The Uttar Pradesh government on Wednesday (18.01.2023) issued transfer and posting orders for three IAS officers.
The names of the officers and their postings are as follows :
Chandra Bhushan Singh (IAS:2008:UP), District Magistrate & Collector, Muzaffarnagar, has been transferred and posted as Additional Transport Commissioner with additional charge of Transport Commissioner.
Aravind Mallappa Bangari (IAS:2011:UP) has been made District Magistrate & Collector- Muzaffarnagar. Earlier, he was posted as MD, Paschimanchal Vidyut Vitran Nigam, Meerut.
Chaitra V (IAS:2007:UP), Additional Commissioner, Meerut Division and Additional Commissioner, Industries, Meerut Divison, Meerut has been transferred and posted as MD, Paschimanchal Vidyut Vitran Nigam, Meerut.
The Uttar Pradesh government, on January 12, issued transfer and posting orders for twenty-two IPS officers across the state including police chiefs of several districts.

Sanjiv Suman (IPS:2014:UP): SSP, Muzaffarnagar.
Ganesh Prasad Saha (IPS:2015:UP): SP, Lakhimpur Khiri.
A Sudhakar Rao (IPS:1989:SK), Special DGP, Special Branch with additional charge of DGP, Sikkim has been transferred and posted as Additional Chief Secretary, Home Department.
Senior IPS officer Amrendra Kumar Singh (IPS:1990:SK) has been appointed to the post of Director General of Police (Head of Police Force), Sikkim for a period of two years. Prior to this assignment, he was serving as Special DGP/Director, Sikkim Vigilance Police.
The Sikkim government has issued transfer and posting orders for two IAS and one IFS officer.

Ravindra Telang (IAS:1995:SK), Additional Chief Secretary, Home Department with additional charge of Education Department is now posted as Additional Chief Secretary, Education Department only.
D Anandan (IAS:2000:SK), Commissioner-cum-Secretary, Health & Family Welfare Department is transferred and posted as Commissioner-cum-Secretary, Rural Development Department.
C S Rao (IFS:1993:SK), Principal Secretary, Rural Development Department has been transferred and posted as Principal Secretary, Mines & Geology Department.
The West Bengal government on Monday (16.01.2023) issued transfer and posting orders for five IAS officers.

Dr. Ravi Inder Singh (IAS:1994:WB), Principal Secretary, Correctional Administration Department, has been transferred and posted as Principal Secretary, Help Group & Self-Employment Department.
Dr. P B Salim (IAS:2001:WB), Secretary, Programme Monitoring Department with additional charge of Secretary in CMO in charge of Monitoring and Coordination and Chairman & Managing Director, WBPDCL has been given additional charge of Secretary, Co-operation Dept.
Jagdish Prasad Meena (IAS:2004:WB), Secretary, Cooperation Department has been transferred and posted as Secretary, Correctional Administration Department.
P Mohangandhi (IAS:2004:WB), CMD, West Bengal Mineral Development & Trading Corporation has been transferred and posted as Secretary, Industry, Commerce & Enterprises Department with additional charge of CMD, West Bengal Mineral Development & Trading Corporation.
Dr. Vishwanath (IAS:2010:WB), Officer on Special Duty in P & AR Department has been transferred and posted as Director, Fesheries with additional charge of MD, State Fisheries Development Corporation.
The central deputation tenure of Sameer Shukla (IAS:2005:KN) as Joint Secretary in the Department of Financial Services (DFS) has been extended for a period of two years. According to an order issued by the Department of Personnel and Training on Monday (16.01.2023), the competent authority has approved the proposal of the Department of Financial Services to extend the deputation tenure of Mr. Shukla for a period of two years beyond 21.02.2023 or until further orders, whichever is earlier.
The central government on Monday rationalised the process of granting approval for study leave abroad to IAS officers. It asked the state governments to ensure the availability of a sufficient number of bureaucrats both in the cadre and on central deputation before forwarding such proposals.
It is mandatory for state governments to obtain prior approval from the central government before granting ex-India study leaves to Indian Administrative Service (IAS) officers so that the study leave may be considered in the light of the availability of a sufficient number of IAS officers in the cadre and for central deputation against the prescribed norms of central deputation reserve.
The Centre wants to see an overall assessment of how such long study leaves affect overall cadre management both at the state and central government levels before a well-informed decision is taken both by the state when recommending and for the Department of Personnel and Training (DoPT) to approve such long study leaves. Therefore, it is imperative that when recommending ex-India study leave for IAS officers, the requests for study leave, ex-India leave, or extension of study leave be considered based on whether there is a sufficient number of IAS officers in the cadre and for central deputation are available in accordance with the prescribed norms of the central deputation reserve. This would ensure that the functioning of the state and central government is not affected due to shortage of officers
The state governments should submit the details of IAS officers who have returned from such leaves during the last two years and the posting(s) given to them according to the practical knowledge and experience acquired during study leave.
