The long-awaited cadre review of Group A officers of the Central Armed Police Forces (CAPFs), covering BSF, CRPF, CISF, ITBP, and SSB, may soon be a reality. The hopes and aspirations of about 13,000 CAPF cadre officers for better promotion prospects and service conditions are linked to this review for which they have been fighting for years.
According to reliable sources, the review proposal is currently lying with the Department of Expenditure (DoE) under the Union Finance Ministry at the stage of completion and is likely to be placed before a high-level cadre review committee for final approval soon.
The high-powered committee is usually headed by the Cabinet Secretary.
The entire process began after a group of CAPF officers filed petitions in the Supreme Court seeking better promotion prospects. They contended that their promotion prospects were being marred due to the deputation of IPS officers in the CAPFs.
The Union Government came into action after the Supreme Court’s May 2025 order. The top court directed the government to undertake the process of a ‘progressive reduction’ in IPS officers’ deputation in the CAPFs up to the level of Inspector General and a cadre review and revision of recruitment rules for Group A executive cadre officers of the five CAPFs.
The Union government filed a review petition against the Supreme Court judgment, but it was rejected by the top court in October 2025. The Union Govt then enacted the CAPFs (General Administration) Act in April this year.
Besides, the Union Home Ministry directed the five CAPFs to undertake a “comprehensive and detailed” review of their existing Group A cadres and submit the proposals to the ministry for implementation of the court’s order.
The official sources said that the ministry received the proposals from the CAPFs between May and July and subsequently sent them to the Department of Personnel and Training (DoPT) between July and August as per prescribed procedure. The DoPT then forwarded the review proposal to the DoE on August 17 along with its observations and recommendations.
Now, the DoE is expected to complete its processes soon, after which the proposal will be placed before the cadre review committee for final approval.
