New Delhi: Justice Rajveer Singh Verma, Member (Judicial) of the Delhi Bench of the Central Administrative Tribunal (CAT), has recused himself from hearing a petition filed by Uttarakhand-cadre IFS officer Sanjiv Chaturvedi (IFS:2002:UK).
The latest recusal relates to Chaturvedi’s challenge to a November 2021 Uttarakhand Government order concerning the Appraisal Report Channel for IFS officers. The CAT order dated September 21, 2026, records that after hearing the matter for some time, Justice Verma recused himself. The order does not state any reason and directs the Registry to list the matter before an appropriate Bench.
The latest development has taken the reported number of judicial officers who have recused themselves from different cases involving Chaturvedi over the years to 17. The figure includes two Supreme Court judges, four Uttarakhand High Court judges, nine CAT judges and two district judiciary judges. These are different proceedings, dating back to 2013, and not 17 judges recusing themselves from the present APAR case.
Among the earlier instances, Supreme Court judges Ranjan Gogoi and U.U. Lalit recused themselves in proceedings involving Chaturvedi in 2013 and 2016 respectively. Uttarakhand High Court judges Rakesh Thapliyal and Manoj Tiwari recused themselves in 2023 and 2024, while Justices Alok Verma and Ravindra Maithani recused themselves from a contempt matter in September and October 2025. CAT has also seen multiple recusals in separate matters involving the officer.
Importantly, the reasons for several of these recusals are not recorded in the respective orders, and therefore the recusals should not be attributed to any common reason. The present APAR case will now be placed before another appropriate CAT Bench
