Punjab: 8 IAS officers transferred; Alok Shekhar is new ACS Finance

The Punjab government on Friday (June 27, 2025) issued transfer and posting orders for eight Indian Administrative Service (IAS) officers as part of a bureaucratic reshuffle. Notably, two officers of the Additional Chief Secretary (ACS) rank have been entrusted with new responsibilities.

The name of the officers and their postings are as follows;

  1. Alok Shekhar (IAS:1994:PB), Additional Chief Secretary-cum-Financial Commissioner, Cooperation; Additional Chief Secretary, Home Affairs and Nodal Officer for implementation of Criminal Laws in state, has been given charge of Additional Chief Secretary, Finance.
  2. Dhirendra Kumar Tiwari (IAS:1994:PB), Additional Chief Secretary, Parliamentary Affairs, has been transferred and posted as Additional Chief Secretary-cum-Financial Commissioner, Excise ; Additional Chief Secretary, Good Governance & Information Technology and Additional Chief Secretary, Parliamentary Affairs.
  3. Basant Garg (IAS:2005:PB), Administrative Secretary, Agriculture & Farmers’ Welfare; Secretary, Health & Family Welfare and Nodal Officer, Anti Drug Campaign, has been given charge of posts of Administrative Secretary, Horticulture and Administrative Secretary, Soil & Water Conservation.
  4. Anindita Mitra (IAS:2007:PB), Administrative Secretary, Higher Education & Languages and Administrative Secretary, School Education, has been given charge of Managing Director, Punjab Infrastructure Development Board in addition to his current duties.
  5. Aravind Kumar MK (IAS:2011:PB), on repatriation from central deputation, has been posted as Director, Treasury & Accounts.
  6. Jitendra Jorwal (IAS:2014:PB), Additional Commissioner (Excise), Patiala; Additional Commissioner, Taxation-I, Patiala; Excise Commissioner, Punjab; Taxation Commissioner, Punjab, has been given charge of Special Secretary, Excise & Taxation, in addition to his current duties.
  7. Ajay Arora (IAS:2016:PB), Commissioner, Municipal Corporation, Bathinda, has been transferred and posted as Special Secretary, Finance.
  8. Kanchan (IAS:2020:PB), Additional Deputy Commissioner (Rural Development), Bathinda, has been given the charge of Commissioner, Municipal Corporation, Bathinda.

Punya Salila Srivastava gets addl. charge of Secretary, D/o Health Research

Senior IAS officer Punya Salila Srivastava (IAS:1993:AGMUT), currently serving as Secretary, Department of Health and Family Welfare, has been given additional charge of Secretary, Department of Health Research. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (27.06.2025), the competent authority has approved the assignment of additional charge of the post to Ms Srivastava from June 28, 2025 to July 6, 2025 during the period of absence on leave of Dr Rajiv Bahl.

KVIC Financial Adviser Pankaj Bodkhe repatriated to parent cadre

Pankaj Bodkhe (IRS-C&IT:2000), currently serving as Financial Adviser at the Khadi & Village Industries Commission (KVIC), has been prematurely repatriated to his parent cadre.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (June 27, 2025), the competent authority approved the Ministry of Micro, Small & Medium Enterprises’ (MSME) proposal to relieve Bodkhe on personal grounds. The repatriation comes with the imposition of an extended cooling-off condition.

Bodkhe was appointed as Financial Adviser at KVIC, Mumbai in April 2023 for a five-year term, which was originally set to end in 2028. However, he is now being repatriated nearly three years ahead of schedule.

With Maharashtra Chief Secretary Sujata Saunik (IAS:1987:MH) set to retire on June 30, speculation is intensifying in bureaucratic circles over who will succeed her in the state’s top administrative post. While several names are in contention, Iqbal Singh Chahal (IAS:1989:MH), currently serving as Additional Chief Secretary, Home, has emerged as the leading contender.

Though Rajesh Kumar (IAS:1988:MH), Additional Chief Secretary, Revenue, is next in seniority after Saunik, his impending retirement in August gives him just two months in the role—making his appointment unlikely.

The second senior-most officer, Rajesh Aggarwal (IAS:1989:MH), is currently on central deputation as Secretary in the Union Ministry of Social Justice and is due to retire in November 2026. However, uncertainty looms over his return to the state cadre, with many in the bureaucratic circles suggesting that he may prefer to continue at the Centre.

This has brought the spotlight firmly on Iqbal Singh Chahal, who is third in the gradation list and is seen as a strong and stable choice. If appointed, he would get a seven-month term before his superannuation in January 2026—making his tenure more viable compared to his senior colleagues. Notably, this is not the first time Chahal’s name has surfaced for the Chief Secretary post. He was also a strong contender during the previous round when Sujata Saunik was appointed.

Apart from these three, a few other names are doing the rounds. If Rajesh Aggarwal opts to stay on in Delhi, the race could open up further. In that scenario, Bhushan Gagrani (IAS:1990:MH), currently serving as Commissioner, Brihanmumbai Municipal Corporation (BMC), could emerge as a serious contender. Another possible name is Anil Diggikar, Additional Chief Secretary, Divyang Kalyan Department, who is due to retire in May 2026 and is presently posted in the state.

As the retirement date nears, the corridors of Mantralaya remain abuzz with anticipation over who will take charge as Maharashtra’s next Chief Secretary.

Dr Deepak Bagla appointed Mission Director of Atal Innovation Mission

Dr Deepak Bagla has been appointed as the Mission Director of the Atal Innovation Mission (AIM) under NITI Aayog. The appointment has been made on a contract basis for a period of two years.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (June 23, 2025), the Appointments Committee of the Cabinet has approved Dr Bagla’s appointment. It will take effect from the date he assumes charge of the post, or until further orders, whichever is earlier.

Dr Bagla is the former Managing Director of Invest India, the Government of India’s national investment promotion and facilitation agency. Under his leadership, Invest India also served as the executing body for key government initiatives such as Startup India and the Prime Minister’s Science and Technology initiative.

His appointment is expected to add momentum to the Atal Innovation Mission, which aims to promote innovation and entrepreneurship across the country.

IFS officer Ambarish Vemuri appointed Deputy Secretary in PMO

In significant development, Indian Foreign Service Officer Ambarish Vemuri (IFS:2016) has been appointed Deputy Secretary in Prime Minister’s Office for three years. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (26.06.2025), the Appointments Committee of the Cabinet has approved the appointment of Mr Vemuri to the post for a period of three years from the date of joining, or until further orders, whichever is earlier.

Notably, with this posting, Vemuri becomes the sixth Indian Foreign Service officer currently serving in the PMO. The other IFS officers presently working in the PMO include:

  • Deepak Mittal (IFS:1998) – Additional Secretary to the Prime Minister
  • Vivek Kumar (IFS:2004) – Private Secretary to the Prime Minister
  • Nidhi Tewari (IFS:2014) – Private Secretary to the Prime Minister
  • Shweta Singh (IFS:2008) – Director in the PMO
  • Vipin Kumar (IFS:2013) – Deputy Secretary in the PMO

Joyanta Chakraborty repatriated to parent cadre for promotion

Joyanta Chakraborty (IRSEE:2006), who has been serving as Director in the Ministry of Civil Aviation, has been prematurely repatriated to his parent cadre to avail the benefit of promotion.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (June 26, 2025), the competent authority approved the proposal of the Ministry of Civil Aviation to relieve Chakraborty ahead of his scheduled tenure.

He was appointed as Director in the Ministry in November 2020 for a five-year term. However, before completion of the tenure, he has been repatriated for availing promotional benefit in the cadre.

PESB finds no suitable candidate for CMD post at Hindustan Shipyard

The Public Enterprises Selection Board (PESB) has not recommended any candidate for the post of Chairman and Managing Director (CMD) of Hindustan Shipyard Limited (HSL). This follows a selection meeting held on June 26, 2025, where 12 candidates were interviewed for the top role.

According to PESB, none of the candidates met the suitability criteria for the position. Consequently, the Board has advised the Administrative Ministry/Department to explore alternative methods for selection, including the option of forming a Search-cum-Selection Committee (SCSC) or any other route, subject to approval from the competent authority.

The CMD post at HSL will fall vacant on August 1, 2025, following the superannuation of the current CMD, Commodore Hemant Khatri, on July 31. Anticipating the vacancy, PESB had advertised the position on October 7, 2024, inviting applications from eligible and experienced candidates by the deadline of November 4, 2024.

Despite this advance planning, the June 2025 interview round failed to yield a suitable candidate.

SSC Regional Director AK Srivastava’ post re-designated as Director

Ashish Kumar Srivastava (IAS:2011:UD), currently serving as Regional Director (Deputy Secretary level) in the Staff Selection Commission (SSC), Prayagraj, has been re-designated as Regional Director at the Director level.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (June 26, 2025), the competent authority has approved the re-designation of Srivastava’s post. The change will take effect from the date he assumes charge of the upgraded role and will remain valid until November 11, 2029, marking a five-year tenure under the central staffing scheme.

Srivastava began his central deputation on November 11, 2024.

Delhi govt transfers 7 IAS officers, including two ACS rank officials

The Delhi government on Thursday (June 26, 2025) issued transfer and posting orders for seven IAS officers, including two officers holding the rank of Additional Chief Secretary (ACS).

The names of the officers and their posting are as follows;

  1. Bipul Pathak (IAS:1992:AGMUT), Additional Chief Secretary, Industries with additional charge of ACS, Environment & Forests, has been transferred and posted as Additional Chief Secretary, Finance & Planning with the additional charges of Additional Chief Secretary Industries & Chairman, DSIIDC.
  2. Prashant Goyal (IAS:1993:AGMUT), Additional Chief Secretary, Urban Development with additional charge of Chairperson, SRDC, has been transferred and posted as Financial Commissioner (w.e.f. 01.07.2025) on superannuation of Chetan B Sanghi (IAS:1988:AGMUT).
  3. Sandeep Kumar (IAS:1997:AGMUT), on joining GNCTD from Lakshadweep, has been posted as Principal Secretary, Vigilance with additional charges of Principal Secretary, AR & Principal Secretary, Environment & Forests.
  4. Pandurang K Pole (IAS:2004:AGMUT), Secretary, (Higher Education & TTE, will also hold the additional charge of Secretary, Urban Development w.e.f. 01.07.2025.
  5. A Nedunchezhiyan (IAS:2012:AGMUT), On joining GNCTD from Puducherry, has been posted as Principal Director, Delhi Fire Service.
  6. Arun Kumar Mishra (IAS:2012:AGMUT), On joining GNCTD from Goa, has been placed at the disposal of MCD.
  7. Suneel Anchipaka (IAS:2014:AGMUT), On joining GNCTD from Goa, has been posted as Special Commissioner, Trade & Taxes.
