CAT reserves order on DGP Yogesh Gupta’s plea over withheld NOC

The Ernakulam Bench of the Central Administrative Tribunal (CAT) has reserved its order on a petition filed by Director General of Police (DGP) Yogesh Gupta (IPS:1993:KL), who accused the Kerala government of deliberately blocking his No Objection Certificate (NOC) for central deputation.

During Wednesday’s hearing, the state government submitted that it had handed over all necessary documents sought by the tribunal regarding the vigilance inquiry pending against Gupta. Earlier, the CAT had directed the government to furnish complete records after expressing dissatisfaction with its vague initial reply.

In his petition, Gupta alleged that the state’s stance violated the 2024 guidelines of the Department of Personnel and Training (DoPT), which stipulate that vigilance clearance for All India Service officers cannot be withheld without valid justification.

The tribunal has now reserved its order and is expected to pronounce its decision later this month.
