Uttarakhand: Parag Madhukar Dhakata appointed Spl Secretary to CM

In a significant development, the Uttarakhand government on Friday (June 20, 2025) appointed Indian Forest Service officer Parag Madhukar Dhakata (IFS:2002:UK) as Special Secretary to the Chief Minister.

Dhakata, who is currently serving as Special Secretary, Minorities Welfare Department and Chairman, Minorities Welfare & Waqf Development, will take on the new role as additional charge.

The Uttarakhand government on Thursday (June 19, 2025) carried out a major reshuffle in the state bureaucracy, reassigning 32 IAS officers across various departments and districts. The changes include the appointment of new District Magistrates in four key districts—Pauri Garhwal, Uttarkashi, Rudraprayag, and Champawat.

Mustaq Ahmed gets extension as Director in Ministry of Mines

The central deputation tenure of Mustaq Ahmed (IDAS:2006) as Director in the Ministry of Mines has been extended for one year. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (20.06.2025), the Appointments Committee of the Cabinet has approved the proposal of M/o Mines to extend the deputation tenure of Mr Ahmed for a period of one year beyond June 06, 2025 and upto June 06, 2026.

Notably, Mustaq Ahmad has began his central deputation on June 7, 2026.

Ashish Kumar Gupta gets extension as Director in MoSPI

The central deputation tenure of Ashish Kumar Gupta (IOFS:2002) as Director in the Ministry of Statistics and Programme Implementation ( MoSPI) has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (20.06.2025), the Appointments Committee of the Cabinet has approved the proposal of M/o Statistics and Programme Implementation to extend the deputation tenure of Mr Gupta for a period of two years beyond July 15, 2025 and upto July 15, 2027.

Notably, he began his central deputation on July 16, 2025.

Brindha Boopathy appointed as Deputy Secretary in DGTR

Brindha Boopathy (IRS-C&IT:2015) has been appointed as Deputy Secretary in the Directorate General of Trade Remedies (DGTR) in the Department of Commerce, Delhi, for four years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (20.06.2025), the Appointments Committee of the Cabinet has approved the proposal to appoint Ms Boopathy to the post for four years, by downgrading one of the vacant posts of Additional Director General of Foreign Trade (ADGFT) in DGFT as a one time measure.

IAS Aravind Kumar MK repatriated to parent cadre citing performance

In a significant move, Aravind Kumar MK (IAS:2011:PB), currently serving as Deputy Secretary in the Ministry of Power, has been prematurely repatriated to his parent cadre—Punjab—on performance grounds.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (June 20, 2025), the Appointments Committee of the Cabinet approved the Ministry of Power’s proposal to repatriate the officer on administrative grounds, explicitly citing “performance” as the reason—a mention that is perhaps for the first time formally recorded in such an order. The repatriation also comes with the condition of extended cooling-off.

Balakrishnan V appointed IG in BSF

Balakrishnan V (IPS:2003:TN) has been appointed as Inspector General (IG) in the Border Security Force (BSF). According to an order issued by the Ministry of Home Affairs (MHA) on Friday (20.06.2025), the competent authority has approved the appointment of Mr. Balakrishnan on deputation basis.

According to an order issued by the Ministry of Home Affairs (MHA) on Friday (20.06.2025), the competent authority has approved the appointment of Mr. Sain on deputation basis.

Amit Yadav gets additional charge of Secretary, DEPwD

Amit Yadav (IAS:1991:AGMUT), currently serving as Secretary, Department of Social Justice & Empowerment, has been given additional charge of Secretary, Department of Empowerment of Persons with Disabilities (Divyangjan).

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (June 20, 2025), the competent authority approved the temporary assignment from June 23 to July 2, 2025. This arrangement comes during the period of absence on leave of the current Secretary, Rajesh Aggarwal (IAS:1989:MH).

UP: Sameer Verma removed as IG Registration amid transfer row

In a late-night move on Thursday, the Uttar Pradesh government removed Inspector General of Registration Sameer Verma (IAS:2002:UP) and placed him on the waiting list. The action is believed to be linked to mounting questions over recent transfers in the Stamp and Registration Department, which allegedly went against Chief Minister Yogi Adityanath’s policy of transparency and fairness.

Earlier, CM Yogi had put a halt to the transfers of nearly 200 sub-registrars and registration clerks in the department, ordering a detailed probe into how the transfers were executed in violation of established rules.

The administrative reshuffle affected the roles of four IAS officers. Amit Gupta (IAS:2002:UP), Principal Secretary of the Stamp and Registration and Transport Department and Chairman of the State Road Transport Corporation, has now been given the additional charge of Inspector General of Registration.

In a parallel move, Bhawani Singh Khangarot (IAS:2010:UP), Director (Administration) of Medical and Health Services, was also put on the waiting list. His charge has been assigned to Aryaka Akhouri (IAS:2013:UP), Special Secretary, Medical Health and Family Welfare, who will now hold the additional role of Director (Administration), Medical and Health Services.
