CAT stays transfer of Delhi DGHS Dr Vatsala Aggarwal till next hearing

CAT stays Delhi government’s transfer order of DGHS Dr Vatsala Aggarwal till next hearing, citing prima facie case and possible irreparable prejudice.

In a significant development, the Central Administrative Tribunal has stayed the Delhi government’s transfer order of Director General Health Services Dr Vatsala Aggarwal.

Dr Aggarwal was recently transferred and placed under “Awaiting Posting” without being given any new assignment.

She challenged the May 21, 2026 order before the CAT. In her petition, she said the transfer was arbitrary and punitive. She also alleged mala fide intent behind the move.

According to the petition, the transfer came soon after a vigilance inspection linked to procurement files related to medicines and medical equipment.

She said vigilance officials visited her office on May 18 and sought procurement records. Dr Aggarwal told them the files were with Dr V. K. Ranga, head of the Central Procurement Agency. She also said she fully cooperated with the inquiry.

The petition further stated that she has served for more than three decades without any blemish. It also said no disciplinary or vigilance case is pending against her.

After hearing the matter, the CAT observed that a prima facie case was made out. It said irreparable harm could be caused if the transfer order continued.

The tribunal then stayed the May 21 transfer order till the next hearing on May 29, 2026.
