Haryana: IAS officer Ram Kumar Singh re-assigned

The Haryana government on Thursday (July 10, 2025) issued transfer orders for IAS officer Ram Kumar Singh (IAS:2012:HY).

He was previously serving as Special Secretary in the Revenue & Disaster Management Department, Special Secretary in the Irrigation & Water Resources Department, and Managing Director of HSMITC.

As per the new order, he will continue as Special Secretary, Revenue & Disaster Management Department, and has now also been assigned the charges of District Municipal Commissioner, Panchkula, and Commissioner, Municipal Corporation, Panchkula.

Karthik Malladi inducted as SP in National Investigation Agency

Karthik Malladi (IPS:2016:MN) has been inducted as Superintendent of Police (SP) in National Investigation Agency (NIA). According to an order issued by the Ministry of Home Affairs (MHA) on Thursday (July 10, 2025), the competent authority approved his central deputation under usual terms and conditions.

Malladi is currently serving as SP of Ukhrul district in Manipur. The MHA has also requested the Manipur government to relieve him immediately so he can assume his new responsibilities at the Centre without delay.

Rudolf Alvares appointed as DIG in Sashastra Seema Bal

Senior IPS officer Rudolf Alvares (IPS:2009:MP), presently serving as Deputy Director in Wildlife Crime Control Bureau (WCCB), Ministry of Environment, Forest and Climate Change (MoEF&CC), has been appointed as Deputy Inspector General (DIG) in Sashastra Seema Bal (SSB). According to an order issued by the Ministry of Home Affairs (MHA) on Wednesday (July 09, 2025), the competent authority has approved the appointment of Mr Alvares to the post of DIG of SSB from the date of assumption of charge of the post and upto December 13, 2027 (combined tenure 05 years) or till further orders, whichever is earlier.

Notably, he began his central deputation tenure on December 14, 2022.

Speculation is intensifying over whether Madhya Pradesh Chief Secretary Anurag Jain (IAS:1989:MP) will receive an extension or retire as scheduled on August 31, 2025, upon turning 60. Sources indicate that, for now, Jain is likely to be granted an extension, but the final decision is expected closer to the end of August.

Anurag Jain’s appointment as Chief Secretary in 2024 was significantly influenced by the central government. He was repatriated from central deputation—where he was serving as Secretary in the Ministry of Road Transport & Highways, with additional charge as Secretary in the Ministry of Housing and Urban Affairs—and appointed Chief Secretary on September 30, 2024. He took charge on October 1, following the end of Veera Rana’s (IAS:1988:MP) extended tenure.

Officials familiar with the matter say Jain is meeting the expectations of both the Centre and the state government, which strengthens his prospects for a six-month extension.

However, a last-minute change cannot be ruled out—as seen in Chhattisgarh, where Chief Secretary Amitabh Jain (IAS:1987:CG), who was all set to retire with farewell messages from top officials, was unexpectedly granted a three-month extension, surprising many who believed his departure was certain.

If Anurag Jain does not receive an extension, two names are being widely discussed as possible successors: Dr. Rajesh Rajora (IAS:1990:MP), Additional Chief Secretary and Vice President of the Narmada Valley Development Department; and Alka Upadhyaya (IAS:1990:MP), currently serving as Secretary, Department of Animal Husbandry and Dairying at the Centre. Both are experienced and regarded as strong administrative choices.

It’s worth noting that before Anurag Jain’s appointment, Dr. Rajesh Rajora was almost finalised for the Chief Secretary’s position.

Odisha: 4 IPS officers shifted; Sanjeeb Panda to lead Anti-Naxal Operations

The Odisha government on Wednesday (July 9, 2025) ordered a key reshuffle in the state’s police administration, involving several senior IPS officers.

Sanjeeb Panda (IPS:1994:OR), currently serving as ADG, Training and Director at Biju Patnaik State Police Academy (BPSPA), has been transferred and posted as ADG, Anti-Naxal Operations. In his new role, Panda will oversee both the Special Intelligence Wing (SIW) and Anti-Naxal Operations and will report directly to the Director General & Inspector General of Police, Odisha.

In a related change, Anup Kumar Sahoo (IPS:2004:OR), IGP, Training at BPSPA, will remain in charge of Director, BPSPA until further orders.

Additionally, Akhileshvar Singh (IPS:2009:OR), currently DIG of Police, SWR, Koraput, has been posted as DIG, Special Intelligence Wing (SIW), Bhubaneswar. Dr Kanwar Vishal Singh (IPS:2010:OR), who is presently DIG, SIW, Bhubaneswar, has been posted as DIG, SWR, Koraput, in a reciprocal move.

Maharashtra: Two IPS officers shifted; Madhukar Pandey is now ADG (Administration)

The Maharashtra government on Wednesday (July 9, 2025) transferred Mira Bhayandar-Vasai Virar (MBVV) Police Commissioner Madhukar Pandey (IPS:1996:MH), amid public outrage following an incident where a shopkeeper was assaulted by Maharashtra Navnirman Sena (MNS) workers for not speaking Marathi.

Niket Kaushik (IPS:1995:MH) has been appointed as the new Commissioner of Police for MBVV. Kaushik was previously serving as Additional Director General (ADG) of the Anti-Corruption Bureau (ACB). Madhukar Pandey has now been posted as ADG (Administration), Maharashtra Police.

The transfer came just a day after a protest march in Mira-Bhayandar in support of Marathi ‘asmita’ (pride). The march, led by MNS and joined by members of opposition parties including Shiv Sena (UBT) and NCP (SP), saw intense scenes with several activists detained by police.

REC Limited invites IAS officers for Executive Director post on deputation

REC Limited, a Maharatna CPSE under the Ministry of Power, has invited applications from eligible IAS officers for the post of Executive Director (ED) on a deputation basis.

REC is the nodal agency for several flagship power sector schemes of the Government of India, including the Revamped Distribution Sector Scheme (RDSS), which focuses on improving the performance of electricity distribution companies (Discoms). The agency is also leading the implementation of the prepaid smart metering initiative under RDSS.

Previously, REC has played a critical role in executing government programs such as Saubhagya, DDUGJY, UDAY, and the Late Payment Surcharge (LPS) Rules. In 2024, it was designated as the National Programme Implementation Agency (NPIA) for the Rooftop Solar initiative—Pradhanmantri Surya Ghar: Muft Bijli Yojana (PMSGMBY).

To oversee and drive these ambitious programmes, REC is seeking to appoint a dynamic and experienced IAS officer at Level 12 or above (as per the 7th CPC) as Executive Director. The initial tenure will be for three years. Preference will be given to officers with prior experience in the power sector.

Interested officers are required to submit their applications in the prescribed proforma, along with vigilance clearance, APARs for the last five years, and a No Objection Certificate (NoC) from their cadre controlling authorities. Applications must be submitted by July 16, 2025, and emailed to cmd@recl.in.

PESB begins selection process for CMD post in GAIL

The Public Enterprises Selection Board (PESB) on Wednesday (July 9, 2025) issued an advertisement inviting applications for the post of Chairman and Managing Director (CMD) in GAIL (India) Limited.

As per the notification, eligible and experienced candidates can apply by August 5, 2025. The position is set to become vacant on March 1, 2026, following the retirement of current CMD Sandeep Kumar Gupta in February 2026. Gupta had taken charge of the top post on September 24, 2022, after being selected by the PESB on June 28, 2022.

ACR deadline lapses for 200 PCS officers in UP, no extension granted

In a move that has sparked concern within the Provincial Civil Services (PCS) cadre in Uttar Pradesh, the Annual Confidential Report (ACR) submission of nearly 200 PCS officers has been missed due to administrative work arrangements.

While the deadline for submitting ACRs online was May 31, 2025, the Appointment Department has not extended it for PCS officers. This is in sharp contrast to IAS officers and other government personnel, who have been given additional time to complete their ACR submissions.

The selective approach has raised questions among the PCS fraternity—why are PCS officers being denied a second chance when other services have been granted leniency?

Centre clears promotion of 22 PCS officers to IAS in Uttar Pradesh

In a significant administrative development, the central government has approved the promotion of 22 Provincial Civil Services (PCS) officers to the Indian Administrative Service (IAS) in Uttar Pradesh.

These newly promoted officers are expected to be assigned fresh responsibilities soon, which is likely to bring renewed energy and momentum to the state’s bureaucratic machinery.

The list includes several senior and experienced officers, whose elevation is seen as a move to strengthen the administrative setup across departments and districts.
