Katiyar was transferred from the Ballari DIG post following the incident of a violent clash killing a Congress worker, Rajashekar Reddy, on January 1 there. The state govt transferred her to the Directorate of Civil Rights Enforcement as DIG from the post of DIG, Ballari.
Katiyar later moved the Central Administrative Tribunal (CAT), challenging her transfer. The case is being heard by the CAT. Meanwhile, Katiyar is allegedly exerting pressure on officials not to hand over files that were under her charge to other officers.
In the video, Katiyar allegedly warned Basavaraj on the phone, saying the case of her transfer is being heard by CAT and threatens to implicate him in the case if he hands over the files to anyone (read new DIG). Basavaraj is said to have recorded the conversation.
Following the alleged threatening call, Basavaraj wrote to Katiyar accusing her of obstructing him from discharging his duties. Basavaraj reportedly asked her not to call him or send letters or verbal instructions. This purported letter, too, has been shared widely on social media platforms.
The clash that led to her transfer took place in Ballari on Jan 1 between supporters of Congress MLA Bharath Reddy and BJP legislator G Janardhan Reddy, in which a Congress worker was killed. Following the incident, Katiyar was transferred on Jan 7.
With three senior Uttar Pradesh IPS officers holding the rank of Director General (DG) set to retire this month, the state police is in for a major administrative change in February. After the retirements of these officers, the current acting DGP, Rajiv Krishna (IPS:1991:UP), will join the exclusive club of the top three officers in the seniority list of the UP cadre officers currently working in the state. At the same time, three DG posts will become vacant in the state, making way for the promotion of three senior IPS officers.
The three officers retiring in February include Sandeep Salunke (IPS:1990:UP), Manmohan Kumar Bashal (IPS:1990:UP), and Deepesh Juneja (IPS:1992:UP). While Sandeep Salunke is currently posted as DG Human Rights, Manmohan Kumar Bashal is posted as DG Home Guard, and Deepesh Juneja is posted as DG Prosecution. Among them, Sandeep Salunke is the most senior officer of the UP cadre, while Manmohan Kumar Bashal is at the third position in the seniority list.
After the retirement of these three senior officers, Renuka Mishra (IPS:1990:UP) will become the senior-most officer; she has, however, not been posted in any department for the last one and a half years and is attached to the headquarters.
Similarly, two 1991-batch officers, Alok Sharma and Piyush Anand, will come second and third, respectively, in the gradation list after her from March 1. However, both officers are currently on central deputation.
In such a situation, DGP Rajiv Krishna will occupy the second place based on the seniority of officers currently working in the UP cadre.
Besides, following the retirement of three DG-level officers, 1994-batch IPS officers Prakash D, LV Antony Dev Kumar, and Jai Narayan Singh will be promoted to the rank of DG on March 1. This will complete the process of filling vacant posts in the police headquarters and various departments.
Meanwhile, April will also see major changes in the police department as DG EOW Neera Rawat (IPS:1992:UP) will retire on April 30th. Currently, she holds additional charge of 112 UP along with the Economic Offenses Wing. If no senior DG-level officer returns from central deputation during this time, Alok Singh (IPS:1995:UP), posted as ADG in the Kanpur zone, is likely to be promoted to the DG rank.
The Boards of REC Limited and Power Finance Corporation (PFC) have accorded in-principle approval to move ahead with a proposed merger of the two public sector non-banking financial companies (NBFCs). The decision aligns with the Union Budget 2026–27 announcement aimed at enhancing scale and operational efficiency in the sector.
In her Budget speech, the Finance Minister outlined the vision for NBFCs under Viksit Bharat, highlighting expanded credit delivery and increased technology adoption. As part of this strategy, restructuring of PFC and REC was identified as an initial step toward consolidation and improved efficiency in the sector.
At board meetings held on 6 February 2026, both companies noted that the restructuring process will involve formulation of a detailed merger scheme in accordance with applicable laws and regulatory requirements. The final proposal will be placed before the relevant authorities for approval once completed.
Revised regulatory filings by REC and PFC clarified that the merged entity will continue to be remain classified as a “Government Company” under the Companies Act, 2013. The clarification is significant in view of certain media reports suggesting that only PFC would retain government company status after the merger. The filings explicitly state that the designation will apply to the merged entity.
Further details regarding the merger structure, integration roadmap and implementation timeline will be disclosed after completion of the approval process.
PFC currently holds a 52.63% majority stake in REC, acquired from the Government of India in 2019.
All 14 West Bengal IAS officers deputed earlier by the Election Commission as central observers for the upcoming Assembly elections attended a detailed observers’ briefing organised in New Delhi on Friday. The officers, including state Home Secretary Jagdish Prasad Meena, participated in sessions covering their responsibilities during the poll process.
One woman officer from the West Bengal cadre had been granted exemption from the assignment earlier due to unavoidable family circumstances.
Overall, 1,444 central observers were briefed in three batches—comprising 714 general observers, 233 police observers and 497 expenditure observers—in connection with elections scheduled in Assam, Kerala, Puducherry, Tamil Nadu and West Bengal. During the final round of training on Friday, which included West Bengal IAS officers, participants were oriented on preparation of electoral rolls, conduct of polling, expenditure monitoring, information technology systems and media-related procedures. Demonstrations of Electronic Voting Machines (EVMs) were also conducted.
Chief Election Commissioner Gyanesh Kumar emphasised strict compliance with electoral laws and Commission guidelines, stressing that observers must ensure free, fair and transparent polls. Election Commissioner S. S. Sandhu highlighted the responsibility carried by central observers as field representatives of the Commission and urged them to maintain neutrality and professionalism. Election Commissioner Vivek Joshi advised prompt redressal of complaints, noting that timely action strengthens public trust in the electoral process.
The Punjab government on Saturday suspended two IAS officers—Kamal Kishore Yadav (IAS:2003:PB), Administrative Secretary, Industries, Investment Promotion and Information Technology, and Jaspreet Singh (IAS:2014:PB), Managing Director of the Punjab Information and Communication Technology Corporation Limited (Punjab Infotech).
Although the suspension orders did not specify any reason, it is learnt that the action is linked to a delay in the procurement of smartphones for Anganwadi workers under the Union government’s Mission Saksham Anganwadi.
According to the order issued by the Chief Secretary, action against the two officers has been taken under Rule 3(1) of the All India Services (Discipline and Appeal) Rules, 1969, which empowers the Centre or state governments to suspend an IAS officer if disciplinary proceedings are contemplated or pending.
During the suspension period, both officers will remain attached to the state headquarters in Chandigarh and will receive only a subsistence allowance.
In connection with the matter, two additional officers—one IAS and one PCS—have also been transferred. Senior IAS officer Vikas Pratap (IAS:1994:PB), Additional Chief Secretary, Social Security, has been moved and is currently awaiting posting, while PCS officer Anand Sagar Sharma(PCS:2012), Joint Secretary, Women and Child Development, has been posted as Additional Deputy Commissioner (Rural Development), Gurdaspur.
Meanwhile, IAS officer Gurkirat Kirpal Singh (IAS:2001:PB), who had remained without a posting for 11 months, has now been appointed Administrative Secretary, Social Security, Women and Child Development, replacing Vikas Pratap. He has also been given additional charge of Administrative Secretary, Industries, Commerce and Investment Promotion, a post earlier held by suspended officer Kamal Kishore Yadav. The charge of Managing Director, Punjab Infotech, has been assigned to Harshuinder Singh Brar (IAS:2020:PB), Director, Higher Education.
Further, Sirra Karuna Raju (IAS:1998:PB), who was available for posting, has been appointed Principal Resident Commissioner at Punjab Bhawan, New Delhi. Ramvir (IAS:2009:PB), Secretary, Punjab State Agricultural Marketing Board, holding additional charge of Administrative Secretary, Information & Public Relations and Commissioner, Jalandhar Division, Jalandhar, has been transferred as Administrative Secretary, Information & Public Relations and Commissioner, Jalandhar Division, Jalandhar.
Similarly, Kumar Amit (IAS:2010:PB), Special Principal Secretary to the Chief Minister with additional charge of Administrative Secretary, Tourism & Cultural Affairs, has been given additional charge of Secretary, Punjab State Agricultural Marketing Board.
The Himachal Pradesh government on Thursday (February 5, 2026) ordered the transfer and posting of 14 Indian Police Service (IPS) officers with immediate effect, including the Superintendents of Police (SPs) of three districts.
The names of the officers and their postings are as follows;
Abhishek Dular (IPS:2006:HP), who was awaiting posting orders, has been posted as Inspector General of Police, Communications and Technical Services, Shimla.

The central deputation tenure of IAS officer Pushpendra Rajput (IAS:1999:HP) as Joint Secretary in the Department of Health & Family Welfarehas been extended by one year. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (February 6, 2026), the Appointments Committee of the Cabinet approved the proposal to extend his tenure for a period of one year beyond November 29, 2025, or until further orders, whichever is earlier.
Pushpendra Rajput has been serving in the Department of Health & Family Welfare since March 2024, when he assumed charge as Joint Secretary for a combined tenure of seven years ending November 29, 2025. Earlier, he had joined the Centre on deputation as Additional Secretary (Joint Secretary level) in the Union Public Service Commission (UPSC) on November 30, 2018, for a five-year term, which was later extended by three months until March 2024, before his current appointment in the Health & Family Welfare Department.
