Dr. Anupam Talwar appointed Dy Director, LBSNAA Mussoorie

Dr. Anupam Talwar (IDES:2012) has been appointed as Deputy Director, Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (31.01.2023), the competent authority has approved the appointment of Mr. Talwar to the post under the central staffing scheme for a period upto 06.09.2024 (i.e for the balance period of four years of combined deputation tenure on CSS and ex-cadre post put together) from the date of taking over charge of the post or until further orders, whichever event takes place earlier.

Roop Kishor appointed CVO of CISR

Roop Kishor (IOFS:2004) has been appointed as CVO of Council of Scientific & Industrial Research (CSIR), Delhi for combined tenure of 7 years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (31.01.2023), the competent authority has approved the appointment of Mr. Kishor to the post of CVO, CSIR from the date of assumption of charge of the post, for combined tenure of 7 years upto 13.05.2025 until further orders, whichever is earlier.

Ajay Kumar appointed CVO of CMPFO

Ajay Kumar (IOFS:2005) has been appointed as CVO of Coal Mines Provident Funds Organization (CMPFO), Dhanbad for a period of three years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (31.01.2023), the competent authority has approved the appointment of Mr. Kumar to the post of CVO, CMPFO for an initial period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier.

ACC gives ex post facto approval to assign additional charge of NHB to Rajbir Singh Pawar

The Appointments Committee of the Cabinet has given ex-post facto approval for assigning additional charge for the post of Managing Director, National Horticulture Board (NHB) to Rajbir Singh Pawar (IFoS:1991:GJ) for a period of three months w.e.f 23.03.2022. Presently, he is serving as Joint Secretary, Department of Agriculture & Farmers Welfare.

Further, Priya Ranjan (IFoS:1998:RJ), Joint Secretary, Department of Agriculture & Farmers Welfare, has been assigned additional charge of National Horticulture Board (NHB) for a period of nine months w.e.f 23.06.2022 or till the appointment of a regular incumbent to the post, whichever is earlier.

R K Gupta re-employed as Dy Election Commissioner, ECI

R K Gupta (CSS) has been re-employed as Deputy Election Commissioner (JS level), Election Commission of India (ECI) for a period of one year on a contract basis. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (31.01.2023), the Appointment Committee of the Cabinet has approved the re-employment of Mr. Gupta on a contract basis for a period of one year beyond the date of his superannuation (28.02.2023) or until further orders, whichever is earlier.

Shiv Nandan Kumar gets addl charge of CEO of Polavaram Project Authority, Hyderabad

Shiv Nandan Kumar (CWES), Chief Engineer, Indus Basin Organisation (IBO), Chandigarh, Central Water Commission (CWC), has been given additional charge of Chief Executive Officer (CEO) of Polavaram Project Authority, Hyderabad for a period of six months. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (31.01.2023), the Appointment Committee of the Cabinet has approved the proposal of Department of Water Resources, River Development & Ganga Rejuvenation for the entrustment of additional charge of the post to Mr. Kumar for a period of six months w.e.f. 28.11.2022 or till a regular incumbent is appointed or until further orders, whichever is the earliest.

Union Minister Narendra Singh Tomar’s PS Tejaswi Naik re-designated as Director

The post of Tejaswi Naik (IAS:2009:MP) as Private Secretary (Deputy Secretary level) to Narendra Singh Tomar, Minister for Agriculture & Farmers Welfare, has been re-designated as Private Secretary (Director level). According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (31.01.2023), the competent authority has approved re-designation of the post of Mr. Naik as Director with effect from the date of taking over charge of the re-designated post and for a period and for a period up to 14.12.2027 i.e. total tenure of 5 years on co-terminus basis with the Minister or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is the earliest.

Union Minister Mansukh Mandaviya’s PS Vaibhav Bajaj re-designated as Director

The post of Vaibhav Bajaj (IRS-C&IT:2009) as Private Secretary (Deputy Secretary level) to Mansukh Mandaviya, Minister for Health & Family Welfare, has been re-designated as Private Secretary (Director level). According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (31.01.2023), the competent authority has approved re-designation of the post of Mr. Bajaj as Director with effect from the date of taking over charge of the re-designated post and for a period and for a period up to 14.03.2023 or on co-terminus basis with the Minister or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is the earliest.

Abhijit Phukan repatriated to parent cadre

Abhijit Phukan (IES:2004), Director of the Ministry of Corporate Affairs, has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday, the competent authority has approved the proposal of the Ministry of Corporate Affairs to repatriate Mr. Phukan to his parent cadre to avail the benefit of promotion.

Centre effects major bureaucratic reshuffle at Joint Secretary level

The Modi government on Tuesday (31.01.2023) appointed over a dozen officials to the Joint secretary /Joint secretary equivalent posts.

The names of the officers and their postings are as follows:

  1. Rajat Agarwal (IAS:2003:PB) has been appointed as Executive Director, India Trade Promotion Organisation (ITPO), under the Department of Commerce, for a period of five years. He will replace Vibhu Nayar (IAS:1990:TN).
  2. Subhash Chandra Agarwal (IRS-C&IT:1994) has been appointed as Additional DG in Directorate General of Foreign Trade (DGFT), New Delhi under the Department of Commerce for a period of five years. He replaces Nikunj Kumar Srivatasva (IAS:1998:MP).
  3. Amitabh Prasad (IA&AS:2001) has been appointed as Joint Secretary, Department of Defence for a period of five years vice Satish Singh (IRSME:1996).
  4. Rajender Kumar (IOFS:1997) has been appointed as Joint Secretary, Department of Food & Public Distribution for an overall tenure of seven years up to 03.12.2024. He will replace Partha Sarathi Das (IA&AS:1994).
  5. Devendra Kumar Nim (IP&TA&FS:1993) has been appointed as Joint Secretary, National Human Rights Commission (NHRC), Ministry of Home Affairs, for a period up to the date of his superannuation on 31.01.2025. He will replace Harish C Chaudhary (IFoS:1992:AM).
  6. Rajendra Ratnoo (lAS:2001:TN) has been appointed as Executive Director, National Institute of Disaster Management (NIDM), Ministry of Home Affairs for an overall tenure of five years up to 07.02.2024.
  7. Rahul Kapoor (IRAS:2002) has been appointed as Joint Secretary, Ministry of Housing and Urban Affairs for a combined tenure of seven years up to 14.01.2025. He will replace Sanjay Kumar (IAS:1995:TG).
  8. Shahnawaz Alam (IP&TA&FS:1994) has been appointed as Joint Secretary, Ministry of Minority Affairs, for a period up to the date of his superannuation on 30.04.2027. He will replace Ms. Niva Singh (IRAS:1988).
  9. Vikas Anand (IAS:2002:AGMUT) has been appointed as Joint Secretary, Ministry of Panchayati Raj for a period of five years. He will replace Rekha Yadav (IRPS:1995).
  10. Sumita Singh (CSS Services) has been appointed as Director, ISTM, under the Department of Personnel & Training for a period of five years. She will replace S D Sharma (CSS).
  11. Raj Kumar (IPoS:2001) has been appointed as Additional Secretary (JS-level), UPSC, Department of Personnel & Training for an overall tenure of seven years up to 31.07.2023 by upgrading the post of Director level held by the officer to Joint Secretary level.
  12. Sonal Mishra (IAS:1997:GJ) has been appointed as Joint Secretary, Ministry of Skill Development & Entrepreneurship for a period of five years. She will replace Anuradha Vemuri (IFoS:1991:UP).
  13. Ajay Gupta (IRSS:1993) has been appointed as Joint Secretary, Ministry of Textiles for a period up to the date of his superannuation on 31.08.2026. He will replace Sanjay Sharan (IPoS:1988).
