Sharad Agarwal appointed Mizoram DGP, replacing Anil Shukla

In a significant reshuffle, the Ministry of Home Affairs has appointed senior IPS officer Sharad Agarwal (IPS:1997:AGMUT) as the new Director General of Police (DGP) of Mizoram. He takes over from Anil Shukla (IPS:1995:AGMUT), who has been serving as the state’s police chief.

Agarwal is currently posted in Delhi Police as the Special Commissioner of the Economic Offences Wing, where he has been handling major financial crime investigations.

The outgoing DGP, Anil Shukla, will return to Delhi. His next assignment is yet to be announced.

Rahul Raichur appointed PS to Union Minister Pralhad Joshi

Rahul Raichur (IRS-C&IT:2015) has been posted as Private Secretary to Pralhad Joshi, Minister for Consumer Affairs, Food & Public Distribution and New & Renewable Energy. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (23.06.2025), the competent authority has approved the proposal to appoint Mr Raichur to the post with effect from the date of assumption of charge of the post and for the period up to February 20, 2028 (i.e. for the balance period of his five years central deputation tenure) or on co-terminus basis or till he ceases to function as Private Secretary to the Minister or until further orders, whichever event occurs the earliest.

He will assume the charge of the post at Deputy Secretary level.

Pallavi Jain Govil gets addl charge of Secretary, M/o Labour and Employment

Pallavi Jain Govil (IAS:1994:MP), currently serving as of Secretary, Department of Youth Affairs, has been given additional charge of Secretary, Ministry of Labour and Employment. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (23.06.2025), the competent authority has approved assignment of additional charge of the post to Ms Govil from June 06, 2025 to July 01, 2025 during the period of absence on leave of Vandana Gurnani (IAS:1991:KN).

Bihar: 7 IPS officers transferred; Rakesh Rathi posted as IG of Spl Branch

The Bihar government on Sunday (22.06.2025) issued transfer and posting orders for 7 IPS officers across the state.

The names of the officers and their posting are as follows;

  1. Rakesh Rathi (IPS:2002:BH), IG, Technical Services & Telecommunication, with additional charge of IG, Special Branch, Patna, has been transferred and posted as IG, Special Branch, Patna.
  2. Jitendra Rana (IPS:2005:IG), IG, awaiting posting orders, has been posted as IG, Central Range, Patna.
  3. Garima Malik (IPS:2006:IG), IG, Central Range, Patna, has been transferred and posted as IG, State Vigilance Department.
  4. S Premalatha (IPS:2007:BH), IG, State Vigilance Department, has been transferred and posted as IG, Technical Services & Telecommunication.
  5. Manoj Kumar Tiwari (IPS:2012:BH), SP, CID, Patna, has been transferred and posted as SP, Siwan.
  6. Amitesh Kumar (IPS:2016:BH), SP, Siwan, has been transferred and posted as SP (Security), Special Branch, Patna.
  7. K Ramdas (IPS:2019:BH), SP-cum-Assistant Director, Bihar Police Academy, Rajgir.

Kerala set to name new DGP as political calculations complicate selection

With incumbent Director General of Police (DGP) Shaik Darvesh Saheb (IPS:1990:KL) set to retire on June 30, Kerala is on the brink of appointing a new police chief. While the announcement of the new DGP may take only minutes once the final panel is received from the Union Public Service Commission (UPSC), reaching that point has proven far more complicated than it appears—thanks to political considerations and eligibility hurdles.

According to sources, the state government has forwarded a list of six senior IPS officers to the UPSC for shortlisting: Nitin Agarwal (IPS:1989:KL), RA Chandrasekhar (IPS:1991:KL), Yogesh Gupta (IPS:1993:KL), Manoj Abraham (IPS:1994:KL), S Suresh (IPS:1995:KL), and MR Ajith Kumar (IPS:1995:KL).

Under the established procedure, the UPSC is expected to return a panel of three officers from the list, from which the state government must make the final selection.

However, the selection process has hit a snag. Two contenders—Suresh Raj Purohit and MR Ajith Kumar—currently serving as Additional Director Generals of Police (ADGP), do not meet the central eligibility requirement of completing 30 years of service. Purohit joined the Indian Police Service on September 3, 1995, while Kumar entered the service on September 5, 1996. Reportedly, the Centre has raised objections to their inclusion in the list on these grounds.

In response, the Kerala government has written to the Centre, seeking a waiver of the 30-year rule and justifying the inclusion of the two officers. If the request is denied, the UPSC will only have four valid names to consider and will return a final panel of three after excluding one.

What makes the selection even more sensitive is the looming 2026 Assembly election. Sources familiar with the matter suggest that Chief Minister Pinarayi Vijayan is likely to opt for a politically calibrated choice. A key complication could emerge if Manoj Abraham’s name is excluded from the final UPSC panel. The remaining officers—Nitin Agarwal, RA Chandrasekhar, and Yogesh Gupta—are reportedly not seen as favourably aligned with the current government as Abraham, potentially narrowing the CM’s options.

If consensus proves elusive or the final panel is politically unpalatable, the state government may even consider extending the tenure of the outgoing DGP.

As the clock ticks toward June 30, Kerala’s DGP succession is shaping into a high-stakes decision marked by politics, procedure, and precedence.

Rajasthan govt transfers 62 IAS officers in major bureaucratic reshuffle

In a major bureaucratic shake-up, the Rajasthan government on Sunday (June 22, 2025) transferred 62 IAS officers across the state. According to a list issued by the Department of Personnel, 21 IAS officers have also been assigned additional charge.

The reshuffle includes changes at the district level, with new collectors appointed in several districts.

The Kerala bureaucracy is abuzz again over the suspension of IAS officer N Prasanth (IAS:2007:KL), with fresh reports questioning the 180-day extension of his suspension in May.

According to reports, RTI documents reveal that the Suspension Review Committee had initially recommended revoking Prasanth’s suspension after he gave a satisfactory explanation to the charges. The April 23 meeting was chaired by then Chief Secretary Sarada Muraleedharan (IAS:1990:KL), with Bishwanath Sinha (IAS:1992:KL) and K R Jyothilal (IAS:1993:KL) as members.

However, after A Jayathilak (IAS:1991:KL) took over as Chief Secretary following Muraleedharan’s retirement, the committee reconvened and extended the suspension by six months. Since Prasanth’s allegations were directed at Jayathilak, the government replaced him on the panel with ACS Rajan Khobragade. But in a May 3 note, Jayathilak directed no replacement was needed and asked Sinha to form a two-member committee. The panel met on May 7 and extended the suspension.

Prasanth has challenged the process, saying it violated service rules, which require the senior-most ACS to chair in the Chief Secretary’s absence—not a reduced panel.

His initial suspension followed personal social media attacks on Jayathilak, accusing him of harassing subordinates and calling him “mentally ill” and a “psychopath.” The remarks came after Jayathilak submitted a report against Prasanth related to the Unnathi initiative under CM’s review.

Ajai Kumar Verma gets extension as Director in CVC

The central deputation tenure of Ajai Kumar Verma (IDSE:2000) as Director in the Central Vigilance Commission (CVC) has been extended for one year. According to order issued by the Department of Personnel and Training (DoPT) on Friday (20.06.2025), the Appointments Committee of the Cabinet has approved the proposal of the Central Vigilance Commission (CVC) to extend the deputation tenure of Mr Verma for a period of one year beyond 01.07.2025 and upto 01.07.2026 or until further orders, whichever is earlier.

Notably, Ajai Kumar Verma (IDSE:2000) began his central deputation tenure with effect from July 2, 2020.

Kushagra Mittal gets extension as Director in MoPNG

The central deputation tenure of Kushagra Mittal (IRTS:2010) as Director in the Ministry of Petroleum and Natural Gas (MoPNG) has been extended for one year. According to order issued by the Department of Personnel and Training (DoPT) on Friday (20.06.2025), the Appointments Committee of the Cabinet has approved the proposal of the M/o Petroleum and Natural Gas for extension to extend the deputation tenure of Mr Mittal (IRTS:2010) for a period of one year beyond 10.08.2025 and upto 10.08.2026 or until further orders, whichever is earlier.

Notably, Kushagra Mittal began his central deputation tenure on August 11, 2020.

Pushpendra Kumar appointed acting DGP of Chandigarh

IPS officer Pushpendra Kumar (IPS:2006:AGMUT) was on Friday (20.06.2025) appointed as the acting Director General of Police (DGP) of Chandigarh. According to an order issued by the Ministry of Home Affairs, he will hold the additional charge of DGP until further orders.

The post of Chandigarh DGP has remained vacant since April 2025, following the transfer of Raj Kumar Singh (IPS:2004:AGMUT) to Delhi. Singh, who also held the post of Inspector General (IG), had been serving as acting DGP after the transfer of Surendra Yadav.

Pushpendra Kumar took over as IG of Chandigarh in June 2025, replacing Raj Kumar Singh. Prior to his current posting, Kumar served as Joint Commissioner of Police, Eastern Range, in Delhi Police.
