In an important development, Rajasthan has acquired the distinction of becoming the first Indian state to conduct the Karmyogi Kartavya Programme for 70 senior IAS officers of the secretary level.
The programme, conducted at the Harish Chandra Mathur Rajasthan State Institute of Public Administration (HCM RIPA) in Jaipur on August 10, was part of the Rashtriya Karmayogi Karyakram under the National Programme for Civil Services Capacity Building, commonly known as Mission Karmayogi.
The objective of this exercise is to strengthen administrative capabilities, promote technology-enabled governance, make public service delivery more citizen-centric, and foster future-oriented governance.
The state govt has trained 70 senior IAS officers for the purpose, who completed these four modules of the exercise.
Undoubtedly, the exercise brings senior administrative leadership into the capacity-building framework and seeks to translate the principles of Mission Karmayogi into the functioning of the state bureaucracy.
State Chief Secretary V Srinivas (IAS:1989:RJ) described the programme as a milestone under Mission Karmayogi and highlighted Rajasthan’s role as the first state to conduct the programme for 70 secretaries.
Chandralekha Mukherjee, Principal Advisor at the Government of India’s Capacity Building Commission, said that the initiative was launched five years ago with an aim to equip officers with the competencies, mindsets, and work styles required for future governance demands.
According to Shreya Guha, Director General, HCM RIPA, the workshop was designed to strengthen participating officers and prepare them for future administrative challenges.
The programme is unique in a way, as it focuses on behavioural competence and seeks to influence how officers interpret rules, coordinate within the administration, use technology, and engage with citizens. It also addresses work styles and the use of digital tools to transform workplaces.
