Under his leadership, ARC provided actionable intelligence on Pakistani military movements using a blend of HUMINT (human intelligence) and TECHINT (technical intelligence).
Ajitabh Sharma’s post on IAS officers doing ‘Non-Core Work’ sparks debate
A LinkedIn post by senior IAS officer Ajitabh Sharma (IAS:1996:RJ), now Principal Secretary in Rajasthan’s Energy Department, has stirred conversation in bureaucratic circles across the state and the country. In the post, Sharma observed that IAS officers spend over 80 per cent of their time doing “non-core work”, a comment that, though written in a lighter tone, has drawn serious attention.
He described “non-core work” as generic meetings, HR issues, litigation, RTI compliance, media responses, and routine correspondence—tasks that, while necessary, detract from an officer’s primary role in sector-specific governance.
“I call this ‘Non-Core Work,” Sharma wrote, adding that it leaves little time for departments’ mission-driven objectives. He argued that administrative culture often treats all assignments within the IAS are equally challenging, which, in his view, leads to neglect of specialised departmental goals.
Sharma emphasized that core work—focused on sectors like water, energy, education, and health—requires deeper engagement and has more lasting impact. He warned that ignoring these responsibilities can create a “false sense of being an expert administrator” and harm service delivery.
Reflecting on his new role, Sharma resolved to flip the current pattern by dedicating 80 per cent of his time to core work in the Energy Department. “This department essentially needs greater emphasis on core work,” he noted.
Rajasthan: Push for extension of acting DGP Ravi Prakash Meharda gains momentum
What began as a routine administrative decision on June 10—appointing Ravi Prakash Meharda (IPS:1991:RJ) as Acting Director General of Police (DGP) of Rajasthan—has now become a politically sensitive issue for the ruling BJP.
Meharda took charge after Utkal Ranjan Sahoo (IPS:1988:RJ) was appointed Chairman of the Rajasthan Public Service Commission (RPSC). At the time, Meharda’s appointment appeared procedural, especially since he was due to retire on June 30, giving him a brief 20-day stint. However, as his retirement nears, calls for an extension have grown louder—turning what seemed a temporary transition into a significant political flashpoint.
Dr. Meharda, a senior IPS officer from the Dalit community, now finds himself at the center of a broader campaign. Dalit organizations, retired IPS officers, BJP leaders, and social activists are rallying for an extension of his tenure. They argue that his short term as DGP undermines the symbolic importance of his appointment, which had been viewed as a powerful gesture toward Dalit inclusion in top administrative positions.
Supporters have mounted an aggressive outreach effort—flooding Prime Minister Narendra Modi, Chief Minister Bhajan Lal Sharma, and the BJP’s central leadership with petitions, emails, and social media campaigns. Many view Meharda’s appointment as a political masterstroke by the BJP, aimed at consolidating Dalit support. But the brevity of his tenure has left many in the community feeling sidelined.
Interestingly, sources reveal that Meharda himself had initially expressed reluctance to accept the top post, citing the short duration and limited impact. Despite this, the state government proceeded with his appointment, reportedly as part of a strategic political move.
Meanwhile, the state government has already forwarded a panel of seven senior IPS officers to the Centre for the permanent DGP selection. The Union Public Service Commission (UPSC) will shortlist three names from the panel, and the final decision will rest with the state government.
However, Rule 16 of the All India Services (Death-cum-Retirement Benefits) Rules allows the government, with central approval, to grant an extension of up to three months. Supporters of Meharda are urging the government to invoke this rule, citing both administrative continuity and community sentiment.
As June 30 approaches, the BJP finds itself walking a fine line—balancing bureaucratic norms with political optics, particularly at a time when identity politics and symbolic representation hold increasing significance in the public discourse. (By- Rajeev Singh)

RA Chandrasekhar likely to be appointed Kerala’s next DGP
Senior IPS officer RA Chandrasekhar (IPS:1991:KL) is likely to be appointed as the next Director General of Police (DGP) in Kerala. Sources indicate that he will be repatriated to his parent cadre and subsequently appointed as the Head of Police Force. In case of any delay in the repatriation process, the state government is expected to assign additional charge of the post to one of the senior IPS officers. The current DGP, Shaik Darvesh Saheb (IPS:1990:KL), is scheduled to retire on June 30.
Chandrasekhar is the second senior-most IPS officer in the Kerala cadre. He is currently on central deputation, serving as Special Director in the Intelligence Bureau. He was recently appointed as Secretary (Security) in the Cabinet Secretariat and was expected to replace Harinath Mishra (IPS:1990:KL) after his retirement on July 31. However, his return to the state to take over as DGP is now seen as the more likely outcome.
Notably, the Union Public Service Commission (UPSC) on Thursday submitted a final list of three senior IPS officers to the Kerala government for consideration for the DGP post. Apart from RA Chandrasekhar, the panel includes Nitin Agarwal (IPS:1989:KL), currently serving as Road Safety Commissioner, and Yogesh Gupta (IPS:1993:KL), who is the Director General of Fire and Rescue Services. All three officers hold the DGP rank and meet the required experience and service criteria for the post.
Earlier, the state government had forwarded a list of six IPS officers to the UPSC. In addition to the three names included in the final panel, the original list featured Manoj Abraham (IPS:1994:KL), a DGP-rank officer currently posted as Director, Vigilance, S Suresh (IPS:1995:KL), an ADGP-rank officer on central deputation serving as ADG, Special Protection Group, and MR Ajith Kumar (IPS:1995:KL), also holding the ADGP rank and presently serving in the cadre as Excise Commissioner in an ex-cadre post.
However, the latter two officers—Suresh and Ajith Kumar—did not meet the eligibility conditions of holding the DGP rank and having 30 years of service. Reportedly, the Centre raised objections to their inclusion on these grounds. In response, the Kerala government had written to the Centre, requesting a waiver of the 30-year rule and justifying their inclusion in the list.
Despite this, the UPSC finalized its panel with only the three senior-most officers who fulfilled the eligibility norms and sent the list back to the state government for a final decision.
