Andhra HC grants interim relief to Bihar IPS Sunil Nayak; asks him to join investigation by March 5

The Andhra Pradesh High Court passed an interim order on Monday granting protection to senior Bihar cadre IPS officer Sunil Nayak (IPS:2005:BH) by directing the Andhra Police not to initiate any coercive action against him while directing Nayak to appear before the investigating officer on or before March 5 and join the investigation on a daily basis from 10am to 5pm.

Nayak is currently posted as IG of the Fire Services Department in Bihar, and the case relates to the alleged custodial torture of former MP and current Deputy Andhra Assembly Speaker K Raghu Ramakrishna Raju. The incident took place in 2021 when Nayak, on deputation to Andhra Pradesh, was serving as DIG in the Crime Investigation Department (CID) of the Andhra Police.

Ramakrishna Raju had lodged the complaint naming Nayak as one of the accused, alleging that Nayak was involved in his custodial torture after being arrested by the Crime Investigation Department (CID).

A single-judge bench of Justice Venkata Jyothirmayee Prathapa issued the order while hearing an anticipatory bail petition filed by the IPS officer. The court directed the police to take up the inquiry within the framework of the law and instructed the IPS officer to cooperate in the inquiry.

The High Court has posted the matter for further hearing on March 9.

It needs to be recalled here that Andhra Pradesh police had recently arrested Nayak in Patna, but he had to be let off by the Andhra Police after being denied the requisite transit remand by the jurisdictional magistrate there.

Mizoram IPS Shankar Chaudhary denied anticipatory bail by Delhi court in illegal raid

Senior Mizoram IPS officer Shankar Chaudhary (IPS:2011:AGMUT) has been denied anticipatory bail by a Delhi court in connection with an illegal detention and bribery case.

The officer is facing criminal allegations of conducting unauthorised raids in Delhi, illegally detaining several persons, and demanding a bribe from a foreign national in 2023.

While refusing the bail, Special Judge (NDPS) Manu Goel Kharb said the offences committed by Chaudhary “undermine the integrity of the justice system, erode public trust, and tarnish the image of police as a whole.”

The case is related to alleged police operations conducted between November 21 and 29, 2023, when Chaudhary was posted as Superintendent of Police (Narcotics) in Mizoram.

According to the prosecution, Chaudhary led a Mizoram Police team in Delhi that allegedly carried out raids without authority, conducted searches and seizures without preparing mandatory documentation such as seizure memos or panchnamas, and detained several individuals without formal arrest or production before a magistrate within the stipulated time. 

In this way, the court, in its order on Feb 28, said that the vigilance inquiry conducted at the behest of the Ministry of Home Affairs and considering the seriousness of the offences, Chaudhary did not deserve anticipatory bail. He earlier served as DCP in the Delhi Police but was later transferred to the Mizoram Police.

Telangana CM urges Home Minister to increase its IPS cadre strength from 83 to 105

Telangana Chief Minister A Revanth Reddy has appealed to the Centre to allocate 22 more IPS officers to the state by increasing their cadre strength from 83 to 105 in light of its growing administrative and security needs.

The request was made on Wednesday when the CM met Union Home Minister Amit Shah in New Delhi. According to an official release, the two leaders also discussed the recent surrender of several senior Maoist leaders to the Telangana Police and other issues.

The Telangana CM also requested Shah to extend financial support to the state for development works in the backward regions. The CM informed the Home Minister that 591 Maoists have laid down their arms and joined the mainstream of society during this period. The CM said the state government was providing them compensation and rehabilitation assistance as per the rules.

CM Reventh Reddy informed the Home Minister that the first cadre review in the state had been conducted in 2016 after its creation. Though the next review was due in 2021, it was delayed by four years and was finally carried out in 2025. Even then, only seven additional IPS officers were allocated to the state. The Telangana CM requested that the third cadre review be conducted in 2026 as per the schedule.

Reddy also explained to Shah that, like the rest of the country, Telangana too is facing several modern challenges, like cybercrime, drug trafficking, white-collar crimes, and other emerging security threats.

He further highlighted the reorganisation of the Hyderabad, Cyberabad, and Malkajgiri Police Commissionerates and the proposed formation of the Future City Commissionerate. Similarly, he raised the issue of the rapidly growing population in Hyderabad to underline the increasing administrative needs of the state.

In view of these developments, the CM urged the Centre to increase the sanctioned strength of IPS officers in the state, adding at least 22 more IPS officers to its current strength of 83.

Among those who accompanied the Telangana CM in the meeting are the CM’s Principal Secretary, V Seshadri, DGP B Shivdhar Reddy, Intelligence Additional DGP Vijay Kumar; and State Intelligence Bureau IG B Sumathi.

Shankar Lal Kumawat empanelled as Joint Secretary

The Appointments Committee of the Cabinet (ACC) has cleared the empanelment of Tamil Nadu cadre IAS officer Shankar Lal Kumawat (IAS:2010:TN) for holding Joint Secretary or equivalent posts in the Government of India.

He is currently serving as Director in the Department of Revenue since February 2025.

Notably, on February 4, 2026, 24 IAS officers of the 2010 batch were empanelled for holding Joint Secretary or equivalent-level posts in the Government of India.

Delhi Police Reshuffle: 70 IPS, DANIPS officers reassigned

The Lt Governor of Delhi on Tuesday (March 3, 2026) ordered a major reshuffle in the Delhi Police, reassigning 50 IPS officers and 20 DANIPS officers. The transfers were issued through four separate orders and include three Director General (DG)-rank officers and seven Joint Commissioner of Police (Joint CP)-rank officers. Senior IPS officer Anand Mohan has been appointed as Director General (DG), Prisons.

The names of the IPS officers and their postings are as follows;

K Vijayanand assumed charge as Special Chief Secretary to CM after retirement

Retired IAS officer K Vijayanand (IAS:1992:AP) assumed charge as ex officio Special Chief Secretary to Chief Minister N. Chandrababu Naidu on Monday. Within hours of his retirement on Saturday (February 28) as Chief Secretary of Andhra Pradesh, following a three-month extension, the state government appointed him to the new role.

Vijayanand will also serve as Chairman and Managing Director (CMD) of the Andhra Pradesh Transmission Corporation (APTRANSCO) for a period of one year.

The government clarified that in his new role overseeing the Energy Department, he will report directly to the Chief Minister, without intermediary administrative reporting structures.

Meanwhile, Mudadda Ravichandra, who was serving as Principal Secretary in the Chief Minister’s Office (CMO), has been appointed as full-time Executive Officer (EO) of the Tirumala Tirupati Devasthanams (TTD).

REC Limited wins 2 awards at National Leadership Summit & Awards 2026

REC Limited, a Maharatna CPSE under the Ministry of Power and a leading NBFC, achieved a significant milestone at the National Leadership Summit & Awards 2026, held on February 27, 2026, at the Bombay Stock Exchange, Mumbai, by receiving two prestigious national honours.

Harsh Baweja, former Director (Finance) and CFO of REC Limited, was conferred the “India’s Most Influential CFO 2026” award. PESB recommends Srividya Venkataraman as Director (Finance) of HPCL

The Public Enterprises Selection Board (PESB) has recommended Srividya Venkataraman for appointment as Director (Finance) at Hindustan Petroleum Corporation Limited (HPCL). The recommendation was made following interviews conducted by the Board on February 28, 2026.

Srividya Venkataraman is currently serving as Executive Director (Corporate Treasury), Mumbai, Bharat Petroleum Corporation Limited. Her name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval, subject to vigilance clearance and completion of other prescribed formalities.

If selected, she will replace Rajneesh Narang, who is scheduled to retire on May 31, 2026. Narang has been serving in the position since March 2022.

PESB recommends Anupam Agarwal for Director (Finance) at ONGC

The Public Enterprises Selection Board (PESB) has recommended Anupam Agarwal for appointment as Director (Finance) at Oil & Natural Gas Corporation Limited (ONGC). The recommendation was made following interviews conducted by the Board on February 27, 2026.

Anupam Agarwal is currently serving as Director (Finance), ONGC Videsh Limited. His name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval, subject to vigilance clearance and completion of other prescribed formalities.

The vacancy is scheduled to arise on May 1, 2026, following the superannuation of Vivek Chandrakant Tongaonkar. Mr. Tongaonkar has been serving in the post since July 1, 2024. Anticipating the vacancy, PESB had advertised the post on October 24, 2025, inviting applications with November 14, 2025 as the last date for submission.

Rajeev Kumar gets extension as Joint Secretary in MHA

The central deputation tenure of Rajeev Kumar (IOFS:2000) as Joint Secretary in the Ministry of Home Affairs (MHA) has been extended for one year. According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (February 28, 2026), the Appointments Committee of the Cabinet has approved the proposal of the Ministry of Home Affairs to extend his deputation tenure by one year from March 5, 2026 or until further orders, whichever is earlier.
