Bhupender Gupta selected as CMD of NHPC Limited

Bhupender Gupta

In a key development, Bhupender Gupta has been selected for appointment as Chairman and Managing Director (CMD) of NHPC Limited. The selection was made during a Public Enterprises Selection Board (PESB) interview held on June 11, 2025.

Gupta is currently serving as Director (Technical) at THDC India Limited. Following his selection, PESB will recommend his name to the Appointments Committee of the Cabinet (ACC). His formal appointment will follow after vigilance clearances and ACC approval.

As reported earlier by www.legendofficers.com on May 28, the PESB had scheduled the interview for CMD, NHPC, for this date.

The current CMD of NHPC, Raj Kumar Chaudhary, is scheduled to retire on June 30, 2025. He was appointed to the post on August 6, 2024.

After stampede, cold war erupts between IAS officers and IPS officers in K’taka

The tragic stampede at Bengaluru M. Chinnaswamy Stadium on June 4, which claimed 11 lives, has escalated into a cold war the Indian Police Service (IPS) and Indian Administrative Service (IAS) officers in Karnataka. What began as a tragedy has now turned into a war of accountability between two elite services.

The state government’s decision to suspend five police officers, including three senior IPS officers, has triggered resentment within the IPS fraternity. They allege selective punishment, arguing that no IAS officer has been held accountable—despite their involvement in approving related public events.

Among those suspended are B Dayananda, ADG and Commissioner of Police, Bengaluru City; Vikash Kumar Vikash, IGP and Additional Commissioner (West), Bengaluru; and Shekhar H Tekkannavar, DCP (Central Division). The suspensions were announced by Chief Minister Siddaramaiah on June 5, citing “substantial dereliction of duty.” Two other non-IPS officers were also suspended—C Balakrishna, ACP (Cubbon Park), and AK Girish, Inspector (Cubbon Park Police Station).

Significantly, Vikash Kumar Vikash has challenged his suspension before the Central Administrative Tribunal (CAT), questioning whether due process was followed in issuing the suspension order. His petition challenges the legality of the disciplinary action initiated by the state government and reflects the growing unrest among senior IPS officers, who view the move as unfair scapegoating.

IPS officers argue that the Department of Personnel and Administrative Reforms (DPAR) ignored explicit warnings from the city police and went ahead with a large-scale felicitation event at the Vidhana Soudha on the same day. According to them, the police had flagged concerns about inadequate time for preparation and crowd management, yet the programme was held on the iconic steps of the seat of power, drawing massive crowds.

“How can only the police be blamed when the event that attracted lakhs was approved by DPAR despite our red flags?” questioned a senior police officer. The IPS community is now demanding accountability from DPAR Secretary, the Home Secretary, and the Chief Secretary—all senior IAS officers.

On the other hand, IAS officers maintain their stance, claiming that the stampede occurred at the stadium, not at Vidhana Soudha, where the event reportedly passed off without incident. They argue that the Chinnaswamy Stadium programme was organised by the Karnataka State Cricket Association (KSCA) and Royal Challengers Bengaluru (RCB), and that no IAS officer was involved in planning or executing the stadium event.

With the Indian Police Service Association now reportedly writing to the Chief Minister demanding revocation of the suspension orders, the episode has brought IAS officers and IPS officers into direct confrontation over accountability in the stampede incident.

UP: SB Shiradkar promoted to DGP rank

The Uttar Pradesh government on Tuesday (10.06.2025) promoted senior IPS officer SB Shiradkar (IPS:1993:UP) to the rank of Director General of Police (DGP). The promotion will be effective from June 11, 2025, or from the date he assumes charge of the post.

Shiradkar is currently serving as Additional Director General (ADG), Lucknow Zone.

His promotion follows the voluntary retirement of Ashish Gupta (IPS:1989:UP), who was serving as DG, Rules and Manual, and retired on June 10. Shiradkar has been elevated to fill the resulting vacancy at the DG level.

Rajasthan: Ravi Prakash Meharda appointed Acting DGP

The Rajasthan government on Tuesday (10.06.2025) appointed Ravi Prakash Meharda (IPS:1991:RJ) as the Acting Director General of Police (DGP) of the state. He replaces Utkal Ranjan Sahoo (IPS:1988:RJ), who has been named the new Chairman of the Rajasthan Public Service Commission (RPSC).

Meharda, a 1991-batch IPS officer currently serving as Director General of the Anti-Corruption Bureau, will hold the DGP post as an additional charge. Avinash Champawat (IAS:2003:CG), Secretary, Revenue & Disaster Management and Rehabilitation Department with additional charge of ex-officio Relief and Rehabilitation Commissioner, Commissioner, Land Records, Secretary, GAD has been given additional charge of Secretary, Public Grievances Redressal Department.
  3. Ankit Anand (IAS:2006:CG), Secretary, Planning, Economics and Statistic Department with additional charge of 20-point Programme Implementation Department, Secretary, Housing & Environment and Chairman, Chhattisgarh Environment Conservation Board, has been given additional charge of Secretary, Commercial Tax (Registration).
  4. Himshikhar Gupta (IPS:2007:CG), Secretary, Sports & Youth Welfare Department with additional charge of Secretary, Home & Jail Department, has been transferred and posted as Secretary, Labour Department with additional charge of Secretary, Sports & Youth Welfare Department, Secretary, Home & Jail Department and Labour Commissioner.
  5. Chandan Kumar (IAS:2011:CG), Special Secretary, Finance Department with additional charge of Special Secretary, GAD, Administrator Budget, has been relieved of the charge of Special Secretary, GAD. He has been given additional charge of CEO, Nava Raipur Atal Nagar Vikas Pradhikaran.

Mayank Sharma appointed as Financial Adviser (Defence Services) in M/o Defence

In a significant development, Mayank Sharma (IDAS:1989), currently serving as the Controller General of Defence Accounts (CGDA), has been appointed as the Financial Adviser (Defence Services) in the Ministry of Defence.

According to an order issued by the Department of Personnel and Training (DoPT) on Monday (09.06.2025), the Appointments Committee of the Cabinet has approved Sharma’s appointment to the post with effect from August 1, 2025.

Sharma assumed charge as CGDA on March 1, 2025, and is scheduled to retire from service on October 31, 2025.
