Mohammad Azhar Shams has been appointed as Director (Domestic Division) of Container Corporation of India Limited (CONCOR). According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (05.01.2023), the Appointments Committee of the Cabinet has approved the proposal of the Ministry of Railways to appoint Mr. Shams to the post from the date of his assumption of charge of the post on or after 01.02.2023 till the date of his superannuation i.e. 28.02.2026, or until further orders, whichever is earlier. Presently, he is serving as Executive Director, CONCOR.
Prasanna Kumar Motupalli has been appointed as Chairman and Managing Director (CMD), NLC India Limited (NLCIL). According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (05.01.2023), the Appointments Committee of the Cabinet has approved the proposal of the Ministry of Coal to appoint Mr. Motupalli to the post for a period with effect from the date of his assumption of charge of the post till the date of his superannuation i.e. 30.06.2026 or until further orders,whichever is earlier.
He is Executive Director, NTPC, and presently working as Managing Director in Gujarat State Electricity Corporation Limited on deputation basis.

The post of Raman Kumar (IAS:2009:BH) as Private Secretary (Deputy Secretary level) to Giriraj Singh, Minister for Panchayati Raj, has been re-designated as Private Secretary (Director level). According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (04.01.2023) , the Competent Authority has approved re-designation of the post of Mr. Kumar as Director with effect from the date of taking over charge of the re-designated post and for a period and for a period up to 28.11.2026 (i.e. total tenure of five years under the central staffing scheme).
A Memorandum of Understanding (MoU) for collaborative and sponsored research projects was signed between Hindustan Copper Limited and Indian Institute of Technology (Indian School of Mines), Dhanbad, at HCL Corporate Office in Kolkata in the presence of Mr Arun Kumar Shukla, CMD, HCL, Professor Rajiv Shekhar, Director, IIT (ISM), Dhanbad.
The first technical collaboration with IIT (ISM), Dhanbad, is a momentous occasion for HCL, the only copper miner in India, owning all the operating mining leases of copper ore in the nation. Presently, majority of ore production comes through underground mode only and the level of ore production is hovering around four million tonnes per annum.
Due to the complex geological characteristics of the ore body and the increased depth of mining, various geo-technical and ground water related issues along with technical/ operational problems are being faced during the process of production along with maintaining safety standards and dealing the emerging sustainability issues.
HCL is in its expansion phase with about three fold enhancement of ore production capacity wherein development activities in projects are either on-going in nature or already planned in most of its mines. At present, the mined out ore is processed at its own ore beneficiation plants and the Metals in Concentrate (MIC) is sold partially in domestic market and the rest in international market.
IIT-ISM, Dhanbad, being an Institute of national repute, particularly in the fields of mining of minerals and its beneficiation and Earth Sciences, will play a key role in solving the emerging geological, technical, environmental, sustainable and ore beneficiation issues for achieving the envisaged expansion programme of HCL.
The present MoU will address HCL’s need for technical assistance, guidance and consultancy work from IIT-ISM for enhancing copper ore production through modifying mining methods with application of state-of-the-art technologies, improvement of productivity and safety in mines, environmental clearance issues, various Hydrological & Hydro-geological studies and in areas of unconventional exploration methods like Geophysical exploration, Remote Sensing etc. for depth exploration of copper ore. The Company desires to partner IIT-ISM in taking up R&D projects for improvement of Indian copper mining sector, training and development of HCL Engineers and Managers for skill set development and knowledge up-gradation in the areas of exploration, ore beneficiation and various other statutory/ mine regulation amendments or related issues. Prime Minister Shri Narendra Modi will chair the second National Conference of Chief Secretaries in Delhi on 6th and 7th January, 2023. It will be another key step towards further boosting the partnership between the Centre and the State Governments. The first such Conference of Chief Secretaries was held in Dharamshala in June 2022.
This year, the National Conference of Chief Secretaries will be held from 5th to 7th January, 2023 in Delhi. The three day Conference will focus on achieving rapid and sustained economic growth in partnership with the States. It will witness participation of more than 200 people comprising of representatives of the Central Government, Chief Secretaries and other senior officials of all States/Union Territories and domain experts. The Conference will lay the ground for collaborative action for achieving a Viksit Bharat with a thrust on growth and job creation and inclusive human development.
The agenda of the conference has been decided after extensive deliberations in over 150 physical and virtual consultative meetings over the last three months between nodal Ministries, NITI Aayog, States/UTs and domain experts. The discussion during the Conference will be held on six identified themes viz. (i) Thrust on MSMEs; (ii) Infrastructure and Investments; (iii) Minimising Compliances; (iv) Women’s Empowerment; (v) Health and Nutrition; (vi) Skill Development.
Three special sessions will also be held on (i) Viksit Bharat: Reaching the Last Mile; (ii) Five Years of Goods and Services Tax (GST) – Learnings and Experiences; and (iii) Global Geopolitical Challenges and India’s Response.
Besides, focused deliberations would be held on four topics, viz. (i) Vocal for Local; (ii) International Year of Millets; (iii) G20: Role of States; and (iv) Emerging Technologies.
Best practices from States/ UTs under each of the themes would also be presented at the Conference so that the States learn from each other.
As per the directions of the Prime Minister, three virtual conferences were also held with the states and UTs prior to the main conference on the themes of (i) Districts as Fulcrum of Development (ii) Circular Economy; (iii) Model UTs. The outcomes of these virtual conferences would be presented in the National Conference of Chief Secretaries. (PIB)
