Rajasthan: IPS Hemant Kalal exposes irregularities at Jodhpur Central Jail

Young IPS officer Hemant Kalal has hit the headlines after exposing irregularities in the functioning of Jodhpur Central Jail. Kalal, along with his police team and an executive magistrate, reached the jail for a surprise inspection but was denied entry by the jail inspector posted at the main gate. The inspector reportedly refused to allow entry citing the absence of the Jail SP, insisting that without his permission, the team could not be allowed inside.

Terming the incident suspicious, Hemant Kalal has lodged a formal complaint with the Jodhpur Police Commissioner and other senior officials, alleging possible collusion within the jail administration. He has sought a thorough investigation into the matter.

Belonging to Damdi village in Dungarpur district, Hemant Kalal comes from a modest background. His father, Mohanlal Kalal, runs a grocery shop, while his mother, Sita Devi, is a homemaker. Kalal did his early schooling at Nutan Public School in his native village before shifting to Guru Nanak School, Udaipur in class 7. Though considered average in academics during school and college, he set his sights on cracking the UPSC Civil Services Examination.

In his attempt, Hemant Kalal secured an impressive All India Rank of 371 and was allotted the Rajasthan cadre. Today, as Assistant Police Commissioner in Jodhpur, he is known for his proactive policing and dedication to duty. His recent action against the jail administration has once again brought him into the spotlight.

UP: Four police officers reassigned in Lucknow Commissionerate

The Uttar Pradesh government has continued its series of transfers, reassigning several IAS and IPS officers in recent days. In the latest move on Saturday, four police officers from the Lucknow Police Commissionerate, including three women officers, have been given new responsibilities.

The names of the officers and their postings are as follows;

  1. Raveena Tyagi (IPS:2014:UP), DCP, Central, has been transferred and posted as DCP, Intelligence & Security.
  2. Kamlesh Kumar Dixit (IPS-SPS:2013), DCP, Crime, has been given additional charge of DCP, Crime Against Women.
  3. Saumya Pandey (PPS:2014), ACP, Traffic, has been transferred and posted as ACP, Crime Against Women with additional charge of UP-112 & Social Media Cell.
  4. Anshu Jain (PPS:2014), ACP, Crime Against Women , has been transferred and posted as ACP, Traffic.

Bharat Prakash repatriated to parent cadre

Bharat Prakash (IRS-C&IT:2006), Joint Development Commissioner (Director level) in the O/o Development Commissioner under the M/o Micro, Small & Medium Enterprises, has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (21.03.2025), the competent authority has approved the proposal of M/o MSME to repatriate Mr Prakash to his parent cadre on personal grounds.

Ajit Roy appointed DCO/DCR, Mizoram

Ajit Roy (IAS:2010:AGMUT) has been appointed as Director of Census Operations/Director of Citizen Registration (DCO/DCR), Mizoram. According to an order issued by the Department of Personnel and Training on Friday (21.03.2025), the competent authority has approved appointment of Mr. Roy to the post for a period of upto 31.12.2025 or until further orders, whichever is earlier.

Santosh Rastogi gets 2 years extension as IG in NIA

Senior IPS officers Santosh Rastogi’s (IPS:1998:MH) tenure as Inspector General (IG) in the National Investigation Agency (NIA) has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (21.03.2025), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Home Affairs to extend the deputation tenure of Mr Rastogi for two years beyond August 5, 2025 or until further orders, whichever is earlier.

Rastogi, who was appointed as IG in the NIA in August 2020 for a five-year term, has been granted this extension as his tenure was nearing completion.

RK Mishra selected as Director (Way & Works), Konkan Railway

Rajeev Kumar Mishra has been selected for appointment as Director (Way & Works), Konkan Railway Corporation Limited at a Public Enterprises Selection Board (PESB) meeting held on March 22, 2025. Presently, he is serving as Chief Engineer Chief Track Engineer, Central Railway, Indian Railway Service of Engineers (Civil).

He will be appointed to the post of Director (Way & Works) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 7 applicants were interviewed in the selection meeting:

He will be appointed to the post of Director (Corporate Planning & Personnel) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The Public Enterprises Selection Board (PESB) has failed to find a suitable candidate for the post of Director (Finance), Rashtriya Ispat Nigam Limited (RINL) at a selection meeting held on March 21, 2025. The PESB interviewed ten candidates for the job following which it recommended the Ministry/Department to choose an appropriate course of action for selection including the search cum selection committee (SCSC) or as deemed appropriate with the approval of the competent authority.

ACC clears appointment of 4 CVOs in various PSUs

The Appointments Committee of the Cabinet (ACC) on Friday (21.03.2025) approved the appointment of Chief Vigilance Officers (CVOs) in various Public Sector Undertakings (PSUs).

The names of the officers are;

  1. Amit Kumar Sharma (IRS-IT:2004) has been appointed as Chief Vigilance Officer (CVO), National Fertilizers Ltd. (NFL), Delhi, upto June 18, 2027.
  2. Vinita Narera (IRSSE:2000) has been appointed as Chief Vigilance Officer (CVO), Rural Electrification Corporation Ltd. (REC), Delhi, for three years.
  3. Gaurav Govil (IRSSE:1996) has been appointed as Combined Chief Vigilance Officer (CVO) in Military Engineer Services (MES) and Boader Roads Organization (BRO), Delhi, for three years.
  4. Shalabh Tyagi (IRSEE:1997) has been appointed as Chief Vigilance Officer (CVO), Oil India Ltd. (OIL), Delhi/ NCR, for three years.

SC collegium recommends transfer of Justice Arindam Sinha from Orissa HC to Allahabad HC

The Supreme Court Collegium has recommended the transfer of Orissa High Court Judge Justice Arindam Sinha to the Allahabad High Court. This decision was made during meetings held on March 6 and March 20, 2025.
