Jharkhand: DGP’s salary cleared provisionally, subject to HC verdict

Amid the ongoing controversy surrounding the continuation of Jharkhand DGP Anurag Gupta (IPS:1990:JH), the state’s Accountant General (AG) office has decided to issue him a provisional pay slip. The decision follows a letter from the state Home Department, asserting that Gupta’s tenure has been extended until February 2027 under newly notified state rules for DGP appointment.

The Home Department cited the Jharkhand Director General of Police and Inspector General (Chief of Police Force) Selection and Appointment Rules, 2025, notified on January 8, 2025, under which Anurag Gupta was reappointed for a two-year term starting February 2, 2025. Based on this, the department requested the AG to process his salary.

The AG’s office agreed to issue a provisional pay slip, with the condition that if the Jharkhand High Court—where a case on the matter is pending—rules Gupta’s appointment illegal, any salary paid will be recovered. If the court upholds the appointment, he will continue to receive regular salary.

The controversy arose after the central government, in a letter dated April 22, 2025, informed the Jharkhand Chief Secretary that Anurag Gupta had superannuated on April 30, 2025, after turning 60. The Centre rejected the extension, calling it a violation of the All India Services Rules and the Supreme Court’s guidelines in the Prakash Singh case.

On the other hand, the Jharkhand government defended the move, stating that Gupta’s appointment was made in line with the Supreme Court’s directions and under the newly framed state rules.

Bhaskar Barua selected as MD of NERAMAC

Bhaskar Barua has been selected for appointment as of Managing Director (MD), North Eastern Regional Agricultural Marketing Corporation Limited (NERAMAC) at a Public Enterprises Selection Board (PESB) meeting held on June 25, 2025. Presently, he is serving as Deputy General Manager, Siliguri Marketing Terminal, Numaligarh Refinery Limited.

Following his selection, the PESB has recommended his name to the Appointments Committee of the Cabinet (ACC). Upon receiving the necessary vigilance clearances and ACC approval, Bhaskar Barua will be formally appointed to the post of Managing Director of NERAMAC.

RD Dhiman appointed chairperson of Himachal RERA; Amit Kashyap named Member

The Himachal Pradesh government has appointed R D Dhiman (Retd. IAS:1988:HP), former Chief Secretary and current Chief Information Commissioner, as Chairperson of the Himachal Pradesh Real Estate Regulatory Authority (RERA).

Alongside him, retired officer Amit Kashyap has been appointed as a member of the authority.

These appointments were made by the Governor under Section 20 of the Real Estate (Regulation and Development) Act, 2016, based on the recommendations of the selection committee.

According to the official notification, both Dhiman and Kashyap will serve for a tenure of five years or until they attain the age of 65, whichever is earlier, from the date they assume charge.

The appointments come shortly after the Himachal Pradesh High Court expressed displeasure over the delay and directed the state government to issue the necessary notification by June 25.

UP govt issues ACS designation orders to four senior IAS officers

The Uttar Pradesh government on Tuesday issued official designation orders for four senior IAS officers, formally allowing them to use the title of Additional Chief Secretary (ACS). Though they had earlier received the promotion and pay scale of ACS from the rank of Principal Secretary, the designation order was issued only now.

With this, the officers can now officially use the ACS title in place of Principal Secretary.

They are;

  1. Lakko Venkateshwarlu (IAS:1991:UP)
  2. BL Meena (IAS:1991:UP)
  3. Narendra Bhooshan (IAS:1992:UP)
  4. Anurag Srivastava (IAS:1992:UP)

Centre removes Union Bank ED Pankaj Dwivedi, reverts him to GM post

In an unprecedented move, the central government has removed Pankaj Dwivedi from the position of Executive Director (ED) at Union Bank of India.

According to a notification issued by the Department of Financial Services on June 24, 2025, the government cancelled Pankaj Dwivedi’s appointment with immediate effect and directed his reversion to the post of General Manager in Punjab & Sind Bank, where he had previously served.

This marks a rare instance of a serving ED-level official being demoted to the rank of General Manager. Dwivedi was appointed as ED at Union Bank for a three-year term on March 27, 2024.

While the official communication did not specify reasons for the government’s decision, media reports point to a pending sexual harassment chargesheet against Dwivedi. In August 2024, the Delhi High Court, while hearing a public interest litigation (PIL) challenging his elevation, had questioned the appointment in light of the unresolved allegations.

They are;

Orissa HC clears way for retired OAS officer’s IAS promotion

The Orissa High Court has cleared the path for retired Odisha Administrative Service (OAS) officer Sanjita Das’s promotion to the Indian Administrative Service (IAS), setting aside an earlier order that had rejected her plea.

Das, a 1987-batch officer who retired on May 31, 2025, was denied promotion due to a minor penalty imposed in 2011 but recorded only in 2020 due to administrative delays. The division bench ruled the delay was not her fault and directed authorities to reconsider her promotion within three months and grant all consequential benefits.

The court held that the punishment should be deemed effective from 2011, making her eligible for IAS promotion against vacancies up to 2019.

Haryana govt assigns additional charges to 2 IAS officers

The Haryana government on Tuesday (June 24, 2025) assigned additional responsibilities to two IAS officers, in addition to their current duties.

The names of the officers and their posting are as follows;

  1. Ashok Kumar Meena (IAS:2006:HY), MD, Uttar Haryana Bijli Vitran Nigam Limited, has bee given additional charge of Secretary, Energy Department.
  2. Ashok Kumar Garg (IAS:2009:HY), Commissioner, Hissar Division, Hisar and Chief Executive Officer, Hisar Metropolitan Development Authority, has been given additional charge of MD, Dakshin Haryana Bijli Vitran Nigam Limited.

CAT orders re-allocation of Amrapali Kata to Telangana cadre

In a significant development, the Central Administrative Tribunal (CAT) on Tuesday ordered the re-allocation of IAS officer Amrapali Kata (IAS:2010:TG) to the Telangana cadre from Andhra Pradesh. Official orders for her re-posting have now been issued.

This ruling comes in the backdrop of a directive issued by the central government last year, which mandated the return of Andhra Pradesh-cadre officers serving in Telangana back to their original cadre. The Centre had also rejected objections raised by several officers who wished to continue in Telangana.

Following this directive, several IAS officers—Amrapali Kata, Ronald Rose (IAS:2006:AP), Vakati Karuna (IAS:2004:AP), Vani Prasad (IAS:1995:AP), and M Prashanti (IAS:2009:AP)—were moved to Andhra Pradesh and took up assignments there.

However, Amrapali Kata’s return to Telangana—where she earlier served as Commissioner of the Greater Hyderabad Municipal Corporation (GHMC)—has stirred considerable discussion in bureaucratic and political circles. She was shifted to Andhra Pradesh in October 2024.

With the CAT’s latest order, her transfer to Telangana is now formalised.

Pravir Pandey repatriated to parent cadre

Pravir Pandey (IA&AS:1992), currently serving as Additional Secretary and Financial Advisor in the Ministry of Environment, Forest and Climate Change (MoEFCC), has been repatriated to his parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (June 24, 2025), the competent authority has approved his repatriation to enable him to avail the benefit of promotion.

Mr. Pandey has held the position in the MoEFCC since May 2022.
