A senior IPS officer in poll-bound Haryana has blown the whistle on violation of the modal code of conduct against the government. The whistleblower is 2001 batch IPS officer Y Puran Kumar, currently posted as an Inspector General (Telecommunication) in Haryana.
He has approached the Election Commission of India (ECI) against the move of the state government to create six temporary posts in the rank of DGP and ADGP and promote six IPS officers at a time when the modal code of conduct is in force. The proposal had been moved by the state home department to create temporary posts. What made Kumar raise his finger was when the state finance department agreed to create six temporary posts- two DGPs and four ADGPs- allegedly to facilitate the promotion of six IPS officers.
In his complaint to the ECI, Kumar has alleged that the move was designed to give “undue benefits” to select officers when the election is due. The state is going to the assembly polls on October 5 and thus, the model code of conduct is in operation.
But the government is unfazed and has even called a meeting of the screening committee tomorrow (September 12) to select the officers for promotions.
