New Delhi: Rahul Kumar (IRS-C&IT:2016) has been appointed as Officer on Special Duty (OSD) to Minister of State for Rural Development Kamlesh Paswan.
According to an order issued by the Department of Personnel and Training (DoPT) on Monday (July 13, 2026), the Appointments Committee of the Cabinet (ACC) has approved his appointment to the post at the Deputy Secretary level for a period up to February 6, 2030 (i.e. overall tenure of seven years away from the cadre) with effect from the date of assumption of charge of the post or on co-terminus basis with the Minister or till he ceases to function as OSD to the Minister or until further orders, whichever is earlier.
The appointment has been approved in waiver of the mandatory cooling-off requirement, with the condition that on cessation of his tenure as OSD to the Minister for any reason, he will revert to his parent cadre.
