J&K govt transfers order for six IAS officers; Shaleen Kabra is posted as DG, JKIMPARD

Srinagar: The Jammu and Kashmir Government on Sunday (November 1, 2026), issued another transfer and posting order involving six IAS officers, a day after ordering changes involving five IAS officers and one IPS officer on October 31. The latest order includes the transfer of three officers and assignment of additional charges to other officers.

The names of the officers and their postings are as follows:

1. Shaleen Kabra (IAS:1992:AGMUT), Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, with additional charges of Financial Commissioner, Revenue; Administrative Secretary, Estates Department; and Administrative Secretary, Revenue Department, has been transferred and posted as Director General, Jammu & Kashmir Institute of Management, Public Administration & Rural Development (JKIMPARD).
2. Chandrakant Bharti (IAS:1996:AGMUT), Financial Commissioner (Additional Chief Secretary), Home Department, has been given additional charge of Financial Commissioner, Revenue.
3. M Raju (IAS:2005:AGMUT), Commissioner/Secretary, General Administration Department, holding additional charges of Administrative Secretary, Hospitality & Protocol Department and Administrative Secretary, Department of Disaster Management, Relief, Rehabilitation and Reconstruction, has been given additional charge of Administrative Secretary, Estates Department.
4. Saugat Biswas (IAS:2006:AGMUT), Commissioner/Secretary, Health & Medical Education Department, shall also hold the charge of the post of Administrative Secretary, Jal Shakti Department, in addition to his own duties.
5. Rehana Batul (IAS:2010:AGMUT), Director General, Jammu & Kashmir Institute of Management, Public Administration & Rural Development, has been transferred and posted as Commissioner/Secretary, Tribal Affairs Department.
6. Avny Lavasa (IAS:2013:AGMUT), Secretary, Tourism Department, holding additional charge of Administrative Secretary, Tribal Affairs Department, has been divested of the additional charge of Tribal Affairs Department. She shall hold the charge of Administrative Secretary, Revenue Department, in addition to her own duties.
