The Ministry of Information and Broadcasting on Wednesday (July 2, 2025) issued transfer and posting orders for 31 Indian Information Service (IIS) Group ‘A’ officers. Additional Secretary Anil Kumar Singhal repatriated to parent cadre

Anil Kumar Singhal (IAS:1993:AP), currently serving as Additional Secretary in the Department of School Education & Literacy under the Ministry of Education, has been prematurely repatriated to his parent cadre, Andhra Pradesh.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (July 02, 2025), the competent authority has approved his repatriation on personal grounds, with the imposition of an extended cooling-off condition.

Singhal was appointed Additional Secretary in the Department of School Education & Literacy in the last week of October 2024, succeeding Vipin Kumar (IAS:1996:BH). At the time of his appointment, he was serving in his parent cadre.

Centre extends tenure of FSIB Chairperson and Members by one year

The central government on Tuesday (July 1, 2025) extended the tenure of the Chairperson and Members of the Financial Services Institutions Bureau (FSIB) by one year, allowing them to serve till June 30, 2026, or until further orders.

The Appointments Committee of the Cabinet (ACC) approved the extension for Chairperson Bhanu Pratap Sharma, a former Secretary of the Department of Personnel and Training (DoPT), and the part-time members of the Bureau, according to an official notification.

This marks the second consecutive year the FSIB’s term has been extended. The Bureau serves as the central headhunter for top-level appointments in state-owned banks and financial institutions.

Rajendra Prasad Goyal gets addl charge as CMD of NHPC

Rajendra Prasad Goyal, Director (Finance) at NHPC Limited, has been assigned additional charge of Chairman and Managing Director (CMD) of the company. He took over the charge on July 1, 2025, following the retirement of Raj Kumar Chaudhary on June 30 upon attaining superannuation.

Chaudhary had assumed the role of CMD on August 7, 2024.

Goyal’s appointment has been made on the directions of the Ministry of Power, NHPC said in a statement. Notably, this is not his first stint in the top role, he previously held the additional charge of CMD between March 1, 2024, and August 7, 2024.

Meanwhile, the Public Enterprises Selection Board (PESB) has already recommended the name of Bhupender Gupta for the post of CMD. Gupta is currently serving as Director (Technical) at THDC India Limited, a subsidiary of NTPC.

Sunil Jayawant Kadam appointed Executive Director at SEBI

The Securities and Exchange Board of India (SEBI) on Tuesday (July 1, 2025) appointed Sunil Jayawant Kadam as its new Executive Director. In this role, he will oversee several key areas of the regulator’s functioning, including the Information Technology Department (ITD), Office of Investor Assistance and Education (OIAE), Department of Economic and Policy Analysis (DEPA), General Services Department (GSD), Board Cell, and the RTI & Parliamentary Questions Cell. He will also be responsible for matters relating to the National Institute of Securities Markets (NISM).

Kadam has been associated with SEBI since 1996 and has held various important positions over the years. Prior to this elevation, he was serving as Chief General Manager. His career includes notable stints as Registrar at NISM, Regional Director of SEBI’s Northern Regional Office, and senior roles across departments such as Corporation Finance, Market Regulation, Surveillance, and Investigations.

With nearly three decades of experience within SEBI, Kadam brings deep institutional knowledge and expertise to his new responsibilities.

IRDAI to get Chairman soon; three in the race, M Nagaraju is frontrunner

The post of Chairman of the Insurance Regulatory and Development Authority of India (IRDAI) has remained vacant since March 13, 2025, following the completion of Debashish Panda’s three-year tenure. Now, strong buzz in the power corridors suggests that the government may soon announce his successor, with M Nagaraju (IAS:1993:TR), currently Secretary, Department of Financial Services (DFS), emerging as a top contender.

Nagaraju’s recent engagement with insurance sector stakeholders — including a key meeting with CEOs of life, general, and health insurance companies — and his ongoing involvement in the sector through his DFS role have strengthened speculation around his possible appointment.

Alongside Nagaraju, two other prominent names in the race are former Finance Secretary Ajay Seth (Retd.IAS:1987:KN), who retired on June 30, 2025, and former Defence Secretary Giridhar Aramane (Retd. IAS:1988:AP).

The Government of India had advertised the IRDAI Chairman post on March 11, 2025, setting April 6 as the deadline for applications. Initially, the race was seen between Ajay Seth and Giridhar Aramane. Later, the list expanded with the inclusion of Petroleum Secretary Pankaj Jain (IAS:1990:AM), LBSNAA Director Sriram Taranikanti (IAS:1992:TR), and two notable private sector names — Thomas Devasia, former Member (Non-Life) of IRDAI, and RM Vishakha, former MD & CEO of India First Life.

As the latest round of speculation narrows, it appears that M Nagaraju is now leading the race to become the next IRDAI Chairman.

Dinesh Patnaik’s successor appointed in Madrid; his next assignment stirs speculation

With the appointment of senior diplomat Jayant Khobragade (IFS:1995) as India’s next Ambassador to Spain, speculation is gaining momentum over Dinesh K Patnaik’s (IFS:1990) next assignment. Patnaik, who has been serving in Madrid since November 2021, has been relieved of his post, but his new role is yet to be officially announced.

According to sources, Patnaik is likely to be appointed as New Delhi’s next High Commissioner to Canada. The move to name his successor in Spain is being seen in that context, as the government prepares for a significant diplomatic reshuffle.

People familiar with the matter said that the process for Patnaik’s likely appointment began soon after the recent meeting between Prime Minister Narendra Modi and Canadian Prime Minister Mark Carney. The two leaders held talks on June 18 on the sidelines of the G7 summit in Alberta.

In their first bilateral meeting, Modi and Carney agreed on the “early return of high commissioners to each other’s capitals” as part of “calibrated” and “constructive steps” to restore stability in the strained India-Canada relationship. Tensions had escalated last year after Ottawa alleged Indian involvement in the killing of Canadian citizen Hardeep Singh Nijjar.

A senior diplomat with over 30 years of experience, Patnaik has served in Indian missions in Beijing, Dhaka, Vienna, and Geneva. He has been India’s ambassador to Morocco and Cambodia, deputy high commissioner in London, and Director General of the Indian Council for Cultural Relations (ICCR).

Jayant Khobragade appointed Ambassador of India to Spain

Senior diplomat Jayant Khobragade (IFS: 1995) was on Tuesday (July 01, 2025) appointed as the next Ambassador of India to the Kingdom of Spain. Presently, he is serving as Ambassador of India to Association of Southeast Asian Nations (ASEAN) and is expected to take up the assignment shortly.

In a statement, the MEA said, “Shri Jayant Khobragade (IFS: 1995), presently Ambassador of India to ASEAN, has been appointed as the next Ambassador of India to the Kingdom of Spain”.

“He is expected to take up the assignment shortly,” the statement added.

Although he was named India’s Ambassador to Poland earlier this year in January, that posting did not materialize due to various reasons, according to people familiar with the matter.

Khobragade brings extensive diplomatic experience, having previously served in Spain, as well as in Indian missions in Russia, Pakistan, and Kazakhstan. He was India’s Ambassador to Kyrgyzstan and held important positions within the MEA, including in the Disarmament and International Security Division and the West Africa Division. From 2017 to 2020, he was on deputation to the Department of Atomic Energy.

He was appointed Ambassador to ASEAN in Jakarta in 2021.

Kesavan Ramachandran appointed as Executive Director of RBI

The Reserve Bank of India (RBI) on Tuesday (July 1, 2025) appointed Kesavan Ramachandran as Executive Director (ED), effective the same day. In his new role, he will oversee the Department of Regulation (Prudential Regulation Division).

Before his elevation as Executive Director, Ramachandran was serving as Principal Chief General Manager in the Risk Monitoring Department.

With over three decades of experience, he has worked in various areas including currency management, supervision of banks and non-banking entities, training, and administration. He has also served as Principal of the Reserve Bank Staff College.

During his career, Ramachandran was RBI’s nominee on the Board of Canara Bank for more than five years and was part of the Auditing and Assurance Standards Board of the Institute of Chartered Accountants of India (ICAI) for two years.

An MBA in Banking and Finance, he also holds a diploma in International Financial Reporting from ACCA, UK, and is a Certified Associate of the Indian Institute of Banking & Finance (IIBF).
