Rinkoo Singh Rahee seeks full executive role, offers to draw half salary until then

In an unusual representation to the Uttar Pradesh government, Rinkoo Singh Rahee (IAS:2023:UP) has sought a posting with full executive responsibilities, saying he is willing to draw only half his salary until such a posting is given.

In a six-page letter addressed to the Principal Secretary, Appointment and Personnel Department, Rahi said his current assignment as Sub-Divisional Magistrate (Judicial), Jalaun, does not provide adequate administrative exposure during the formative years of his career. He argued that the post involves only limited working hours compared to a regular executive assignment and, therefore, requested that only 50 per cent of his salary be drawn from July 22, 2026, until a decision is taken on his representation.

The young IAS officer requested the government to post him as a regular Sub-Divisional Magistrate in any district of Uttar Pradesh where he can work in accordance with constitutional values and what he describes as “Basic Governance.” If such a posting is not feasible, he requested that his inter-cadre transfer to another state be considered through the prescribed process.

Rinkoo Singh Rahee maintained that the initial years of an IAS officer’s career are crucial for gaining field exposure and administrative experience. He expressed concern that continued assignment to a judicial post could adversely affect his professional development and future suitability for higher executive responsibilities.

A significant portion of the letter focuses on governance reforms. Rahi advocates greater transparency, real-time social audits, village-level accountability, better management of government land, libraries, playgrounds, employment-oriented initiatives and a “Zero Poverty Model” as measures to strengthen grassroots governance.

The representation also contains allegations relating to political and administrative interference during his tenure as SDM, Jalaun. However, these allegations are part of his representation, and there has been no official response from the Uttar Pradesh government so far.
