Manish Srivastava (IOFS:2009), who was recommended for central deputation by the Department of Defence Production, has been selected for appointment as Director in the Ministry of Home Affairs, Delhi, for five years.
According to an order issued by the Department of Personnel and Training (DoPT) on Monday (17.03.2025), Mr.Srivastava will serve in the post under the central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.
Abhay Kumar Behuria has been selected for appointment as Director (Finance), National Aluminium Company Limited (NALCO) at a Public Enterprises Selection Board (PESB) meeting held on March 17, 2025. Presently, he is serving as Executive Director (Finance and Accounts), Steel Authority Of India Limited (SAIL).
He will be appointed to the post of Director (Finance) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

Md. Salik Parwaiz (IRS-C&IT:2009), who was recommended for central deputation by the Department of Revenue, has been selected for appointment as Director in the Ministry of Micro, Small & Medium Enterprises, Delhi, for five years.
According to an order issued by the Department of Personnel and Training (DoPT) on Monday (17.03.2025), Mr. Parwaiz will serve in the post under the central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever is earlier.
With Kerala’s state assembly elections approaching next year, the urgency within the political leadership is evident. In this critical time, delays in implementing the Chief Minister’s decisions by IAS officers have raised serious concerns. To ensure his directives are executed promptly, the CM Pinarayi Vijayan has instructed Chief Secretary Sarada Muraleedharan to formulate guidelines for timely implementation.
Following the CM’s concerns, the Chief Secretary has directed all department secretaries to compile a list of pending decisions that have yet to be executed. Additionally, the Chief Minister has mandated the Chief Secretary to track the progress of decisions taken by him and other ministers during secretaries’ meetings.
Reacting to the CM’s frustration, department secretaries have initiated efforts to fast-track pending projects. Special directives have been issued to the Revenue, Finance, and Law Departments to accelerate approvals, as other departments have cited delays in sanctions from these key agencies.
To ensure sustained progress, it has been decided that project updates will now be a permanent agenda item in secretaries’ meetings. Secretaries must also report any policy-related hurdles in implementing directives from the CM or cabinet and work towards resolving them efficiently.
In a significant development, the Bihar government has promoted senior IPS officer Amit Lodha (IPS:1998:BH) to the rank of Additional Director General of Police (ADGP). He is currently serving as Inspector General (IG), State Crime Records Bureau (SCRB), and his promotion is effective retrospectively from the date his junior, Ratna Sanjay Katiyar (IPS:1998:BH), was elevated.
Lodha’s promotion had been delayed due to controversies surrounding him, while his four batchmates, including Katiyar, were promoted to ADG rank on January 1, 2023.
In December 2022, he was suspended over allegations of corruption related to his association with a Netflix series. The Bihar government accused him of entering a commercial agreement with the streaming platform without official approval, violating service conduct rules. His case also attracted the Enforcement Directorate’s scrutiny, which launched an investigation into his assets for potential discrepancies linked to the series.
Further complicating matters, in January 2024, the Patna High Court refused to quash an FIR against Lodha in a disproportionate assets case, allowing the investigation to proceed.
Yashika Mehta (IFS:2016), who was recommended for central deputation by the Ministry of External Affairs, has been selected for appointment as Deputy Secretary in the Ministry of Petroleum and Natural Gas, Delhi, for three years.
According to an order issued by the Department of Personnel and Training (DoPT) on March 13, Ms. Mehta will serve in the post under the central staffing scheme for a period of three years from the date of taking over charge of the post or until further orders, whichever is earlier.
The Uttar Pradesh government on Wednesday (12.03.2025) approved the voluntary retirement (VRS) application of Ashish Gupta (IPS:1989:UP), the second senior-most IPS officer in the cadre. Currently serving as Director General, Rules & Manuals, he had 22 months remaining before his scheduled retirement in December 2026.
Vijay Singh (IFoS:2011:MP), currently serving as Deputy Secretary in the Department of Agriculture and Farmers Welfare, has been re-designated as Director. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (11.03.2025), the competent authority has approved the proposal to re-designate Mr. Singh ’s post to Director level with effect from the date of assumption of charge of the re-designated post, and for a period up to November 27, 2029, or until further orders, whichever is earlier.
It is noteworthy that Vijay Singh began his central deputation tenure on November 28, 2024.
P Kavin Maharaj (IOFS:2011) has been appointed as Chief Vigilance Officer (CVO) in the VO Chidambaranar Port Authority (VoCPA), Thoothukudi, for three years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (11.03.2025), the competent authority has approved the appointment of Mr Maharaj to the post for a period of three years from the date of taking over charge of the post or until further orders, whichever is earlier.
