In a key bureaucratic reshuffle, senior IAS officer Rohit Kumar (IAS:1997:RJ), currently posted as Additional Secretary in the Cabinet Secretariat, has been appointed as Additional Secretary in the NITI Aayog.
According to an order issued by the Department of Personnel and Training (DoPT) on Friday (July 11, 2025), the Appointments Committee of the Cabinet approved his appointment with immediate effect.
Additionally, the order extends Rohit Kumar’s central deputation tenure by one year beyond September 24, 2025—now up to September 24, 2026, or until further orders, whichever comes earlier.
Rohit Kumar began his stint in the Cabinet Secretariat in May 2022 as Joint Secretary. He was later promoted to Additional Secretary level in September 2022. Prior to this, he served as Joint Secretary in the Department of Rural Development from September 2018.
Senior IAS officer V Hekali Zhimomi (IAS:1996:UP), currently serving as Additional Secretary in the Department of Health and Family Welfare, has been assigned additional charge of Chief Executive Officer (CEO) of the National Health Mission (NHM).
According to an order issued by the Department of Personnel and Training (DoPT) on Friday (July 11, 2025), the Appointments Committee of the Cabinet approved the ex-post facto assignment of additional charge to Mr. Zhimomi for six months with effect from May 22, 2025, or until a regular appointment is made, or until further orders—whichever is earlier.
Earlier, on April 15, 2025, L S Changsan (IAS:1994:AM), also an Additional Secretary in the Department of Health & Family Welfare, was given ex-post facto approval to hold additional charge of CEO, National Health Authority (NHA) for one year from August 22, 2024.
Karnataka cadre IAS officer Chandrashekhar Nayaka L (IAS:2013:KN) has been appointed as Officer on Special Duty (OSD) to Union Finance & Corporate Affairs Minister Nirmala Sitharaman. His appointment pertains specifically to the Ministry of Finance.
According to an order issued by the Department of Personnel and Training (DoPT) on Friday (July 11, 2025), the Appointments Committee of the Cabinet has approved his appointment for a period of five years from the date he assumes charge, or on a co-terminus basis with the Minister, or until further orders—whichever is earlier.
Chandrashekhar Nayaka will take charge of the post at the Deputy Secretary level.
The Bihar government on Friday (July 11, 2025) issued transfer and posting orders for 12 IPS officers.

The Public Enterprises Selection Board (PESB) on Friday (July 11, 2025) issued an official advertisement inviting applications for the post of Director (Finance) in the Shipping Corporation of India (SCI) Limited. According to the notification, eligible and experienced professionals can submit their applications by August 7, 2025.
The vacancy will arise on April 1, 2026, following the superannuation of C I Acharya, the current Director (Finance), who has been serving in the role since June 2022.
The central government on Thursday (July 10, 2025) extended the deputation tenure of two senior officers currently serving as Deputy Inspector General (DIG) in the Central Bureau of Investigation (CBI).
Vijyendra Kumar (IRS:2007) has been granted an extension of one year beyond July 19, 2025. He will now continue in his role till July 19, 2026, completing a total of nine years on deputation, or until further orders—whichever is earlier.
Similarly, Nirmala Devi (IPS:2009:MH) has received a two-year extension beyond July 5, 2025. She will now remain in her post till July 2027, making it a total of seven years of deputation, or until further orders.
The central government has given senior IAS officer Nivedita Shukla Verma (IAS:1991:UP) the additional responsibility of Secretary, Department of Health and Family Welfare. She is currently serving as Secretary in the Department of Chemicals and Petrochemicals.
According to an order issued by the Department of Personnel and Training (DoPT) on Friday (July 11, 2025), Ms. Verma will hold the additional charge from July 12 to August 3, 2025. The arrangement has been made during the leave period of Ms. Punya Salila Srivastava (IAS:1993:AGMUT), the regular Health Secretary.
Ms. Verma is a senior officer of the 1991 batch of the Uttar Pradesh cadre and has held several key positions in both the state and central governments during her career.
In a significant development, the Modi government on Friday (July 11, 2025) approved an extension of service for Union Home Secretary Govind Mohan (IAS:1989:SK) beyond his scheduled retirement on September 30, 2025. He will now continue in office until August 22, 2026.
According to an official order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet (ACC) has cleared his extension under the provisions of FR 56(d) and Rule 16(1A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958. The extension is valid till August 22, 2026, or until further orders, whichever is earlier.
Govind Mohan was appointed as Union Home Secretary on August 14, 2024, and formally assumed charge on August 22, succeeding Ashok Bhalla (IAS:1984:AM), who had completed his five-year tenure in the role.
A concerning trend has emerged in Tripura’s administrative landscape, with a series of inter-cadre transfers by newly recruited Indian Administrative Service (IAS) officers significantly depleting the state’s bureaucratic strength. Over a dozen officers from batches between 2019 and 2023 have sought transfers out of the state cadre, mostly on grounds of marriage, raising alarm bells within the state administration, which is already grappling with a shortage of senior officers.
According to official records, these transfers have resulted in officers moving to cadres such as Bihar, Rajasthan, Tamil Nadu, Haryana, Uttar Pradesh, and Himachal Pradesh. While such inter-cadre transfers are allowed under the All India Services (Cadre) Rules on marital grounds, the cumulative impact on Tripura’s governance and administrative structure has been substantial.
Inter-Cadre Transfers from Tripura
Krishna Chandra Gupta (IAS:2021:TR) was transferred to the Bihar cadre after marrying Ms. Garima, a 2022-batch IPS officer from Bihar.
Ms. Charu (IAS:2022:TR) received inter-cadre transfer to Rajasthan, following her marriage to Sujit Shankar, a 2020-batch IPS officer from the Rajasthan cadre.
Rajdeep Singh (IAS:2021:TR) was shifted to Himachal Pradesh after marrying a Karnataka-cadre IAS officer of the same batch. Their joint request led to their placement in a third cadre, Himachal Pradesh.
Smt. Shrestha Sree (IAS:2022:TR) moved to the Rajasthan cadre following her marriage to Mridul Singh, an IAS officer of the 2020 batch from Rajasthan.
Himanshu Mangal (IAS:2023:TR) secured a transfer to the Tamil Nadu cadre after marrying Vaishnavi Paul, a 2023-batch IAS officer from Tamil Nadu.
Rahul Modi (IAS:2020:TR) was transferred to Haryana in September 2023 after his marriage to Deepti Garg, an IPS officer of the same batch from Haryana.
Ms. Sanya Chhabra (IAS:2019:TR) was granted a transfer to Uttar Pradesh following her marriage to Ankur Kaushik, a 2019-batch IAS officer from UP.
Ms. Sonakshi Singh Tomar (IAS:2016:TR) was earlier given an inter-cadre transfer to Himachal Pradesh under the Centre’s Physically Handicapped (PH) policy in September 2019.
Mounting Pressure on Tripura’s Administration
These exits have not only reduced the number of officers in the Tripura IAS cadre but also created an administrative vacuum, especially at key leadership levels. With a shrinking pool of IAS officers, the state has had to increasingly depend on Tripura Civil Service (TCS) officers to shoulder critical responsibilities.
A senior official in the state secretariat noted that many TCS officers are now burdened with dual or even triple responsibilities due to a lack of sufficient IAS officers. This overdependence on the state civil services may have long-term implications for policy implementation, district-level governance, and administrative continuity.
Urgent Need for Policy Intervention
The state government is now facing growing calls to address this issue proactively. Experts suggest introducing measures such as retention bonuses, incentives for difficult postings, or fast-tracked promotion and leadership training for TCS officers to mitigate the impact and stabilize governance.
While the cadre rules allow such marital transfers in the interest of family life, the Tripura experience highlights the administrative challenges that small cadre states face as a result.
Senior IPS officer Renuka Mishra (IPS:1990:UP), who has been without a formal posting for over a year, is reportedly considering voluntary retirement (VRS). She may take a final decision by the end of July 2025. Although she is due to retire on January 31, 2026, the prolonged wait for reassignment appears to have prompted her to consider early exit. At present, she is attached to the office of the Director General of Police (DGP), Uttar Pradesh.
Mishra last held the post of Chairperson of the Uttar Pradesh Police Recruitment and Promotion Board. However, following the constable recruitment paper leak that triggered major embarrassment for the state government, she was removed from the position and placed on a waiting list. Since March 5, 2024, she has not received any fresh assignment.
She remained on the waiting list from March 5 to July 18, 2024. Even afterward, she was merely attached to the DGP headquarters without being assigned any responsibilities—an unusual situation for an officer of Director General (DG) rank.
Notably, her husband, Aditya Mishra (IPS:1989:UP), retired from government service on June 30, 2025, after serving as DG, Fire Services.
