Delhi : Three IAS officers shifted, Garima Gupta gets charge of CEO, DUSIB

The Delhi government on Monday (26.12.2022) issued transfer and posting orders for three IAS officers.

The names of the officers and their postings are as follows :

  1. Garima Gupta (IAS:2004:AGMUT): Secretary, Social Welfare with additional charges of Secretary, WCD; MD, SRDC and CEO, DUSIB.
  2. Virendra Kumar (IAS:2006:AGMUT): Secretary, SC/ST/OBC/ Minorities with additional charge of Special Commissioner, Transport.
  3. K Mahesh (IAS:2009:AGMUT): Special Director, UTCS.

The Punjab government on Tuesday (27.12.2022) issued transfer and posting orders for two IAS officers.

The names of the officers and their postings are as follows :

  1. Rahul Tiwari (IAS:2000:PB), Secretary, Science, Technology and Environment has been transferred and posted as Secretary, Agriculture and Farmer’s Welfare with additional charges of Secretary, Horticulture, Secretary, Soil and Water Conservation and Secretary, Science, Technology and Environment.
  2. Rupanjali Karthik (IAS:2008:PB), Special Secretary, Science, Technology and Environment with additional charges of Special Secretary, Water Resources and Mission Director, Directorate of Ground Water Management ( Department of Water Resources) has been transferred and posted as Special Secretary, Science, Technology and Environment with additional charge of Special Secretary, Agriculture and Farmer’s Welfare.

Haryana: Hairatjeet Kaur posted as DTO-cum-Secretary, RTA Panchkula

Hairatjeet Kaur (IFS:2012:HY), District Transport Officer-cum-Secretary, RTA, Karnal (Designate) has been transferred and posted as District Transport Officer-cum-Secretary, RTA, Panchkula.

Girish Kumar Borah selected as Director (Technical), Numaligarh Refinery Ltd

Girish Kumar Borah has been selected for the post of Director (Technical), Numaligarh Refinery Ltd. (NRL) at a Public Enterprises Selection Board (PESB) meeting held on December 27, 2022. Presently, he is working as Chief General Manager, NRL.

He will be appointed to the post of Director (Technical) receiving vigilance clearances and an approval from the Appointments Committee of the Cabinet.

The following 10 applicants were interviewed in the selection meeting :

  1. Girish Kumar Borah, Chief General Manager, Numaligarh Refinery Ltd.
  2. Bimlesh Kumar Gupta, Chief General Manager, Numaligarh Refinery Ltd.

Jaibir Singh Verma promoted to ADG grade in MES

Jaibir Singh Verma has been promoted to the grade of Additional Director General (Arbitration) in the Military Engineer Services (MES). According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (27.12.2022), the Appointment Committee of the Cabinet has approved the empanelment of Mr. Verma for promotion to the grade of ADG in the MES for the panel year 2022.

CBI Joint Director Anurag gets one year extension

The deputation tenure of Anurag (IPS:1994:TR) as Joint Director, Central Bureau of Investigation (CBI) has been extended for a period of one year. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (27.12.2022), the Appointment Committee of the Cabinet has approved the proposal of DoPT to extend the tenure of Anurag for a period of one year beyond 24.07.2022 i.e. upto 24.07.2023 (7 years in total).

Pradip Kumar takes charge of BSF Meghalaya frontier

Senior IPS officer Pradip Kumar (IPS:2003:TN) has assumed charge as the chief of the BSF Meghalaya Frontier. Kumar succeeded Inspector General Inderjit Singh Rana who has been transferred to the BSF training centre in Hazaribagh, after successfully commanding the Meghalaya unit for one and a half years.

Kumar took charge on Saturday. Prior to this assignment, he was posted at the BSF headquarters in New Delhi.

Manipur: Who will be next Chief Secretary ?

The Manipur state secretariat is abuzz with speculation on whether Chief Secretary Rajesh Kumar (IAS:1988:MN) would be extended or a new Chief Secretary would be appointed from among the eligible IAS officers of the Manipur cadre. By the end of December, the current Chief Secretary will retire. He was given a six months extension in July this year.

As the most senior of eligible IAS officers, Additional Chief Secretary MH Khan (IAS:1988:MN) is set to retire on May 31, 2024. The retirement dates for SK Dev Burman (IAS:1988:MN) and Letkhogin Haokip (IAS:1988:MN) are January 31, 2023, and February 28, 2023, respectively. Dev Burman is at present Additional Chief Secretary in the Ministry of Minority Affairs while Letkhogin Haokip is Additional Chief Secretary in charge of Tribal Affairs and Hills.

The next in line are K Moses Chalai (IAS:1990:MN) and P Vaiphei (IAS:1991:MN). Moses Chalai is at present on central deputation as Secretary, NEC while P Vaiphei is presently Additional Chief Secretary in charge of Horticulture and Social Welfare.

There are also rumors about Vineet Joshi (IAS:1992:MN), Rakesh Ranjan (IAS:1992:MN), and Vumlunmang Vualnam (IAS:1992:MN). Vumlunmang is the Additional Chief Secretary in charge of Health, while Vineet Joshi and Rakesh Ranjan are on central deputation.

A race for the new Chief Secretary seems set between MH Khan, Moses Chalai, and P Vaiphei if Rajesh Kumar’s term is not extended.

According to highly placed sources, the state has already written to DOPT seeking another six months extension for Rajesh Kumar.

Amit Garg appointed as Director (Marketing), HPCL

Amit Garg, Executive Director (ED), Bharat Petroleum Corporation Limited (BPCL), has been appointed as Director (Marketing) of Hindustan Petroleum Corporation Limited (HPCL). According to an order issued by the Department of Personnel and Training (DoPT) on Monday (26.12.2022), the Appointments Committee of the Cabinet has approved the appointment of Mr. Garg to the post for a period with effect from the date of his assumption of charge of the post till the date of his superannuation i.e. 31.03.2027, or until further orders, whichever is earlier.

Jitendra Malik appointed as Director (Technical), Northern Coalfields Ltd

Jitendra Malik, General Manager (GM), Bharat Coking Coal Ltd. (BCCL), has been appointed as Director (Technical), Northern Coalfields Ltd. (NCL). According to an order issued by the Department of Personnel and Training (DoPT) on Monday (26.12.2022), the Appointments Committee of the Cabinet has approved the appointment of Mr. Malik to the post for a period with effect from the date of his assumption of charge of the post till the date of his superannuation i.e. 31.05.2025, or until further orders, whichever is earlier.
